Thank you, Madam President and Members of the Senate. I rise today in recognition of one of our country's true heroes, Corporal William Lee Brown. Corporal Brown, a Benton Illinois native, was killed in action on December the 2nd, 1950, during fierce fighting between the United Nation {sic} (Nations) coalition troops and Chinese forces in North Korea. Sadly, his remains could not be recovered. Following the battle, he was listed as missing in action for over seventy years. Following a summit between President Donald Trump and North Korean Leader Kim Jong-un in 2018, an agreement was reached to return Corporal Brown to his family. Dr. Clarice Burchell, William's sister, joins us today with her son, Mike, and daughter-in-law, Lori. Corporal Lee Brown made the ultimate sacrifice for his country. If I may, Madam President, I would like to request a moment in silence in honor of Corporal William Lee Brown's sacrifice to our country.

They were able to win my Emerging Young Leaders Award by writing essays. Veronica wrote an essay that was very good about the need for more civility in our political discourse. And Olivia wrote her essay on the need for more health care for -- mental health care for children. So these are both two tremendous young leaders that I'm honored to have with me today. Thank you very much, Madam President. I have some special guests in the Chamber that I'd like to introduce you all to, but before I do that, I'd like to read a Proclamation. And our guests hails from Dunbar Vocational High School in Chicago. Dunbar Vocational High School has -- they operate the only CPS aviation program in the entire City. Recently, this program was recognized by the Public Broadcasting System {sic} (Service), in which they actually came out to the school and they videotaped the aviation program, the student and the teacher, as a segment for Chicago Tonight, and it is the only FAA-approved mechanics program in the City of Chicago as well. But everything got started in 1931 at Dunbar High School actually with a gentleman by the name of Cornelius Coffey, who -- who was the first African American to hold a pilot's and mechanic's license. And Mr. Coffey, after World War II, established and ran an aircraft mechanics track at Dunbar Vocational High School from the 1950s until the 1990s, during which he trained some of the first black mechanics to be hired by commercial airlines. In honor of Coffey -- Cornelius Coffey's legacy, Dunbar Vocational High School has elected to reinstate its aviation mechanics track, under the instruction -- under the instruction of Mr. Umberto Rico, who is a licensed aircraft mechanic and he's also a commercial pilot. And also we have -- also we would like to remember Mr. Coffey as an icon of both the aviation and black history that graduated from Dunbar Vocational High School on reopening its aviation training program. Now the student that I spoke of, his name is Zaire Horton. He's a freshman. And when I went out to visit the -- the -- the school and the program, Zaire -- his name is Zaire Horton. He had an opportunity to join the basketball team because he loved to play basketball, but once he found out that Mr. Umberto was teaching airline pilot, he said, "I want to be a pilot." So he has learned how to. So Mr. -- Mr. Umberto actually took his own money and he bought a simulator, and Zaire now knows how to take off, land, and restore planes. Okay? And Zaire's mother is -- has joined us. Her name is Yolanda Horton. And this program is so heavily supported by the local school council at Dunbar High School that some of the officers of the local school council drove down to Springfield to support this young man. So we have the president of the local school council, Gregory Alston - would you please stand? - his wife, who's an officer, Reverend Krista Alston; Rikki Jones; as well as Shari Nichols Sweat. So let's welcome them all here to Springfield.

Ladies and Gentlemen of the Senate, Senate Resolution 974 calls for the United States Congress to reauthorize the Older Americans Act and to fund it at the federal Fiscal Year 2010 level. The Older American {sic} Act provides essential programs that help older adults live independently, such as home-delivered meals, in-home services, protection from abuse, and support for family caregivers. The Older Americans Act funds flow to the states through the Area Agencies on Aging. In Illinois, we have thirteen of these agencies throughout the State. State programs that are administered under the Older Americans Act through the Area Agencies on Aging must target services to older adults with the greatest social and economic need. The Older Americans Act was first enacted in 1965 and it has been reauthorized in a bipartisan fashion since then. The most recent authorization expired on September 30th of 2019. And in Fiscal Year 2010, federal funding nationwide was at 2.33 billion; however, the growth of the older population has increased nearly twenty-five percent from 2010 to 2017. The Government Accountability Office reported in 2015 that twenty-four percent of older low-income adults were food insecure and that two out of three older adults who have difficulty completing daily activities have little or no access to home-based care. Nutrition programs, such as Meals on Wheels, and in-home care can both be provided through the Older Americans Act. In federal Fiscal Year 2010, nationwide funding of the Older Americans Act was at 2.33 billion, 33 STATE OF ILLINOIS 101st GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 86th Legislative Day 3/4/2020 and by 2019, it had been reduced to 2.03 billion.
