Thank you, Mr. President. Some of you will recall, a year or two ago, we did a bill on -- on sepsis. Septic shock is the leading -- leading killer of Americans in -- in -- in a hospital system. I think it's the third leading killer overall in the country. But there's a lot of places that people can come in contact with sepsis and we're suggesting to set up a task force to 8 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 108th Legislative Day 4/12/2018 try to create a -- a better framework for early intervention, because one of the great things about sepsis is, if you catch it early enough, you can save that life almost a hundred percent of the time. The unfortunate reality is, by the time people get to hospitals with sepsis, it's usually too late -- often it's too late, I should probably say. So we're just asking to put this task force together. We've had a lot of input from different community stakeholders. We'll consider more input in the House, but like to move this forward today. Thank you.

Well, first of all, I think that the Senate ought to enact a rule that no one may have their first bills, at least on the Democratic side, without Senator Haine being here. You know, we're -- we're kind of at a disadvantage today because we rely on his wit and wisdom to -- to do this. But, Senator, could you just explain this bill? I mean, there's a lot of terms in here which are Latin in nature. And why can't we have just plain English in some of our -- of our bills?

Lot of the -- the terms that are in here and -- and that are in -- that are Latin are -- they are from the common law, so they are readily understood and they're pretty -- pretty -- pretty basic terms.

But don't we pass legislation for all the people of Illinois? And -- and isn't it somehow understood that if -- if the common people don't understand what we're doing in legislation, that there's somehow a risk? I mean, they may be vulnerable and they don't even know it.

I don't know whether he's been fully de-chipped or whether his mic was -- been reduced from across the Rotunda, but I did not here his response to the essential question that I think the Members of this Body needs -- need -- need to hear. Perhaps, can you caution Senator Sims that we have a different decorum here? We actually listen to debate in the Senate.

Am I to assume that you, by deleting the Bill of Rights for Children, you don't think that children should have rights anymore in the State of Illinois?

That's absolutely not the case, Senator. As we have so many outstanding young people who are in the gallery today watching us, I want them to have the same rights that -- that every other citizen across the State of Illinois has.

Can you enumerate what those rights are as they are in the bill that you've now amended? Because we started out with a Bill of Rights for Children. So I want to know what your bill does exactly to give children in the State of Illinois those rights.

If a child needs an ex parte or -- or a domestic violence -- domestic order of protection, they can get them under this bill.

Or is it your intention to have the bill amended in the House to list the Bill of Rights for Children, because you still think you're operating in the House of Representatives instead of the Senate?

The -- the bill before you deals with the subject matter at hand, which is the creation and the -- the -- the cleanup of the violence -- violence order of protections. I -- I - - I -- I -- I don't know whether Senator Sims knows we can get deadlines extended to work on what the original objective of this bill was as introduced, to work on the Bill of Rights of Children. We have a few cleanup matters that we will take care of, technical in nature, that we will take care of in the House. But we've been working on this for quite some time.

So, you're telling me, you spent next to no time on this? You know, as -- as we debate very substantive matters in the Senate, as you know, we tend to spend a lot of time on issues and I'm -- and I'm really just wondering whether or not you are -- you have the ability to actually dive deep into a conversation about whether or not we should protect children and negotiate it to a point where we can actually pass something like this. Because at the end of the day, as a mother of three children, I don't know how I could possibly support something that guts the Bill of Rights for Children. Like -- and -- and that you spent absolutely no time on and I -- I haven't heard a response that would ease my -- my comfort as it relates to that, because, you know, it's always all about the children.

And I -- I don't know if I've ever had -- had my abilities questioned in this Chamber or the other, back from my days as a staff person, so -- but I have -- I -- I know we have a -- a bill before us that will improve the quality of life for the people of the State of Illinois.

I'll work with you on making sure that we strengthen the Bill of Rights for Children. We want to make sure that they have all the rights that they are entitled to. Today, I rise today as -- not only as a State Senator, but also as a proud son and humble son of -- of immigrants from Mexico that crossed the border in 1959 and landed on Plymouth Rock - Back of the Yards, southwest side of Chicago. This is a great country, United States of America. Senate -- Senate Resolution 1593 is a resolution urging Governor Rauner to put the safety and security of our State and the service members of our National Guard ahead of his political ambitions and the political ambitions of the Trump administration by not deploying our National Guard to the Mexican border. I want to remind everyone that the National Guard is 37 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 108th Legislative Day 4/12/2018 divided into the Illinois Air and the Army National Guard. Its mission is to serve the people of Illinois in times of need and natural disasters. If there's an emergency disaster declaration by the Governor or if they are presented into federal service by the President, that's when we need the National Guard. We need it here in Illinois, not at the Mexican border. Our National Guard is to protect the residents of Illinois, not at the Mexican border. I want to remind everyone that also President Bush did this in 2003 with no significant results and with great expense, as well as my former colleague, President Obama, who did this in 2010 and 2011 with even less results. It's a poor Band-Aid approach in place of immigration reform. President Trump, on April 4th of this year, signed a proclamation to decrease illegal immigration and stop border crossings. 1.3 trillion dollars' spending in March that did not include the border wall. And now, now, Governor Rauner, Governor Rauner has reacted to send the Illinois National Guard, to send them to the Mexican border. It is a grave mistake. It is an unconscionable error and we must send the message to Governor Rauner that we must keep the -- the Illinois National Guard in Illinois to protect the residents of Illinois and not the Mexican border. I ask a favorable vote.

Thank -- thank you very much, Mr. President, Ladies and Gentlemen of the Chamber. This resolution is many things, but in the interest of time, the one I would point to is premature. There -- we have not sent National Guard troops to the Mexican border. The President of the United States has not asked us to send troops to the Mexican-U.S. border. I would point out, however, that former Governor Pat Quinn sent Illinois National Guard troops to the Mexican-U.S. border at the request of President Obama several years ago and Governor Jerry Brown of California has already done so. I think that we should be a little less concerned with the partisan divide that's brought about by this resolution and let the national security folks focus on national security. Thank you, Mr. President.

Mr. President, Members of the Senate, I'd like to add that there is -- there's no partisan divide at all. I was very clear in my admonishment of President Obama, my former colleague, who I served -- for six years on this particular Floor, who did the same, who was in error. And I believe that President Trump as well as former Presidents Bush and Obama are in error of sending troops to the Mexican border and we need to be very clear today, in Illinois, we've got greater needs, greater budget issues, than to expend not only the moneys of the people of Illinois on sending our National 39 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 108th Legislative Day 4/12/2018 Guard to the border, but also the lives of the National Guard to the border. There are needs here in our State and it is just political expediency and reaction to what's going on in Washington and the national discord. And it's a huge, huge mistake by Governor Rauner to even acquiesce to send the National Guard if asked by President Trump. I'd ask a favorable vote.
