Today, we are privileged today to have the Vienna Grade School, the school basketball team. The Vienna Grade School Lady Rams won the Class M State/Regional Tournament this season. The regional tournament victory is their second time in three years. The State tournament victory is the first since 1987. We also have the Vienna Grade School basketball team. The Vienna Grade School boys placed second in the Class M State tournament this season. This marks the first time in Vienna Grade School Rams history that they have placed in a State tournament. The Vienna Grade School Rams won twenty-five games this season, which ties them for the most in school history. As well, we have the Vienna Grade School cheerleaders. The Vienna Grade School cheerleaders 4 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 won the National Championship at Pinckneyville ICCA competition - - the regional championship, excuse me. They competed against hundreds of teams throughout the -- the whole State and placed fourteenth. This season marks the first time in Vienna Grade School history that both the boys' and girls' teams have placed in the State tournament in the same season. And we have them up in the gallery and we also have some of the parents with us today. She's actually a constituent of Senator Murphy, Laura Murphy, who we've already visited with her Page. Her father worked at UOP in Des Plaines for twenty years, is a nation chief for the Park Ridge Wilderness Princesses, a Park Ridge baseball/softball board member, and most importantly, Mike and I played on a co-ed softball team, where we won the championship two years in a row. Her mission is to promote a culture of understanding and acceptance towards individuals with disabilities. Jaryn is a volunteer and ambassador for AMBUCS, a non-profit -- non-profit organization that provides Amtryke therapeutic tricycles to people with disabilities. She also works with the Centers of {sic} (for) Independent Living to advocate for equal opportunities for individuals with disabilities in the workplace and the community. Not only has Jaryn chosen some really important causes to advocate for Miss -- to advocate for as Miss Illinois, she has chosen a really honorable career path as a nurse. But I have spent four hours today with this young man, walking around, teaching him about what happens in Springfield. Thank you, Mr. President. Senate Bill 69 was developed in response to two recent Public Acts being enacted without incorporating the changes to the Illinois Marriage and Dissolution of Marriage Act. It provides judges with step-by-step guidelines in which they must adhere to when calculating the amount of child support. In addition, this replaces numerous terms and cleans up the language in the previous two bills that we had passed and that were signed into law. There are no opponents and I'll answer any questions. Thank -- thank you, Mr. President and Members of the Senate. 598 modifies the residency requirements to be a student trustee for the University of Illinois. Under the bill, a student must provide proof of residency for the preceding six months in addition to one or {sic} (of) two other pieces of -- of evidence - identification or driver's license or voter registration card. This is a bill that I passed last year. We had -- the Governor vetoed it. We worked -- I -- I talked to a couple of the -- of the staffers of the Governor's Office about making sure that at least these students can meet two out of the three. This is what we did. We wanted just to make -- to make sure that they are residents of Illinois. A lot of the students actually are, you know, are attending our university on in-state tuition. Another thing, too, is that they have lived at the previous -- at their residence for six months; that they have a driver's license - now they are able to obtain, especially DACA men and women are able to obtain a driver's license now to -- a temporary driver's license, a voter registration not until they become citizens. So, they have real strict criteria that they have to meet. Thank you. Senator, I appreciate the bill in front of us. I was the - twenty-five years ago - the author of the first student trustee vote bill ever introduced - took two years and then Senator Stan Weaver passed it. The question before me is this: Can someone from Indiana, who lives in Indiana, but is paying out-of- state tuition to the University of Illinois, would they now be able to be eligible to be the voting student member?

One of the things that we wanted to make sure happened here is that any student at that university is eligible to run based on the criteria the university has put forward. These are the university systems that are across -- our State universities. Any student that's been living here in Illinois for the past six months or more, that they have a -- either a driver's license, temporary driver's license in the case of the DACA students, and that they actually all also have some kind of identification. So the criteria is very clear about who can run. These students are actually chosen among their own peers at the university, so I really believe that if the students are actually elected by their 22 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 own peers, they should be able to -- be able to run for the Board of Trustees of -- of that university.

