This bill amends the Public Library District Act. It provides that territory annexed by a public library district included within a municipality or school district shall be approved by ordinance of the board, publication or posting, and voter referendum, rather than only by ordinance of the board with the option for a back-door referendum to prevent the annexation. This had overwhelming support in the House. It was on the agreed bill list in committee. So I'd ask for an Aye vote.

And it removes the current provision that families -- do not comply with regulations may have their TANF cash benefits discontinued or partially discontinued, instead are the requirements that the Department is to impose a thirty percent reduction of the adult portion of the benefits. Well, I thought it says in here that -- that that -- that money is continued to maintain even if they're not in compliance; that the -- that the child would still get seventy-five percent of that grant and that the adult would receive thirty percent of the remaining twenty-five percent even when they're no longer –- if they're out of compliance with the program.

It states that seventy-five percent shall be designated for the child or children and twenty-five percent shall be designated for the adult or -- for the adult or adults, and it removes the portion that permits the discontinuance of the program. It imposes a thirty percent reduction of noncompliance of the program requirements without cause and it provides for no sanctions which shall reduce the portion of the grant that is designated for any child of the assistance.
