Thank you, Mr. President. Good afternoon, Ladies and Gentlemen of the Senate. Senate Bill 1146, as amended, has been a project that we've been working on since last year's Session. It's an initiative of the Illinois Soybean Association, that’s good for the Illinois farmers, and also good for the environment. Currently, Illinois has biodiesel at B11 sales tax incentive that has a sunset that expires in '20 of '23 {sic} (December 31, 2023). I would like to thank all the stakeholders that have been in the meetings in the past several months and have been -- helped develop this negotiated bill. Negotiations have been in agreement, including Illinois Soybean Association, Illinois Fuel and Retail Association, IRMA, IMA, Department of Revenue, BSNF. I appreciate 11  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 3/30/2022 all the hard work that the stakeholders have made to get this bill where it is today. Currently, we have B11. This bill would take 2024 up to B14, in 2025 to B17, and in 2026 to be B20. This -- this gradual build out would allow for storage and manufacturers to have the time and stability for the plan -- for planning their purchases. The bill also allows for a winter blend -- blend of B11 in the cold winter months of December, January, February, and March. It allows for renewable diesel language and a "right to blend" definitions to get all parties to neutral or supportive. This is an initiative, as I said before, of the Illinois Soybean Association and will help support Illinois' number one industry of agriculture. It'll also make a significant improvement on Illinois highway emissions. Biodiesel is environmentally friendly, reducing carbon emissions by fifteen percent. One semi, burning B-20 when this is fully implemented, would be like removing 5.5 cars from the highway. When fully implemented, the legislation will reduce greenhouse gas emissions by 160,000 metric tons per year. Happy to answer any questions, ask for an Aye vote.

It's a four year build out we won't have their concerns of B20 and some of the OEM requirements for B20 is in 2026, and talking to the Midwest Truckers, I think that everyone has come to an agreement on, we've got time that if we need to do adjustments in this, because of OEM restrictions, that we will absolutely address those concerns as we go and Midwest Truckers seem to agree with that, so.

16  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 3/30/2022 Thank you, Mr. President, Ladies and Gentlemen of the Senate. HB 4316 follows up last year's Faith's law, which expanded the definition of "grooming" to educator related situations not covered in criminal law. This bill updates various parts of the School Code in situations where a prosecution doesn’t occur for a predatory teacher. This permits the school districts to track that information and share it with other districts statewide. As a prosecutor, I encounter child exploitation situations involving educators, in which, teachers just went from school to school after something occurred. This bill is going to address that problem and allow those individuals to be tracked. I want to say thank you, first and foremost, to Faith Colson, a survivor of educator assault, and a tireless advocate on this issue, as well, to the House Sponsor, Representative Michelle Mussman for the, literally, more than dozens of meetings in order to put this legislation together. Thank you, Mr. President, Ladies and Gentlemen of the Senate. Senate Bill 4320 is a technical correction to the six percent exemption that applies to pensions under Illinois law. Employers are required to pay the pension of benefits attributable to salary increases exceeding six percent during an employee's final rate of earnings period. However, the fiscal year 2021 Budget Implementation Bill, created a new permanent exemption to this requirement, specifically for years immediately following emergency declarations. But, because the Act became effective on June 17th, it doesn’t cover the entire academic year of 2021, and it does not a pay--play---apply to payments made prior to June 17th. This clarifies that the exemption applies to those payments made in the academic year beginning on or after July 1st, 2020, to incapsulate that year. Ladies and Gentlemen of the Senate, HB 4369 changes the Lead Poisoning Prevention Act, so that IDPH is statutorily required, rather than permitted, to follow up on lead mitigation notices to ensure the work has actually been completed. This would bring the Lead Poisoning Prevention Act into alignment with IDPH Administrative Code. This is not the one that would remove all costs from textbooks for in-State residents. We're going to continue to work on that bill over the summer. But House Bill 4724, it's an initiative of the University of Illinois and it would address the issue of inclusive access. That is a process where students in a specific section of a class, pay for their materials, off and on-line materials, at the time of registration. That’s become the normal practice throughout the United States and Canada, in about -- over the last decade and by doing this all students can receive course materials at the same time and then the cost to publishers usually saves quite a bit of savings, could be sixty to seventy-five percent lower than hardback text books. The problem is that the University of Illinois doesn’t use this currently because the Retail Sales Act law does not allow them to charge student accounts who did not receive financial aid. This bill provides that an application for vehicle registration, the Secretary of State shall provide a space for voluntary disclosure of a medical condition or disability that impedes or may impede effective communication with a peace officer. It also provides that the Secretary of State will provide the vehicle registration info to the LEAD System. This is one of the most effective ways that -- that I have heard, of allowing a peace officer who pulls over a car in a routine stop, or otherwise stop, that there may be a person in the car who has a disability and cannot effectively communicate. There was a young man that initially brought this bill to the House sponsor that had a twin brother - that has a twin brother who is autistic and is a new driver. Therefore, House Bill 5014 establishes a partnership between IDPH and Governors State University's College of Health and Human Services to develop a public awareness campaign that promotes stroke recognition and -- prevention strategies for the communities at high risk, particularly, in the Chicago Southland area, and, as well as, just other targeted high-risk communities throughout Illinois. Yes, the fund can be used for housing projects, including the cost of property acquisition, new construction, rehabilitation of property, property improvements, developer fees, consulting and legal fees, capitalized revenues, equity investments in project owners and loans to project owners.

The concerns I have with regards to this fund is the fact that this could potentially put a government entity in the business of providing affordable housing in direct conflict, and in competition with not only the commercial home building industry and trade, private industry. It could also put them in competition with private property owners, who may wish to, also, acquire some of these potential parcels of property that may be available. I think it's great that this fund can be used to rehab existing properties. There's probably not a community in this State that doesn’t have property that could, potentially, be rehabbed to provide more housing. But I have great concerns about these funds being used to compete with private industry and private landowners across this State, particularly in Cook County, with regards to your legislation. For that reason, I remain opposed to this legislation and would ask my colleagues to support the same, thank you.
