She will turn sixteen years old in August. She's a member of the Marching Band, the -- the Winter Guard, and has a leadership position in both. Her parents have been involved in local politics and that has led to her interest in government and politics. And she's excited to be a Page today so she can see firsthand how her State works. And I know her parents and, yes, they are very involved and very good people. With her, as well, is a friend of hers, Jaasiel Stauthammer. Won't you stand up? She's a sophomore at Illinois Valley (Central) High School. She's active in the band, plays clarinet, piano, saxophone. Is involved in several ensembles. Outside of school, she enjoys playing softball and she also enjoys learning about the legislative process. I also want to introduce Samantha's mom, who's Jenny Davis, who has -- who's spent some time in Springfield in a -- in a prior life. She's a -- a journalist by trade. Today I am honored to have on the Floor Colin Dobson. He's from Jacksonville. He's a senior in high school and he is also an author. He wrote "A Guide to Finding Birds Along the Illinois River Flyway". He is also widely known throughout the region as being one of the most prolific birdwatchers in Illinois. He has recorded three hundred and sixty- five species in the State and over three hundred and thirty in the Illinois River Flyway region. His notes are considered to be some of the most comprehensive records of the region over the last ten years. He can now identify one hundred percent of the birdcalls along the Illinois River region, which is a very difficult thing to do. And Colin's family is in the gallery. And so I would ask that my colleagues in the State Senate give Colin and his family a warm welcome to the State Senate.

The inclusion of "place of worship" constitutes a clarification of current law and is not intended to effect substantive change in Illinois Law.

Right now, there are people experiencing discrimination in Illinois, who try to file a complaint with the Department of Human Rights, only to find out they have no legal protections. Seventeen, seventeen other states and -- including Wisconsin, Minnesota, Michigan, North Dakota, South Dakota, have anti- discrimination laws that cover all sizes of workplaces. Illinois should be at the forefront of protecting workers' rights. And I respectfully ask for an Aye vote.

Ladies and Gentlemen of the Senate, there's a lot of concern about this bill, not because of its intent, but because of what the impact necessarily would be. There is very significant issues with staffing in regards to being able to adjudicate these concerns. There's concern that by the -- this expansion, without the appropriate infrastructure to be able to adjudicate those complaints, that those complaints will take anywhere from five to nine years, not only leaving the complainant but especially those businesses in a holding pattern in regards to being able to get clarity and closure on this. And so, at this point, I respectfully ask for a No vote. Thank you.

Nineteen other states and territories have -- cover businesses with one or more employees, including the laws of Wisconsin, Michigan, and Minnesota. Other Midwestern states impose a higher threshold but still protect workers against discrimination than -- more than Illinois, including Iowa, Kansas, and Ohio, Indiana and Missouri and Kentucky. This bill is long overdue. It is time to send it to the Governor and have him sign it. I ask for an Aye vote.

House Bill 269 amends the Workers' Compensation Act and requires a Commissioner to deem an employer's failure to provide the required insurance coverage an immediate and serious danger to public health, safety, and welfare. The determination may justify a work-stop order on the employer, which can issue ex parte if the employer's business is extra hazardous. This is an initiative of the Illinois Landscape Contractors in response to several instances of black market insurance companies -- or landscaping companies not having workers' comp insurance. I'd ask for an Aye vote.

House Bill 831 requires that whenever the Department of Children and Family Services receives a report of suspected abuse or neglect of a child who is receiving care in a hospital, the Department shall notify the Director of Public Health and the Director of Healthcare and Family Services of the report. This includes freestanding psychiatric hospitals licensed by the Department of Public Health. It also requires the Department of Children and Family Services to send a copy of its final findings on these reports to these Department directors. This bill is an initiative of the Illinois Chapter of the Forest -- Foster Care Alumni of America. And it passed unanimously out of the House and out of the Senate committee.

House Bill 836 provides that a court has jurisdiction to proceed a -- on a petition for the appointment of a guardian of a minor if the parents, due to an administrative separation, are -- are unable to give consent to the appointment either in person or by notarized letter. A short- term guardian may extend their appointment for an additional three hundred and sixty-five days if the administrative separation is going -- is ongoing, providing a written instrument does not terminate the guardianship at a different date or event. And finally, the petition for the appointment must include information regarding the administrative separation of the parents, including the time of separation and the known -- and the known location of the parents. This did get a lot of -- some No votes in the House. However, we talked about it and had a good discussion in committee. We really couldn't identify any source of the opposition to this bill, other than there may have been a very bruising debate on the House side and there was some, perhaps, some lingering hard feelings. But we did -- we did discuss this. I'd like to commend the sponsor. There is, in my opinion, nothing objectionable in this bill and I would ask for an Aye vote.

Thank you, Mr. President. Many of you will remember the -- the -- the first part of this bill from last year. It passed 51 to 0. It allows for a ninety-day permit for vehicles to be issued by the Secretary of State's Office for charitable purposes. There are car clubs out there that like to fix up vehicles and then donate 'em to single moms or senior citizens or other low-income individuals so they can have a vehicle to get to work or for grocery purposes or other things, and so we worked that through last year. It was 51 to 0. The House did not take it up before the end of Session. The House has now passed that and it's come back to us with one addition -- addition to it, which will allow for the issuance of a Global War on Terrorism license plate for Illinois citizens and residents who've earned the Global War on Terrorism Expeditionary Medal. Right now, the current law is mostly set up to deal with situations when someone calls in a threat to 9-1-1 or makes a specific threat about -- involving a bomb towards the school. As we know, most threats that are made against schools today are not made that way; they're often made over social media, often include references to shootings. So this would update the statutes to make sure those are included in threats against schools. This bill amends the Vehicle Code and it provides that any person who commits a violation of the -- the Section prohibiting the operation of an electronic 100 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 44th Legislative Day 5/16/2019 communication device while operating a motor vehicle, and the violation results in an accident causing great bodily harm to any person, shall have his or her driver's license suspended for a period of one year and shall be assessed a fine of at least a thousand dollars. This bill came about from someone in our district, my -- Representative Hammond and my district, in which someone convicted of using a -- a mobile device, texting, was involved in an accident and the other vehicle driver lost their leg as a result, and the only repercussion was a fine of seventy- five dollars. And when we initially enacted the first bill about texting, it had a -- a graduated series of offenses, and I don't think it was thought through that what do we do if there's bodily harm. And, certainly, we have comparable offenses in our driver's Vehicle Code that address situations. And the idea of distracted driving, texting, and the like has evolved, and I know that we do very much to encourage people not to engage in this activity, but as the victim and his family has described, their lives are affected every day, every moment, because of this person's -- the -- the defendant's choice to text while driving. So there -- I think we do need more repercussion than a seventy-five-dollar fine and a recognition that when there is great bodily injury that a person should have to bear that punishment. So, with that, I'll be happy to answer any questions and I would appreciate an Aye vote.

As amended, House Bill 2818 allows victims of sexual assault or stalking to apply for the Address Confidentiality program with the Attorney General's Office so that they may list the Attorney General's Office as their contact address instead of revealing their actual address, so running the risk that their abuser may actually locate them. This program is currently established for victims of domestic violence. It also changes the name of the Act to, quote, Address Confidentiality for Victims of Domestic Violence, Sexual Assault, or Stalking Act, end quote, to reflect these changes. The effective date of this is January 1st, 2021. This will give the Attorney General's Office enough time to be able to put this into place.
