And the thing that I think is so cool, he did some homeschooling as -- as a younger child, got through three years of high school and told his mother, you know what, I think I'd like to be homeschooled my fourth year so I can start working on dual credit, and saved mom and dad a lot of money by having thirty hours of dual credit before he went to ICC as -- and started there for this current year. Major in marketing, interning at Ameren over this summer. Passionate about history and social sciences and wants to be a lobbyist someday. She's a senior at Oakwood High School and she's been active in actually many different organizations, but her true passion has always been Future Farmers of America, or FFA. Throughout the Oakwood Chapter of FFA, she's served as chapter officer since her freshman year. And throughout her position, she's been a major contributor to the Oakwood Junior High School LEAD Club, the annual FFA Career Fair, and a new mental health awareness program. She's also found success in -- in competition throughout FFA. It's a long list, which I won't read all of today.

She'll be attending our community college in -- Parkland College next year in the Agriculture Leadership Pathway's program, ultimately working at the University of Illinois. I look forward to seeing the bright future that Rachel has ahead of her in the agriculture industry, which of course remains the largest industry in the State of Illinois. Colonel Jill Morgenthaler was a friend and a constituent. She lived in Des Plaines and just recently moved to Mt. Prospect, to Senator Gillespie's district. And she is a woman of firsts. She was one of the first women to enter the U.S. Army ROTC program and train equal with men. She was the first woman battalion commander in the 88th Command Division, the first brigadier commander in the 84th Division. And she rose to the rank of colonel. She served for thirty years. She would often tell a story of how she stared down Saddam Hussein, because when they were in the tribunals, he didn't expect to see a woman and she stared him down until he looked away and she was very proud of that. She was a Bronze Star recipient and the Legion of Merit recipient for lifelong leadership. She was the first woman to lead the Homeland Security under former Governor Blagojevich. She ran for Congress. She was a mother and a hero and an inspiration to women all over. And it's so appropriate in International Women's Month -- Day that we recognize her and all the service that she did for the State of Illinois. So I ask you to join me in a moment of silence in recognition of one of our great heroes.

I'm honored to have as my guest today, the Chicago Recruiting Battalion. They interface with our young people across the Chicagoland area and try to have them join the United States Army, which is a profession of multiple professions. If you want to be a doctor, you can be a doctor; if you want to be a lawyer, you can be a lawyer; if you want to be an engineer, you can be an engineer. Our three gentlemen here today is Colonel Cruz, Sergeant Major Fairchild, Colonel Groppel, and then we have Sue and Dawn, who support them through education services. All three of our Armed Service members today have deployed to combat operations, whether that be in Iraq or Afghanistan. They're here today to further opportunities for young people across the State of Illinois and I want to give 'em a warm Springfield welcome. Thank you very much.

I want to take a moment to remember and honor the life of Deputy Jacob Keitner {sic} (Keltner) of the McHenry County Sheriff's Office, who was a resident of Crystal Lake and a member 12 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 21st Legislative Day 3/13/2019 -- someone from my district.
PRESIDING OFFICER: (SENATOR HUNTER) Before you proceed, Senator, please hold your voices down. SENATOR McCONCHIE: Deputy Keltner was shot and killed last week as he and other members of the Great Lakes Regional Fugitive Task Force attempted to serve a warrant to a man who was staying at a hotel in Rockford. We are all familiar with the tragic events that unfolded that day and the pain that it has caused not only his loved ones, but our entire community. Following in his father's footsteps, I'm told that Deputy Keitner {sic} always wanted to be a police officer from a very young age. He started in a civilian position in the DuPage County Sheriff's Department and soon joined the McHenry County Sheriff's Department, where he served with dignity for the past thirteen years. According to his wife, Becki, he loved everything about his job and looked forward to going to work every day. In a letter she wrote following his death last week, she called him, quote, "a true patriot who wanted to protect the people of his country". I couldn't agree more - he was a true patriot and servant of us all indeed. He was also a loving husband, a son, brother, and father of two young children. Today, may we join his family and friends in mourning his loss and may we always remember Deputy Keitner {sic} for his courageous service. And as his wife, Becki, encouraged us in her letter, let us not remember him as a statistic, but rather let's remember him as a great man who sacrificed his life to protect others. I would ask that we have a brief moment of silence in his honor.

Senate Joint Resolution 14 creates the Home Birth (Maternity) Care Crisis Study Committee to provide the General Assembly with a consumer-focused, evidence-based solution to the Illinois Home Birth Maternity Care Crisis and sets forth requirements for committee membership. The resolution requires the committee to meet monthly until it is prepared to make a recommendation to the General Assembly, but no later than October 8th of 2019. This resolution also requires that the -- the Office of Secretary, Department of Financial and Professional Regulation provide the Task Force with administrative and other support. This is a -- a follow-up of a -- a bill that I had last -- couple years ago. We're trying to address the issue about home birth and this committee will be doing exactly that and I hope that I can get a favorable vote on this bill {sic}.

Senate Bill 1504 removes language from the Code of Civil Procedure that stated that if an attorney filed an appearance on behalf of a person whose fees and costs were waived - so this is a person who is indigent - that that attorney must pay all fines -- fines, costs, and charges related to the action. So, currently, an attorney would have to pay fines and costs related to the action of an indigent person whose costs were waived. We're amending the statute to say, if that were the case, the attorney doesn't have to pay costs. I'd ask for your support. I don't believe there's any opposition.

Thank you, Madam President. Senate Bill 1579 tries to make up for a tragedy that occurred in Vermilion County and probably all over the State. Under our current Property Tax Code, if a veteran with a surviving spouse applies for a property tax homestead exemption for veterans with disabilities and is approved, then their spouse would receive that same homestead exemption after their death. What happened in Vermilion County, under the current statute, is that the veteran applied for - but it takes weeks, sometimes months, for the exemption to be granted - while that was still pending, he died. And since it was later approved - it was not approved at the time of his death - the spouse did not enjoy that same exemption. This tries to fix that, because it's not the fault of the veteran. They certainly don't have any -- any ability to move ahead that approval process. This would make sure the time of the application, that's where we care whether or not the -- the spouse is surviving the veteran. We'd ask for an Aye vote.

Senate Bill 1584 prohibits the cancellation of a service retirement pension where the pensioner is re-employed as a teacher on a temporary and non-annual basis or on an hourly basis. The pensioner cannot work as a teacher for more than a hundred and twenty days and it cannot accept compensation in excess of thirty thousand dollars. Senate Bill 1858 amends the Retailer Occupation Tax {sic} (Retailers' Occupation Tax Act) to exempt male and female condoms, incontinence products, diapers, and baby wipes from the State sales tax, thereby reducing the tax on these products from 6.25 percent to one percent. The bill will -- also provides that the net revenue from the one percent tax collected from the sale of these products be deposited into State and Local (Sales) Tax Reform Fund. Simply, it's just making sure that these products are identified correctly as medical devices and then thus taxed at that rate amount at one percent. I know of no opposition and I'd ask for a favorable vote.
