The home -- home health and hospice nurses, therapists, social workers, aides and assistants across our State play a critical role in providing medical and nonmedical care to many of our constituents so that they can recover in the comfort of their own homes with their friends and family nearby. Two of my constituents, Cheryl Adams and Angie Nordmeyer from At-Home Health Care of Sparta Community Hospital, are part of the group. Amy Ferguson lives in Deerfield with her husband and two sons, Patrick and Ryan. She works as a consumer researcher at a software startup in -- in Chicago and she joined Moms Demand Action in January 2018 and has served as a Legislative Lead for the Deerfield, Highland Park, Lake Forest group. Andrea Wintroub lives in Highland Park with her daughter, Naiya, and she initially worked as a public interest lawyer and policy analyst before deciding to stay home and raise her daughter. Andrea joined Moms in 2017 and, since September, has worked as Data Lead for the Deerfield, Highland Park, Lake Forest group. These ladies do a lot of wonderful grassroots work. I'm delighted to welcome all the Moms who are here in the Capitol today.

She's a fifteen-year-old freshman at Putnam Community {sic} (County) High School. She resides in McNabb. And her mother, Brandy, is up here in the gallery and she's the Mayor of McNabb. Something very interesting about Lillian: In the sixth grade, she was accepted to attend a U. -- United States Youth Leadership Conference in Washington, D.C, and this July, she'll be attending one in New York City, but that's where she got her passion for politics. Really well-rounded. She's active in her school's theater and music programs and recently portrayed Anne Frank in The Diary of Anne Frank. I think that's really neat. She loves history and participates in the Scholastic Bowl. The Program requires able-bodied adults to participate in employment and training programs to retain their assistance beyond three months. Currently, Illinois has a waiver for this, because in one hundred one of one hundred two counties, these programs are not available. However, the federal government has proposed changes to limit these waivers and only four counties would likely qualify. This bill would eliminate mandates except in counties where there are enough spots available.

Senate Bill 1792 provides that the Illinois Commerce Commission must contract with an independent consultant to produce a report analyzing the potential costs and -- and benefits of energy storage systems with a focus on customer savings. Senate Bill 174 creates the In-Office Membership Care Act to provide the requirements for what must be included in -- in an in-office membership care agreement between a dental care provider and the patient and where services can be provided. The bill also specifies that an in-office membership care agreement is not considered insurance and is therefore not subject to the Illinois Insurance Code and should not be submitted to an insurer for payment. The bill also provides restrictions on the transfer of an in-office membership care agreement and clarifies that the Act does not prohibit dental care providers, other than primary care providers, from entering into agreements with patients. This prevents -- Senate Bill 194 prevents three fire protection employees in Carterville from being moved into Tier 2 because the population of Carterville grew above five thousand in the last census. It does so by providing that a firefighter who previously participated in the IMRF that was transferred to the municipality's pension fund as a result of the 2010 census is deemed to be a member of said pension fund as that date he or she first participated in IMRF. It was on the agreed bill list in committee and it's a great bill for our fire protection people in Carterville. And I ask for an Aye vote. Thank you.
