But, Ladies and Gentlemen, this is the Richwoods Ladies Knight {sic} (Lady Knights) winning State Championships {sic} of the 2018 Illinois High School Basketball Class 3A from Peoria. Give them a round of applause. So what do I have to do with it, right? Well, they're a beautiful group of ladies to start with. They're academia on their way to bound success, but their captain of the team is my niece, and it was important that the Illinois Senate recognize this wonderful team. I'd like to have Senators Koehler and Weaver say a few words and then we'll invite the coach up to tell you how impressive his team really is. Senator Koehler.
Thank you, Madam President. This is a championship team and we're very, very proud of them in Peoria. The Peoria Public School System just produces great individuals. Thank you, Mr. President and Members of the Senate. This constitutional amendment resolution is the Equal Rights Amendment, is how we all refer to it. It does three very basic things, includes just -- it would help us have Illinois be the thirty- seventh state to ratify the Equal Rights Amendment that includes just three provisions. One, equality of rights under law shall not be denied or abridged by the United States or any state on account of sex; two, the Congress shall have the power to enforce, by appropriate legislation, these provisions of the article; and third, the amendment shall take effect two years after the date of ratification. You know, as we've been seeing, women, you know, around the country have been marching, demonstrating, expressing their concerns of -- sort of pushing back on concerns that laws and policies may undermine our rights. I think voting to ratify the ERA helps give voice to these women and say that we're with you, we hear you, and we agree. Illinois is also a place where the Equal Rights died back in the late seventies and early eighties. We're rectifying a wrong, I think then, that we did not ratify here in Illinois. It's high time we do it. Antonin Scalia in 2010 himself acknowledged that women did not have the same protection under the law by the Constitution. We need to be able 26 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/11/2018 to have the same scrutiny to the same recourse under the same standards of scrutiny that everyone -- that others do. Thank you, Mr. President. Today, I present -- present this legislation that was approved a few weeks ago in committee that came from a family that I represent in my hometown and in the area of Macoupin County and Madison County, actually. But Senate Bill 2254, the most important part about it is that it would designate May 17th each year as - and I want to say this right - it's DIPG, which is the acronym, Diffuse Intrinsic Pontine Glioma, Day in Illinois, which is a rare, but aggressive form of cancer. I'm going to tell you a little bit about it. It was around this time three years ago, in April of 2015, that the Skief family from my hometown received the kind of heartbreaking news that no parents would ever want to hear about their children. Their eleven-year- old daughter, Grace, had been diagnosed with a very rare brain cancer that is also a very aggressive type of cancer. The Skiefs were also informed at the time of the diagnosis that there is no known cure or treatment for this particular form of cancer and they were facing that challenge that very day. DIPG affects the part of the brain that controls the heartbeat. It controls breathing, swallowing, sight and eye movement, as well as balance. It targets children almost exclusively, young children, about three hundred each year in the United States. It is inoperable and the survival rate is less than one percent. So as you could imagine, the Skief family was stunned and devastated by what they had learned from their medical team and they returned home to the small town of Bunker Hill with their daughter, Grace, determined to do everything that they could in their power to make her 29 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/11/2018 comfortable after that diagnosis. She died just three months later on July 31st of 2015. She was eleven years old. She was in fifth grade and my son -- my son, Will, is in fifth grade today, so I think of this in those terms. So I did not have the pleasure of knowing Grace, but I do have the pleasure of knowing her family and I want to tell you a little bit about her and what they have told me about her. She was a fierce young lady. She was kindhearted to those around her and she was determined. She was an absolute joy to her family and friends and her neighbors and she was full of life and full of potential. She laughed often and she enjoyed telling jokes and playing with her older brothers. She also loved to bake. She was always right there during other people's times of need and she offered them gifts of comfort. My children today, as I said, my -- my son, Will, as many of you have met, is in fifth grade and they are around the age of when Grace was both diagnosed and passed away. And her story, I think, is a simple reminder that medical cures and care, sadly, are not guaranteed to all of us. That's why I'm working with Grace's mother, Kim, to help raise awareness about DIPG. Although it's rare, when it strikes, it is painful and unfortunately it is quick. Senate Bill 2254 would designate, as I said, May 17th of each year as DIPG Awareness Day in Illinois, permanently. Twenty other states have set aside this day to raise awareness of this heartbreaking childhood cancer that lacks a cure today. So I think it's our hope, with the Skief family, as a Body in the Senate, by passing this bill that medical researchers will make progress in developing a treatment for this rare cancer, but I also want the Skiefs and other families that not just are going through the pains of DIPG, but all rare medical conditions for children, that they 30 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/11/2018 are not alone and that we stand with them and that they are not forgotten and that they do have a voice. I want to thank the family for bringing this issue to me, actually about a year ago. Governor Rauner designated the same day last year as DIPG Awareness Day. We thought it would be a good idea to make that a permanent designation moving forward. Know of no opposition to the bill, but I'd be happy to take any questions, Mr. President. Thank you.

Senate Bill -- SB 2260 amends the State Revenue Sharing Act and it provides that, in the fiscal year 2018, each school district having Personal Property Tax Replacement funds totaling thirteen percent or more of its -- total revenues in fiscal year 2016 shall receive an additional amount equal to eleven percent of the total amount distributed to the school district from the Personal Property Tax Replacement tax fund during fiscal year. And it requires that the State Board of Education identify those school districts to the Department of Revenue and provides that the total amount of additional distributions shall not exceed four million three hundred fifty- 32 STATE OF ILLINOIS 100th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 107th Legislative Day 4/11/2018 three thousand and what -- four hundred and thirty-five -- it's a lot, but it's -- it's four million dollars, but it's not so much. And -- and the problem is, what has happened is that the school districts that have become most reliant on P -- CPRT {sic} are getting hit again. Several years ago, we did a supplemental to address this problem. There's twenty-two school districts. One, Monticello School District, will lose 1.8 million dollars if we don't correct this and that's a tremendous blow. Another district will - my Havana School District - will lose four hundred thousand dollars. So I'm asking that we correct this and I would welcome any questions. I -- I would appreciate your support on this bill.

What this bill does, it -- well, first of all, it amends the Property Tax Code by providing that a transfer between spouses does not qualify {sic} for wooded acreage from the provisions of the assessment of untransferred wooded acreage. Short explanation, I had a constituent that did a land deed, putting land in trust, and -- that triggered a -- the reclassification of the property because of the transfer. So this is just a transfer between spouses. I would appreciate an Aye vote and I'll answer any questions.

Thank you. What this bill does is extend the life of a TIF district. The City of Monmouth has been very successful in renovating their downtown area, their square area, around their courthouse. And this is a very heavily relied on economic development tool in downstate and specifically in the City of Monmouth and so I would ask for an Aye vote to extend the -- the -- its date.

…President, Senate Bill 2306 amends the Property Tax Code by providing that disabled veterans, their homestead exemption, it will be prorated to the date that they moved in, rather than having to lose that opportunity and wait until the next year. So, currently, if the disabled veteran does not occupy the residence as of January 1st of the applicable tax year, they're not eligible. So I know of no opposition. I ask for an Aye vote.

Thank you, Mr. President. This deals with nonmarital life insurance policies. It was negotiated by the State Bar as well as the insurance industry. What this bill basically does, it ensures that a person going through a divorce isn't penalized for forgetting about an old insurance policy stuck in a drawer and thereby reduces litigation and clarifies who should be the -- the beneficiary. There are no opponents and I'd ask for an Aye vote on this bill. Thank you.
