Thank you, Mr. President and Members of the Senate. Today I have with me today Kathryn Mary Grandchamp. Katie is twelve years old and in sixth grade at Aux Sable Middle School in Plainfield. Katie just made Honor Roll for the first time with all A's, including Honors Math and Language Art {sic} (Arts). Her lifelong goal is to be the President of the United States, and with a name like Grandchamp, I think she had a great shot. She plans to study law to help fulfill this dream that she had since her -- fourth grade when she wrote her very first paper. She's a headstrong, confident, smart, and funny young -- lady, and also a cheerleader for the Plainfield Saints Youth Football team. And she recently has chosen to become a vegetarian because she loves all animals. Please welcome Kathryn Grandchamp.

Ladies and Gentlemen of the Senate, I know we're nearing the end of Women's History Month, so I wanted to make sure that we had something read into the record that was historical for all of us and to all my sisters in the Illinois Senate Women's Caucus. This was done by Sojourner Truth, delivered in 1851 at the Women's 8 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 26th Legislative Day 3/26/2019 Convention in Akron, Ohio. "Well, children, where there is so much racket there must be something out of kilter. I think 'twixt the negroes of the South and the women at the North, all talking about rights, the white men will be in a fix pretty soon. But what's all this here talking about? That man over there says that women need to be helped into carriages, and lifted over ditches, and to have the best place everywhere. Nobody ever helps me into carriages, or over mud-puddles, or gives me any best place! And ain't I a woman? Look at me! Look at my arm! I have ploughed and planted, and gathered into barns, and no man could head me! And ain't I a woman? I could work as much and eat as much as a man - when I could get it - and bear the lash as well! And ain't I woman? I have borne thirteen children, and seen most all sold off to slavery, and when I cried out with my mother's grief, none but Jesus heard me! And ain't I a woman? Again, that's -- that's the -- this initiative is in line with other efforts that we've undertaken recently, as we've talked about reforming our -- our bail system. As we -- we have a system in Illinois - and, Senator, as you remember, we passed the Bail Reform Act of 2017 - that will make sure that we -- we -- we revamped our bail system to ensure that individuals who are a threat to public safety were not getting out because they are able to pay. And this bill we have before us is consistent with that -- with that legislative agenda.

Thank you very much, Mr. President. And, Senator Sims, thank you for that. I do recall that. I voted for that. This is an add-on to that. I mean -- and I think that every movement in a certain direction has a limit beyond which maybe it's not as good a idea as we were before. This idea is opposed by the State's Attorneys Association and the Illinois Sheriffs' Association, obviously because of the impact on your local counties. This is one of those issues where you will vote for this. You will get a call from your county board members or the county board chairman back home, asking why it is you're voting to take more money out of their pockets when you did that -- when we did that already when we adopted the bail reform. For those reasons, I stand opposed. Thank you, Mr. President.

While I appreciate the previous speaker's perspective, what we have been talking about and as we serve to reform our criminal justice system, we are trying to ensure that those individuals who are not a threat to public safety are not held in our county jails. We are trying to make sure that we are not looking at individuals as -- as -- as fiscal benefits to our -- our -- our counties only, but we are making sure that we -- that we are investing in people. Senate Committee Amendment No. 1 is a page-and-line amendment that had to do with a bill that we passed a -- a few -- a couple of Sessions 58 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 26th Legislative Day 3/26/2019 ago. This is what I agreed to come back and change to make sure that we would deal with this a little bit more appropriately moving forward and it still helps the underlying people that we tried to help in the first place. This is about postpartum psychosis and how that's used when you try to figure out how to mitigate sentencing. But this was an amendment brought by the State's Attorney's Office. I agreed to do this later and this is just a cleanup from that. So I would appreciate your support or answer any questions.
