Hello? Thank you, Madam President. Senate Bill 1127 is requiring that the Division of Aeronautics under the Department of Transportation fly the veterans' MIA/POW flag at all airports in their jurisdiction. The MIA flag was flown on the -- will be flown on the same flagstaff as the United States national flag. According to the Department of Defense POW/MIA Accounting Agency, eighty-two thousand four hundred and seventy-eight Americans who fought in wars are still missing, including seventy-three thousand fourteen from World War II, seven thousand seven hundred and twenty-nine from the Korean War, sixteen hundred and three from the Vietnam War, one hundred and twenty-six actions related to the Cold War, and six more from conflicts since 1991. I know of no opposition to the bill. This is incredibly important to many of our veterans. I being a veteran myself, as many as -- of our veterans here within the Chamber, and I would ask for an Aye vote. I'll be more than happy to answer questions.

But the airport I think was given some bad legal advice and they said that 13 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 3/7/2019 if they did this for the POW/MIA flag that they'd have to do it for everybody, and so… This has been a -- a struggle. We've had some very persistent veterans in our community who have -- have pressed this issue, and so we decided that, well, let's make it State law. And I informed the airport that we were undertaking this legislation and that -- their response was, "Okay." It's unfortunate that we have to do this, but it's important that we do it. So I commend the sponsor. Thank you for your efforts on this. And I would ask for an Aye vote.

This bill amends the Illinois -- Local Library Act to mirror requirements we put in place last year with the -- the Public Library District Act for eligibility for candidates to run for local library board. It also does make a change, one modification from the bill we passed last year on financial delinquencies making you ineligible to run for library board. It -- it limits it to property taxes. I know of no opposition, but I did just want to point out, someone had mentioned to me at one point in time, they felt that you could abuse the system and perhaps get -- be eligible for a tax credit that you were not eligible for. So I checked with the Veterans Administration and they told me that once a veteran is declared totally disabled, there is not a possibility that that veteran would ever be able to heal or recover to a sufficient status that they would never be more than that label of disability. So it would be impossible for someone to abuse this. And there has never been a case of someone being removed and lowered their disability status. So I ask for an Aye vote.

And what the bill will do is enable the City of Chicago to employ a geo mapping program to track opiate overdoses in the City and then report those overdoses very quickly to other agencies. This -- this will allow the City to identify hotspots of heroin overdoses and then move -- when -- when they spike in certain areas and then move public health services into those areas to hopefully cut off the overdoses. If I am a landlord and I discover that one of my tenants is in the country illegally, if this were law, what am I not allowed to do?

You are not allowed to use their immigration status to threaten their eviction in the aspect of - because you found out their immigration status - they want to report you to code enforcement because you have an unsafe building; 26 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 3/7/2019 they want to report you because you're not providing proper heat; because they report violent -- you know, criminal activity at your property. Or you, you know, choose to raise their rent without a proper notice and you tell them, "I'm going to raise your rent. If you complain, I'm going to report you to ICE." This does not prohibit a landlord from -- if they're -- if a -- if a tenant is not paying their rent, if they violate, you know, crime-free housing, does not prohibit a landlord from seeking eviction procedures on that grounds. It's just saying you can't use their immigration status against them as retaliation on them.

Senator Righter, this bill has been not only negotiated with a lot of the proponents, but also a lot of the housing advocates that you see on this bill. It's been a bill that was vetoed by Governor Rauner based on the status of that he feels that landlords should report anyone here illegally. And let's face it, our immigrant population contributes to our economy and they should be able to find housing wherever they feel they want to have housing and not live under the cloud of being threatened because they want to report a bad landlord for not having proper heat, for choosing to raise the rent without notice, for, you know, reporting a crime area. I mean, this -- if we're going to do that to the undocumented, then, you know, how are we going to, you know, have them, and help our law enforcement folks, report crime? This is to make -- help them feel safe in their communities.

35 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 3/7/2019 Thank you, Madam President. Senate Bill 1474 makes it clear that the regulation of collective -- bargaining is a power that rests with the State government, not a local government. With nearly seven thousand local governmental bodies, this legislation is needed to make clear that local right-to-work zones have no place in the State of Illinois. This passed on a bipartisan, bicameral basis in 2017. I would respectfully ask for a Yes vote.

Thank you -- thank you, Madam President, for a number of things. The -- the 6th -- 6th Circuit Court interpreted the term -- term -- the term "territories" included political subdivisions. The 7th Subcircuit {sic} Court clearly ruled that -- that the regulation of collective bargaining is a power that rests with the State government, not local. This legislation would codify the 7th -- 7th Circuit Court decision. This legislation would also codify Section 14(b) of the National Labor Relations Act. Local right to work zones have no place in the State of Illinois. The -- the regulation of collective bargaining should be a responsibility of State government. This is a bill designed to support economic development, protect the quality of essential services for the taxpayers of Illinois, and confirm our commitment to maintaining and producing a highly trained workforce. One of the things that -- that we don't often realize is just because there's not a war that's broken out someplace, that doesn't mean that military service is not dangerous. And when -- when our men and women volunteer to serve, when they take that oath, even if there's not a war going on, they have still made the decision that -- that -- that their families, their country, their community, all of us, 40 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 3/7/2019 are worth making the ultimate sacrifice for. I have the very, very tragic duty of passing on that we did lose a soldier, at least one soldier from -- from Illinois, in my district this past Tuesday. On -- on Tuesday morning, Sergeant Holli Bolinski from Pinckneyville was killed in a car accident in -- Camp Arifjan in Kuwait. Holli was a member of the 657th Transportation Detachment. She is a -- she is a wife and mother of five. So it's just -- it is a -- it's a tremendous loss. And her sacrifice is no less than any soldier, Marine, airman, Coast Guardsman, or sailor that had died, you know, while fighting in a battle. So I would ask that we remember Holli's family in our prayers. That we also remember all of our -- our service members that are out there standing watch for us while we're here in the safety that they provide. I will -- you know, if -- if the family is -- is willing, at a later date I will introduce a death resolution that will talk about the -- the career of Sergeant Holli Bolinski, but for now I did want to bring this to the -- to the Senate's attention. I also wanted to note that this tragedy does impact our Illinois Senate family. This is -- Holli -- Holli is the sister-in-law of Jayette Bolinski, who's on our staff here. So I would like to ask that we keep -- keep the family and keep Jayette in our prayers and that we offer a moment of silence.
