Cisneros -- Manny Cisneros, a Marine veteran; Oscar Contreras, Marine veteran. They're up in the gallery, Back of the Yards, and Robert and his wife, Leslie. I'm here to say a proclamation, few words. While residing in Chinatown, Fabian Sr. graduated from John Charles Haines grammar school at the age of twelve; and he continued his education at Lindblom Technical High School and, in '73 he graduated at only sixteen years of age. Shortly after receiving his diploma, Fabian Sr. worked under Joanna Western Mills, a for -- foreign profit corporation that is no longer operating, and as a file clerk before deciding to pursue higher education; and WHEREAS, Fabian Sr. was admitted to the University of Illinois Circle Campus with a full- ride scholarship, BEOG grants, which was made possible with the help of Pilsen’s Centro de la Causa community organization, an institution that triumphs in its mission of providing comprehensive services to youth and families in order to enhance and cultivate community growth; and WHEREAS, in '78, Fabian Sr. graduated from the U of I with a double major in Art and Art Education and honors; and WHEREAS, his teaching career entailed various positions, including serving as a substitute teacher at Cook County Jail School, and cadre substitute at Curie High School, and remarkably as a teacher for those taking GED classes and those learning English as a second language in Little Village and Pilsen communities; and WHEREAS, in 1988, Fabian accepted a permanent 13 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 101st Legislative Day 3/29/2022 position to teach at Seward Elementary in the Back of the Yards; and WHEREAS, in '06, he received the National Board Certification and ten years later, Fabian Sr. retired from service after thirty- five years serving as a public school teacher for the City of Chicago; and WHEREAS, motivated individual and product of Chicago community, Fabian Sr. has demonstrated a life of notable service and esteemed professionalism; therefore, be it (RESOLVED), by the Senate of the One Hundred and Second General Assembly of the State of Illinois, that we commend Robert Paul Fabian Sr. for his influence as a Chicago public school teacher and his dedication as a civil servant; and be it further, (RESOLVED) this, a suitable copy resolution will be presented to Robert Paul Fabian Sr. as a symbol of our esteem and respect. Senator Connor, thank you so much for bringing this legislation forward. I know we've had many discussions about this legislation. And I know you are aware of one of the issues that was brought forth to me from some of my school superintendents is the fact of the threshold of four-hundred enrollment and under, does not qualify for this legislation. I know this is from the underlying bill that was proposed, and I know we have had several conversations about a possible trailer bill this Veto to try to strike that. I know in just one -- in one of my REOs, twenty-five percent of my school districts are under that threshold of four- hundred and under -- and under. So, I know, if I'm understanding right, just ask you, is that your intention to be able to bring a trailer bill back in Veto Session?

So yes, I am making that commitment today.

Since 2001, there has been a reported number of fifty-one unsolved murders in Chicago of missing women. House Bill 3988 creates a Task Force on Missing and Murdered Chicago Women Act. It establishes a task force to examine and report on the systemic causes behind violence of Chicago women and girls experience, appropriate methods of tracking and collecting data on violence against Chicago women and girls, policies and institutions that impact violence against Chicago women and girls. I know of no opposition and I would ask for an Aye vote. Oh, and one more, the sunset date, in terms of the first report, the first report has to be done by December 31st, 2024. I -- I rise because I have a concern that programs, like this, changing what is required of a school to offer in it's -- it's school lunch program can greatly expand. This morning, in Education Committee, we heard a subject matter bill about adding a Muslim based food option to a school lunch program. And, then it -- it -- it makes you ponder, could you then have a Jewish kosher school required option? Or, one that is specific to any religious following. So, it -- it -- it seemed to us, that and - - and as the Republicans in the Education Committee, that perhaps a task force to study this and how much it costs for a school district to do this, how much of a need there is should be explored. Because, as we know, often when we open a door there can be many subsequent unintended consequences adding to a great deal of -- of further mandates on school districts to do these type of -- of - - of changes in their school lunch program. So, I -- I just urge 25 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 101st Legislative Day 3/29/2022 us to approach these kind of things with caution. There are always costs associated with starting a new program. And perhaps it's needed statewide, perhaps not. But I -- I think the prior speaker was correct. Local control and allowing a school district to function, to serve the -- the constituency that their students require, is a much more reasoned way to go about this. So, with that, I -- I do oppose this bill. Not necessarily the intent, but I think it can lead to a lot of repercussions. Thank you.

I think that this is a wonderful bill, as people diets change, we're constantly spending millions and millions of dollars of dealing with all kinds of illnesses and people being sick. And I believe that by offering a plant-based diet, it allows people to eat healthy. It doesn't matter what ethnic group or what your religious background is, the fact of the matter is that, it's simply healthy eating. I eat -- I eat plant-based food as much as I possibly can, and I feel great after I eat plant-based food. So, thank you very much, and I would ask for an Aye vote.

What this says is that a student who would seek to have a plant-based meal prepared for them would notify the school. So that they -- the school and -- and they can work this out. This really depends on -- on the makeup of the students. I mean you might have some that have special religious concerns or cultural concerns. In the case of my own granddaughter, Amelia Pastucha, who I said, who'd I mentioned to her in the debate because she is now as a middle schooler trying to control her own health and her own nutrition and in a very conscious way. And so, this really just allows an option. I, you know, as -- as a practicing vegetarian, there's not a lot of difference between the cost of food. You know, if you're creative you can find ways that you can satisfy your protein needs. So, I -- I think this is a good approach, and I think this is not going to affect all schools because you may have students that don't request this. But where you do, I think accommodations can be made and they can be made in a very creative way that's not going to cost any extra money. So, I'd appreciate an Aye vote.