So, again, as I was saying, I actually had the first bill introduced and was a student trustee at the University of Illinois, so I'm pretty familiar with how the process works. But the question again remains, if a student from Indiana, who is paying out-of-state tuition at the University of Illinois, who's lived here for six months, because they came in for first semester and now it's the middle of second semester, they go get a State ID card - not a driver's license, but a State ID card, because they're still registered to vote and their parents live in Indiana - are they now eligible to be a student trustee? I think the answer in the bill would be yes. Correct?

Senator Rose, I think it's very clear. They have to prove - - they have to prove -- the burden is on them to prove that they are actually living in Illinois, that they are a resident of Illinois, have been resident of Illinois; they have to have a driver's license from Illinois. I mean, it has to be -- the proof has got to be they're from here. Now, if they are a transfer student or outside student, that's something different. But if their peers - I mean the peers among them - actually elect this person to go and be their -- their -- their voice at the university Board of Trustees, then I really believe that we need to make sure 23 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 that they are allowed to do that. But they have to prove -- the burden's on them to prove that they are residents of Illinois.

To the bill, Mr. President. I'm going to just point out a few things.

And I do have quite a bit of experience in the student trustee business. But here's the -- here's what I just said and I don't believe the -- the sponsor's answer is factually correct a second ago, 'cause she said you must have a valid Illinois driver's license. The bill provides for, also, a valid Illinois driver's license or an Illinois identification card or an Illinois voter registration. So you can get an identification card merely being a student at the U of I. You could be -- easily take the six- month rule, come in as a freshman; by middle of the second semester, you've been here for six months. You go get a student ID card, even though you're really a resident - and you're paying out-of-state tuition - of Indiana, and now suddenly here you are a voting member. The reason this is important is this: The Board of Trustees expends over six billion dollars a year of the taxpayers' money. The Board of Trustees at the University of Illinois - and by the way, I'm not just -- this is not just limited to the University of Illinois, it's limited to any of our -- it applies to any of our State public institutions, I believe - they are expending State taxpayer money. The Governor has to appoint 24 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 an Illinois citizen to expend those funds, and -- via the act where he appoints, we in the Senate then confirm. There is no Senate confirmation process here - there is no Senate confirmation process here. This is the student-picked person. Again, I was the student trustee. I had the first bill introduced twenty-five years ago to get to vote. But these are our State of Illinois taxpayer dollars and we are now handing over a vote to someone who isn't even an Illinois resident on how to expend our taxpayer dollars. Now the Constitution is clear for the regular trustees that the only way they can expend those dollars on our behalf as a Legislature is through the gubernatorial appointment as confirmed by us, the Senate. So I'm going to object and I'm -- I'm going to politely vote No here on the premises {sic} and the -- and the philosophy that this - the U of I by itself is six billion - these are our tax dollars; they should be Illinois citizens deciding the how and the when of the expenditure of those funds. I would urge a No -- a No vote. Thank you, Mr. President.

Let me -- let me clarify this one more time - one more time. It's very clear. In order for you to be a trustee, a Board of Trustees student trustee, you have to be a resident of the State, State of Illinois; you have to have evidence that you live in Illinois and that you reside in Illinois in order to even qualify to be a member of the Board of Trustees. The Board of Trustees, I understand the work that they do and the money that they have to spend. It is the entire Board, not the student, making the decision. We want to keep our students engaged in the process. 25 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 We want to make sure that they are a voice that -- a voice that is picked among their own peers. Let's not deny the students that right if they voted on an individual to represent them on the Board of Trustee. This is civic engagement. This is the best we can do. I worked on this last year. We -- we brought it back. It was vetoed. I worked on this making sure there's -- that there's two out of the three qualifications that indicates that he is eligible to run as a student trustee. He's elected by his peers. So I think that this is a bill that is good. It's good for our students. It's good for us for them to be involved in the civic engagement when it talks about making sure that they can look at the budget of the university and be a voice about that university and vote with all the other Board of Trustee members. And I ask for an Aye vote.

