Ladies and Gentlemen of the Senate, I have a very, very special guest with me here today. His name is William T. Pound and he is the Executive Director of the National Conference of State Legislatures. As you all know, this is my presidential year with the National Conference. So I wanted to make sure that in this very special year, the year that Mr. Pound retires from NCSL after having been its Executive Director since 1987, that we give him a warm Senate welcome and also read into the record what the resolution {sic} is for his service. I will say that this year that I've spent as President has been incredible for a number of different reasons, but, most importantly, because I've gotten to spend time with a man who will probably forget more than we know about how legislatures operate across this country and the fact that he was there when they created the organization to specifically talk about how Republicans and Democrats work together and how the institution of the legislature itself is a cornerstone of our democracy, that we are a separate and coequal branch and that the way we govern ourselves does not work when legislatures don't work. So this has been an amazing learning experience for me. The travel's been, yes, incredible and a lot -- and a lot, but the friendship that I've gotten from Bill Pound 11 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 39th Legislative Day 5/7/2019 myself and the friendships that I've been able to establish in Chambers across this country is something I will never, ever forget. So I just wanted to read the resolution {sic} that the Senate is offering for Mr. Pound on his retirement year. Whereas, William T. Pound has announced his retirement from the National Conference of State Legislatures after serving as its Executive Director since 1987; Whereas, Bill Pound has been with NCSL since it was created in 1975 for the purpose of fostering interstate collaboration between state legislatures and representing the interests of state legislatures at the federal level; and Whereas, Bill Pound has an extensive background working in political science, having received a bachelor of arts degree in political science from the University of Denver, completed a U.S. Department of Interior fellowship with the special program, Water Resources Management, University of Wisconsin, and having taught political science at three universities. Bill Pound has been instrumental in the development of programs and services that have been widely used by legislators and staff across the country to improve their work and better serve the people of their respective states. And under the leadership of Bill Pound, NCSL has continued to provide a wide range of services and training programs for legislators and staff, having averaged one hundred in-state programs per year over the past three years. Bill Pound has researched and written extensively about the legislative process and fiscal issues facing state governments. And the leadership and expertise of Bill Pound will be dearly missed by the Illinois General Assembly, which has benefited greatly from the knowledge he has imparted as an executive director of NCSL. So, therefore be it proclaimed by the State {sic} of the One Hundred and First General Assembly of the 12 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 39th Legislative Day 5/7/2019 State of Illinois, that we congratulate Bill Pound on his retirement and his years of dedicated service to the National Conference of State Legislatures. Thank you, Madam President. Thank you for that. Ladies and Gentlemen of the Senate, a firefighter was lost to us after a structure fire in Christopher, Illinois, on Sunday, May the 5th. Firefighter Kody Vanfossan, twenty-four, died in connection to the fire. Kody had been with the fire department for three years. Kody's grandfather is actually the Mayor of Christopher as well. His name is Gary Bartelotti. He said Kody always wanted to be a firefighter. When Kody was five years old, he had a full fireman's suit, bag, and hat. Kody was checking the rooms above the furniture store where the fire broke out. He was with his father, 13 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 39th Legislative Day 5/7/2019 who is also a firefighter, and one other crew member. They went upstairs to make sure there was no one up there at the time. While they were upstairs, their oxygen tanks started beeping, prompting them to leave. The first firefighter got away. The steps collapsed below his feet, preventing Kody from being able to escape. Bartelotti and his family remain heartbroken, but believes Kody died doing what he loved. "As a mayor and a grandfather", he said, "there's no words to describe the way I feel, but I am proud of him." Kody's kind heart and willingness to help others earned him countless friends both in and out of the fire service. He was born in Carbondale to Brent and Mindy Vanfossan on November 15th, 1994. He is survived by his fiancée, Casey Garret, and five- month-old son, Erik Michael Vanfossan; his parents, Brent and Mindy Vanfossan; brother, Garrett Vanfossan; his sister, Paige Vanfossan, all of Christopher. At this time, if I may, I would like to ask for a moment of silence.

Thank you, Madam President. I -- I rise with some sad news about the passing of a former Senate President. Thomas C. Hynes, whose portrait hangs up behind the President's Gallery on the 15 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 39th Legislative Day 5/7/2019 Republican side, unfortunately passed away this weekend on Saturday after a battle with Parkinson's disease. Tom was a person who worked his entire life in politics. He's a son of immigrants, briefly attended seminary, and shortly after leaving the seminary, went to law school and got involved in politics in Chicago. He was first elected to the State Senate in 1970 and just seven years later was elevated to Senate President. Sort of an interesting story behind it. There was a -- a -- a big dispute, a long protracted battle over succession as President. It actually went six weeks and Mr. Hynes was elected on the, I believe, one hundred and eighty-sixth ballot to become Senate President. Imagine that, having a succession -- ballot -- battle that took a hundred and eighty-six ballots. He won when he actually put together a bipartisan coalition of Democrats and Republicans and -- and was elected Senate President, which I think was a -- a -- a tribute to his -- his political skills. He did not serve as -- Senate President for long, only a couple years. He had a very young family at the time, only -- four kids. And so he wanted to stay home. He ran for Cook County Assessor. He held that position for about twenty years. He was given credit for helping reform an office that had been plagued by a -- a number of controversies. He was also well known as a member of the Democratic National Committee…

And was well known as a committeeman of the 19th Ward Democratic Organization, which he helped turn into one of the 16 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 39th Legislative Day 5/7/2019 strongest local political organizations in the State. But those of us who knew him, who had the opportunity to -- to work with him, to get advice from him, as I did on several occasions, will always know him best as -- as a gentleman, as a very kind and patient person, who was always willing to -- to help us with advice and always looking to help people in his community. We will miss him a great deal. He's survived by his wife, Judy; four adult children, including our former Comptroller and current Deputy Governor Dan Hynes. He's also survived by ten grandchildren.
