These youth represent thirty different 4-H programs from counties throughout the State, from northern Illinois to the southern -- to the southern tip of our State. They are active in their clubs, communities, counties, and represent the Illinois 4-H Youth Leadership Team and Speaking for Illinois 4-H program. They've been active in their local 4-H clubs and community services in the areas of Animal Sciences, Camping, College and Career Readiness, Environment, Global Citizenship, Healthy Living, Leadership, and -- and STEM. And then also, in addition to the students, with us today for her last "official" 4-H Legislative Connection is Deb Stocker. It provides for the administration of the Grow Your Own Teacher Initiative and preparation program by Grow Your Own Illinois, rather than by the Board of Higher Ed. It also provides that, subject to appropriations, the Board of Higher Education shall allocate funds to Grow Your Own Illinois for purposes of administering the program and awarding grants to the GYOT Initiative. It also expands the definition of "eligible schools" to include early childhood programs in which less than sixty percent of the children it serves are receiving subsidized care. I think, in the committee, we all agreed that this is a great addition to a program that, quite frankly, we always haven't been supportive of. Senate Bill 2358 states that the Illinois Board of Higher Ed and the Illinois Community College Board shall develop a policy to foster reverse transfer for any student who has accumulated at least fifteen hours of academic credit at a public community college in Illinois that offers an associate degree, and then, in combination with sufficient academic credit the student earns at a public four-year university and the prescribed courses appropriate to meet that public higher education institution's requirements, the student will be awarded an associate's degree. We are talking about fifty-eight employees here. Thank you for asking that. This -- the original bill, the language called for the architectural guidelines thing that was - - that had a number of provisions in there that were very, very costly. So after conversations with the Office of the Architect of the Capitol, the Secretary of the Senate, our very own Secretary of the Senate here, we were able to identify three existing rooms already. So -- and we took out the language that said that we needed to go by those guidelines so that we could just adapt rooms that we had here. It gives them lots -- a lot more flexibility. Said price tag is nowhere near what it was that, I think, scared all of us when we were first talking about this. So we can identify rooms already, and then as the Capitol goes through other -- other renovations in the future, we know to prepare for lactation rooms. But there'll be no moving of sinks and -- and laying terrazzo floors and high -- it'll be none of that.

House Bill 1262 requires requests filed by school districts to waive requirements to the School Code related to tax levies, fund transfers, and allowable expenditures to be submitted by ISBE directly to the General Assembly. The General Assembly would then have sixty days to approve, deny, or modify such a request or else it is deemed approved. I understand that this is a change from what we did with the education formula; however, it just allows, instead of going to the Leaders, it allows Legislators who live in the district to at least have a look at what their school districts are asking to do. Okay. I'd just like people to think about this for just a moment here. We are looking at this bill from a perspective of something that was negotiated very aggressively last year in our -- where we went to the evidence-based model in our school education. Two things that we felt were very important: One was, of course, with regard to our funding that we could do outside of the education process; the other one was with regard to this mandate waiver. I know, when I was out talking to people in the district, I was very proud to say that we had made this process much easier, where local districts would have the ability to come back with a requested waiver and only have that waiver addressed by four Leaders or four people who were representing the Leaders of the four caucuses. It would take three of those people to vote No. I thought it was a very good process. I think it was a fair process. It was an aggressively negotiated process. And to have that pulled back after we had done good faith dealings, I think is inappropriate, and I would aggressively request a No vote on this matter. Thank you.

They -- they've taken their middle school students and put them in the elementary school, which is overcrowded. House Bill 2617 is a bill that requires insurance companies to pay for the preservation of -- for fertility for men and women so that if they're going to undergo chemo treatment, they would be able to have their eggs and sperm preserved so that all the effects of chemo would not damage and cause them -- damage those items and then cause them to become infertile. So I don't know of any opposition. We've worked through the issues from the Governor's Office, from Blue Cross and Blue Shield. So I am happy to entertain any questions. Or I ask for an Aye vote.