In 2015, Sara was promoted to Attorney Supervisor and is assigned to the Civil Division. The division has thirty-two attorneys who represent clients in Child Protection Court and Mental Health Court. The Civil Division is where Assistant Public Defenders begin their career in office, so Sara's also responsible for training and mentoring new attorneys. It's probably also why she's sitting next to me. Sara also serves on the Leadership Team of the Democratic Party of Oak Park, which determines the direction for the organization as well as develops programming on issues of political interest to members. Sara has volunteered for many campaigns since joining DPOP in 2010. Sara lives in Oak Park with her partner Preston Jones, their three- year-old son and Preston's two teenage sons, who live with them half the week. Well, I'd like to welcome Eileen Dordek, who is also another member of the 2017 IWIL Class. Eileen is a licensed clinical social worker from the 47th Ward of Chicago and also a proud member of Personal PAC's board. So let's welcome her to Springfield as well.

So I am fortunate to have Tracy Katz Muhl with me. She's an attorney, practicing litigation and trademark law with Fox, Swibel, Levin… Whoops, just shrunk. I'll just read from here. I apologize. She serves as an elected member of the Northbrook School District 28 Board of Education, where she sits on the Legislation and Finance committees. Tracy is also part of the Democrats of Northfield Township leadership committee, working on party events, social media outreach, and volunteer recruitment. Her advocacy focuses on youth and social justice. At Angels {sic} (Angles), formerly Links - North Shore Youth Health Service, Tracy volunteered for years supporting LGBTQ youth adults in the Pride 36 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 Youth Program, before serving on the Board of Directors, and eventually co-founding the Advisory Board. For Lawndale Christian Legal Aid, Tracy leads an annual fundraiser to support LCLC's mission to walk youth in Chicago's Lawndale neighborhood through and away from the criminal justice system. Those fundraising efforts include raising over a quarter of the seed money to launch the MAC House residential program, which placed LLC {sic} (LCLC) clinic clients in a safe home and provided hard skills job training towards local unions -- through local unions. With Moms Demand Action for Gun Sense in America, Tracy speaks and organizes in support of commonsense gun legislation. Tracy has also volunteered with and supports the work of Lambra -- Lambda - sorry, excuse me - Legal, Equality Illinois, and Namaste Charter School. She volunteers in the local schools through the PTOs and the Girl Scout troop. I'm really proud to have Tracy here. I could go on. She has a very long résumé. And welcome to Springfield.

Yes, thank you, Mr. President, Members of the Senate. Ladies and Gentlemen, you may recall that on March 8th, we had a joint Session with the House, and on that day, the House passed a House Joint Resolution 33. It was sponsored by my State Rep, Representative Sara Feigenholtz, in that Wrigley Field is located in her State Rep district. Wrigley Field is located in my Senate district. The resolution has a number of "Whereases", including the fact that the Members of the Illinois House of Representatives wish to congratulate the World Champion Chicago Cubs on winning an epic World Series on November 3rd, 2016. There's a number of other "Whereases", including a "Whereas" that says the Chicago Cubs have the greatest and most loyal fans in the world. It also says that a victory parade and rally was held for the Chicago Cubs on November 4th, 2016, drawing five million fans, making it the seventh-largest known gathering in the history of the world. I assume that perhaps the Trump inauguration crowd was a little bit 38 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 31st Legislative Day 4/5/2017 bigger. We have decided that we should send this resolution back to the House with an amendment, which was adopted. The amendment declares April 12th, 2017, as the "Chicago Cubs World Series Commemoration Day". Again, many of you know, as I said, Wrigley Field's in my district. I happen to support the other baseball team in Chicago, but I am very supportive of the Cubs in that they bring an enormous amount of money into our State because of the popularity, especially from out-of-staters, and of course, after so many years, they were successful in winning the World Series. So I would ask that we would adopt this resolution in a bipartisan/tripartisan fashion and knowing there's a bunch of Cardinal fans here, Sox fans, and Cub fans. But let's send it back to the House and see if they can concur with our resolution {sic}, which makes April 12th the commemoration day, and that is when they are going to receive their rings - next week.
