Particularly after the pandemic, we know there are going to be an increased number of students who are in need of services provided by school social workers, and so we are trying to get more social workers into the system. This bill, 662, -- has ISAC considering annual 14 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/28/2021 applications for loan repayment assistance to borrowers with educational loans related to obtaining a degree in social work who are currently employed at a public elementary school or secondary school in the State and have been for at least one consecutive year. The bill also requires ISAC to grant priority to applicants who are members of underrepresented communities. Again, the amendment syncs the language of that prioritization up with other programs ISAC administers. And the same commitment to working on the repayment option that we talked about for 661 will apply to 662 as well.

Senate Bill 701 is an omnibus bill that is the result of the Elder Abuse Task Force. It expands the scope of the Adult Protective Services Act to include reports of abandonment. It requires Aging to offer annual trauma-informed training programs for APS and other caseworkers. It requires Aging to develop and implement a demonstration project to allow for the use of an elder abuse risk assessment tool. It extends the statute of limitations on theft by deception where the victim is sixty years of age or older or disabled. And it changes the definition of a person in a position of trust and confidence with an elderly person for purposes of financial exploitation. I'd like to give a special thanks to the Department of {sic} (on) Aging, the Madison County Sheriff's Department, and the Madison County State's Attorney's Office for all their work on the Elder Abuse Task Force, as well as Representative Katie Stuart. Thank you, Mr. President. The Floor Amendment No. 3 combines the previous two amendments that created the new teacher induction and mentoring program and the new principal mentoring program. These programs are designed to allow the regional office of education, institutions of higher ed, statewide teacher organizations, local education agencies, and early childhood education not-for-profits to better support and mentor new teachers and principals into the profession using best practices 19 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/28/2021 and Culturally Responsive Teaching and Learning {sic} (Leading) Standards. I learned from the debate in committee that there are some concerns around the standards. I did a little research and I found that when JCAR was actually establishing the rules, there was quite a bit of clarity that was provided by the State Board of Education because of the misinformation that was being put out. I did learn that during Governor Rauner's administration there were a national group that was put together and Illinois was asked to participate. And so they came up with a leadership team. And since 2017, they've been working on establishing these rules together. So I'm really proud of the work that the P-20 Council came up with in conjunction with the State Board of Education. And I'll be happy to answer questions.

Thank you. Thank you, Leader Lightford, for carrying this bill. And I apologize; I was having a very difficult time hearing what you were saying. So I would just like to speak to the bill and acknowledge your work on the bill. This -- for our Members, this bill does tie the new mentoring to the culturally responsive administrative rule that was passed at JCAR. As we all know, there was a lot of discussion regarding the rule. Our concern with the culturally responsive rule that was written by a committee was that the committee was not at all reflective of the entire State. 20 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/28/2021 The majority of this committee that wrote the rules were predominantly from Chicago and from groups that maybe are not reflective of some Members on this side. Although the rule was made a little bit better, I have yet to see the work from this commission. When they -- when we told 'em of our concerns, they said that they would add more people to the commission that were reflective of our side. We haven't seen it yet. But I just want for our Members to know that some of the family groups are still opposed to this bill because of it. No disrespect to what's been done on the bill, Leader Lightford, regarding that, but I just wanted to let our Members know that there is some opposition. Thank you.

Thank you very much. Friends, it just -- it seems like it's another day here in Springfield and this Body is losing the trust of the State of Illinois. The problem is that we just can't help our schools and classrooms without any strings attached. That would probably be too simple. Instead, we take local tax dollars and then we send it back to local communities with these strings attached. If an idea needs to be forced, then it probably isn't a good idea. But, sadly, bad ideas never stop this Body and government bureaucrats from trying to control local classrooms and communities. After seventeen years on the North Clay School Board 21 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/28/2021 in Louisville, Illinois, I know all too well that if it doesn't fit, if -- you can't force education standards, unfunded mandates, and more created by bureaucrats and activists that could {sic} point out our school districts if you gave them a map and a three- day head start. And when it comes to mandating CR2 {sic} (CRT) or any other activist platform that replaces our children's education with political indoctrination, I can never stand for that. Education decisions should be made at the local level and held accountable to local communities. Friends, I've had enough of these programs with strings attached that are funded through hard- earned tax dollars of Illinoisans. It's got to stop. Let me be clear, our nation was founded on July 4th, 1776, and this revisionist theory and racially divisive rhetoric are not bringing our State or our nation closer together - it's dividing us. As a man of faith, I will treat every single person with respect -- with the respect that they are due and I will fight for the freedoms, opportunities, and tax dollars of every Illinoisan, but I will not vote for a bill that puts more strings attached to our classrooms. It's time to start cutting strings and letting teachers teach so our students can succeed. It's time to focus on classroom results that prepare students for their future. I hope that all of you will join with me and vote No on this politically motivated bill that is meant to control teachers and classrooms. Thank you.

Thank -- thank you, Mr. President. I appreciate the sentiments of Senators who just previously spoke. I will just 22 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 32nd Legislative Day 4/28/2021 remind the Body that this standard will take effect in 2025, which gives us several years to continue working with partners from higher education and educators and other individuals who are interested in the implementation of these standards across education. I just want to clear up some misunderstanding of information that was just spoken to, because this is about the teachers. This is about the profession. And this is about professional development and making sure we begin to address the teacher shortage, the lack of supports that we give to new teachers, new principals, so that they have the mentorship that's needed. And when we talk about culturally responsive, what that really means is, we wanted to create a learning environment in which students from all different backgrounds feel included and engaged. These standards will be implemented in the educator preparation programs, which means that colleges and universities that have approved preparation programs that prepare teachers and school leaders will look for opportunities to introduce culturally responsive practices over the course of their preparation. This is a -- a -- a great addition. We should have never taken it out of our State budget. I'm glad that it's back. I'm glad that the Governor has appropriated the appropriate funds in his proposed budget. And I ask for an Aye vote.
