Thank you. It is a day we reiterate "never again". Six million Jewish men, women, and children, as well as countless Poles, Russians, gays and lesbians, people with disabilities, and people with different political or ideological views were murdered by the Nazis. All of those beautiful lives lost because of who they were or what they believed. After the horrors of the Holocaust, the world vowed to never allow anything like this to ever happen again. But recently, anti-Semitic and hate crimes are on the rise. This past year, we saw the largest rise of violence rooted in anti-Semitism in decades, including the shooting at the Tree of Life synagogue in Pittsburgh that took eleven Jewish lives of worshipers, and just last weekend, another synagogue shooting on the last day of Passover in California, not to mention the recent mosque shootings worldwide. So many innocent lives lost. We must stand in solidarity against hate and bigotry. We must show those who espouse anti-Semitic or racist rhetoric that their actions are unacceptable in our world. We must make it clear that no form of hatred or prejudice will be tolerated. I ask that the Senate rise for a moment of silence on this Holocaust Remembrance Day to remember the victims of this horrendous tragedy and the victims of hate and intolerance worldwide.

She is also a recipient of President Obama's award for Educational Excellent {sic} (Excellence). Samaiyah Clash is a sixth grader at Still Middle School, earned straight A's, participates in ACT-SO, Awana. She is going -- she is interested in animals, art, cooking, and eating - nice. Joshua Hunter is a junior at Oswego High School. He is involved in Calvary Church in Naperville, a youth leader, wants to be an attorney, and play in the NBA. Thank you, Mr. President. With all the new faces we have in the Senate this year, it concerned me that some of you have not yet had an opportunity to vote on a Mahomet Aquifer bill. Now is your chance. We -- we had many of these bills in the last two General Assemblies. Essentially, the last General Assembly, we set up the Mahomet Aquifer Task Force. This is an underground river that is the water source -- the sole source of water -- drinking water for about eight hundred thousand people in Central Illinois. The Task Force -- thank you. Thank you, Mr. President. The Task Force was set up to try to be more proactive and look to see in the future what would be the most immediate threats to the water supply of Central Illinois. So what this bill {sic} in 2027 would do is take the recommendations from that Task Force, which was twenty-seven members that met over the course of a year, and put them into legislation. Specifically, it would -- and this is working with EPA. The EPA, I understand, will be proponents of this amendment. And what it would essentially do is allow the EPA to use its current resources to study our aquifers and landfills surrounding those aquifers so that we can make best practices for the entire State. I'd ask for an Aye vote. I know of no opposition.

Thank you, Mr. President, Members of the Senate. To give a little background on this resolution: In 1861, the U.S. House of Representatives passed a Constitutional amendment called the Corwin Amendment that would've essentially protected the institution of slavery from federal interference. It was an attempt to prevent the Civil War. Illinois was -- one of only five states nationally that ratified the amendment before the outbreak of the Civil War and the State of Illinois has never rescinded its ratification of that amendment. What my joint resolution does is it rescinds Illinois' ratification of the Corwin Amendment. Once adopted, we'll send a certified copy of the resolution to the -- to the President of the United States, the President Pro Tempore of the Senate, Speaker of the U.S. House of Representatives, and each member of the Illinois -- Congressional delegation. We have several cosponsors. I'd like to thank those folks for signing onto this. And I'd answer any questions and ask for an Aye vote.

The Corwin Amendment was not ratified by the necessary states. And based on the Rules of the Senate and Mason's Manual on Legislature -- Legislative Procedure, the Chair has ruled that a three-fifths vote is required for passage. Thank you so much. This resolution urges the US EPA to conduct ambient air monitoring and testing - thank you very much, Mr. President - in and around the two facilities that emit or discharge ethylene oxide in Lake County. Additionally, it urges the IEPA to assist in the ambient air monitoring and the protection of the public in regards to the risks posed by ethylene oxide emissions in Lake County. I would appreciate an Aye vote.