Thank you, Madam President. HB 4246 reduces the reinstatement of a lapsed Professional Educator License payment to fifty dollars, from a five-hundred-dollar penalty. It provides that retired licensees who qualify for benefits from a State of Illinois retirement system be listed as retired. If they retire during a renewal cycle, they must update the Educator Licensure Information System, which is called the ELIS, if they wish to maintain the license in retired status. It also provides that, if they maintain a retired status, that they shall not be required to complete professional development activities until returning to a position that requires a license, and if they return to work in a position that does require a license, they shall update their status using the ELIS and shall not be required to pay the registration fees. Thank you, Madam President. Ladies and Gentlemen of the Senate. Senate Bill, excuse me, House Bill 4292 amends the General Obligation Bond Act by authorizing one billion dollars of State Pension Obligation Acceleration Bonds. These bonds are used by SERS, SURS, and TRS, our pension systems, to fund the -- the buyout programs for the COLA buyout, costs of living adjustment buyout, and what's called the Vested Inactive Buyout. So, for Member's memories, these are -- it's a bipartisan initiative, Representative Mark Batinick and myself. These were implemented through the BIMP in 2019. They allow retirees, at the point of retirement, to elect to sell back their three percent compounded COLA, in exchange for one and a half percent simple COLA and seventy percent of the difference between the two benefits in cash. The initial bond was a billion dollars and that's produced 1.4 billion dollars in savings. It's been a successful program. We want to reauthorize that so we can get additional savings from this program. Be happy to answer any questions. I ask for an Aye vote.

Senator, thank you for this bill. I know we've talked about it a number of times and I appreciate your work on this but, also, the work on the buyout program, in general, which I think is a good program and I am a fan of that. I do have a concern about this bill. And that relates to the additional borrowing of a billion dollars and simply my concern is, I believe we too easily go to borrowing, in debt, as the option in order to pay for things in this State. And in this case, the expected demand, I understand, is about a hundred or two hundred million per year and I believe we can pay as we go. We currently payout about 13.5 billion to retirees every year. That money comes from, you know, employee contributions, State contributions, and investment returns. And this would take it from 13.5 to maybe 13.6 or 13.7 billion per year. I'm just not convinced of the need to borrow to be able to fund this program. And I -- I realize that there's -- many of my colleagues will want to vote Yes on this bill because of the value of the underlying buyout program which is a good program. I just wanted to offer a word of caution related to the additional borrowing and explain that, so thank you very much.

I actually stand in support of this bill. I remember when Representative Batinick first brought this forward. This is -- if this is good for the taxpayers, obviously, because we're getting, we're -- we're actually paying down part of our pension debt by getting individuals out of the Tier 1 pension system. It's good for the individual because they get to own their own money. So, when they take the buyout, if they -- if they pass early - ordinarily their -- their spouse would get half of their benefits. In this case, they get the full amount that they agreed to take either the partial of the full buyout. So, it's good -- it's good for the taxpayers, it's good for the State, it's good for the individuals and -- and even the borrowing that takes place obviously, I guess we could argue about what the amount of money is on the bonding. But it does help to pay down our pension debt and it's good for everyone all the way around. So, I fully support this bill and I ask, also, join you in asking for an Aye vote.

Thank you. Yes, thank you Madam President -- I appreciate the comments -- I am -- I share Senator Stoller's concern about debt. I think Illinois needs to be primarily focused on reducing our overall debt. However, in this instance, what we're doing is 40 STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 101st Legislative Day 3/29/2022 we are -- are using a financing tool, not to finance a dollar for a dollar, but to finance seventy cents on the dollar in -- in this buyout, which creates an incredible arbitrage opportunity. And what it allows us to do, is it allows us to allow -- to not divest the assets in the pension system. That keeps those assets nice and high and as we've seen with these large market returns, for the first time in nearly two decades, our pension -- our -- our - - our funded liability has gone up, or our debts have gone down. And by keeping those assets in the pension system we're able to really capitalize on it. As I mentioned to Senator Stoller in -- in private, I understand his concern about occurring additional debt but if you're going to, this is without a doubt the best possible situation to do it because you're getting such great return on the dollars. So, it's a good program. It's bipartisan, it's worked, it's provided savings. We should continue it at least for now, and see if we can get more, and I respectfully ask for an Aye vote.

In recognition of the Republic of Ireland and its people, and in recognition of the many Illinoisans of Irish descent who have made a lasting impact upon our State. Thank you, Madam President. Ladies and Gentlemen of the Senate. This week the Illinois State Police celebrate one hundred years of service to the people of Illinois. This resolution is our way of recognizing that service and saying thank you. It's an interesting origin story. The -- the agencies first headquarters in 1922 was in the home of its director, former Kankakee Police Chief John Stack. The first eighty patrolmen were tasked with enforcing road weight laws and their equipment consisted of World War I surplus. Superintendent Stack held the State Troopers to a higher standard. A legacy that lives on this day as the agency has now grown to now include twenty-one patrol divisions, eight investigative zones, a half a dozen forensic labs and five regional crime scene service centers. So, over the last hundred years more than seventy troopers have made the ultimate sacrifice in giving their lives in service of our State. This resolution seeks to recognize and honor the accomplishments and sacrifices of the Illinois State Police by naming April of 2022, as Illinois State Police Centennial Month, in the State of Illinois. I'm delighted that we're joined by Director Brendan Kelly in the gallery to watch us take this resolution up.
