House Bill 3289 is an initiative of the House sponsor that continues a provision from last year which authorized county assessment officers in counties which declared a COVID emergency to automatically renew applicable exemptions to the taxable year if the property owner received the exemption in the prior year. These three exemptions that are at issue are homestead exemptions for persons with disabilities, the standard homestead exemption for veterans with disabilities, and the senior citizen assessment freeze homestead exemption. So, basically, this legislation allows those exemptions to continue without the necessity of a renewed application in the same way that this Body did last year. I know of no opposition and I would ask for an Aye vote.

Thank you, Mr. President. Senator, I'm curious whether -- I notice that the list of appointees for today has been pared down to four. I'm curious whether your intent -- or what intent you have regarding the Prison {sic} (Prisoner) Review Board members who are currently serving, have been subject to appointment for - some of them I believe - eighty or more Session days. The Constitution, of course, requires a consent within sixty Session days. I believe that tomorrow is the last day for executive appointments to be posted and heard while we are still here in Session. And so I'm curious -- I asked this question last week. We still have not got a response. What is the Majority's intent regarding the advice and consent of those Prison {sic} Review Board members who have been appointed and are serving and, quite frankly, making some very controversial decisions without the consent -- the advice and consent of the Senate? What's the intent with those members?

Thank you, Mr. President. Again, the -- the inquiry that I made during the prior debate is the question of the status of the Governor's appointees to the Prison {sic} Review Board. Those appointees, again, to reiterate, many of them have been serving much longer than the sixty Session days that are allowed by the Illinois Constitution. I think there have been a significant number of questions raised about the decisions being made by these appointees without the Senate's advice and consent. I do note, again, that -- my understanding is tomorrow would be the last day for the appointment -- Executive Appointments Committee to be -- to have posted those appointees. So, we'd like a -- just like I inquired to the Chair last week, we'd like to understand what the intent is regarding those appointees.

Thank you, Mr. President. To the question. To the inquiry. The intent is certainly our -- to meet our constitutional responsibility of nominating -- advising and consenting to the nominations of the Governor within the sixty Session (day) time frame. But do remember that Senate Rules allow for the withdrawal of a nominee and then the reinstatement of that nominee within the -- our constitutional requirements. That would be in effective {sic} a sixty day -- sixty Session day restart.

So, as a follow-up, I think some of these appointees have -- some may call what was just explained a -- a loophole that exists. Loophole or not, some of these appointees have already been withdrawn and were then reappointed. Some -- I've got a -- you know, four of them -- four of these appointees were appointed back in March and April of 2019. They've made hugely controversial decisions, you know, such as the -- the -- parolees: Johnny Veal, you know, a -- killed a police -- multiple police officers; Joseph Hunt {sic} (Hurst), convicted of killing a police officer; Salik Abdullah, formerly known as Theodore Parsons, who committed one of the most heinous crimes in Champaign County - brutal murder of two teenagers; Chester Weger -- Weger, who slayed three women in Starved Rock - the Starved Rock killer. These people are being paroled by Governor Pritzker's appointees who this Body has never yet consented to. The Constitution requires it. And so, I -- I'm, again, curious, why is the -- why is the response that Senate 25 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day 5/24/2021 Rules allow for a work-around of this constitutional obligation? The question is, whether the intent is to put these parole board appointees up for a committee vote before we adjourn May 31st? And I think the limitation exists that they must be posted by tomorrow. And so, whether the intent exists to do just that?
