Thank you, Madam President. Senate Bill 967, as amended, becomes the bill. For many of you who aren't familiar with this bill, we passed this bill in 2019, passed it out of this Chamber 58 to 1. This bill deals with maternal mortality and addressing a lot of the inequities in the system. I'd like to thank every one of the sponsors -- and as well as staff who've worked on this, as well as Leader Collins and Leader Hunter, who have taken a -- a big step in addressing the growing issue with maternal mortality, especially in the Black and Brown communities. The bill, as amended, requires that high-risk individuals served by DHS maternal child health programs to be determined using criteria established by a multi-agency working group rather than identified -- oop, excuse me. It directs DHS to revise its High Risk Infant Follow-Up program to expand services to treat any pregnant or postpartum individuals determined to be high-risk and reduce racial disparities in maternal health outcomes. Mandates private 15 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 40th Legislative Day 5/12/2021 insurance plans to, one, unbundle reimbursement for immediate postpartum long-acting reversible contraceptives from labor to delivery; cover postpartum complications, including, but not limited to, infection, depression, and hemorrhaging up to one year after the woman has given birth; cover pregnancy and newborn care in accordance with ACA essential health benefits; and cover case management and outreach for postpartum women with high-risk pregnancies. Requires hospitals that care for pregnant and postpartum individuals to have written policy regarding management of leading causes of maternal mortality and to also include their policy best practices from DPH for timely assessment of all pregnant and postpartum individuals for common pregnancy or postpartum complications. And requires HFS to seek federal approval of State Plan amendment to expand coverage for family planning services for individuals at or below the federal poverty level. This bill flew out of committee with no opposition. I urge an Aye vote.
