Thank you, Mr. President, Ladies and Gentlemen of the Senate. House Bill 1811 is essentially a legislative contingency plan. We passed, back on May 31st, Senate Bill 1839 - that was the AT&T modernization bill, also included a 9-1-1 update, and within it was the extension of several sunsets, sunsets on the Telecom Act, the 9-1-1 Act, and the Cable Video Act. That bill currently sits on the Governor's desk. If he does not take action this week, all those sunsets will kick in and that bill that we passed back on May 31st, Senate Bill 1839, will essentially cease to exist. It will then -- be incumbent on the General Assembly to put a new Act in place using the same language. That's what this bill is. It -- it includes all the AT&T modernization language, the 9-1-1 language, and establishes new dates that are -- are due to go out because of the sunset. One of the issues that's come up with the 9-1-1 portion of the bill is the fact that the fee will go from its current level of eighty-seven cents to a dollar fifty. Several months ago, the -- the State 9-1-1 Commission released a report where they recommended that that fee go to a dollar five. Some people have questioned, including yourself, Senator, why it's a dollar fifty in the bill instead of a dollar five. The reason, I've been told by members of that committee, is the dollar-five fee was set based on essentially the old rules, an effort to get the 9-1-1 centers to comply with E9-1-1. We now are requiring our 9-1-1 centers to go to what we call the Next Generation 9-1-1 and they do not have the revenues available to get them there. So each member of -- or I shouldn't say each member, a majority of members of that committee favor the dollar-fifty fee. As you brought up in committee, we -- we've asked that committee to put that in writing and submit it to the Senate. They've agreed to do that. It also -- it's urging Illinois to develop a plan for the State to achieve a hundred percent clean energy by 2045. I urge its passing. Thank you.

This resolution was passed by the House last week and it directs the Auditor General to conduct a performance audit of the State's decision to enter into a five- year, 2.4-million-dollar lease for property located here in Springfield on South Grand Avenue. It also calls upon the State and its operating units, including, but not limited to, the Department of Central Management Services, to immediately suspend the drafting, negotiation, perfection, and signing of any lease on any parcel of real property, and that suspension would continue until the conclusion of the audit. Yes, we did. As a matter of fact, I -- I believe on -- in 15  STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 62nd Legislative Day 6/28/2017 addition to the normal appearances of agency directors before both Appropriations committees, we had an additional hearing where we had directors from I believe five separate agencies in State government, where we posed questions about how these leases have been handled by each agency, specific to the movement of records that are kept in the confines of State government from State-owned facilities into private facilities. We weren't provided with a whole lot of answers, which prompted the necessity, in my opinion, for this resolution.
