House Bill 5-0-7-8 expands the list of persons eligible to receive a Gold Star Family license plate to include step-children, adopted children, and half- siblings of veterans who lost their lives serving in a branch of the United States Armed Forces. Additionally, this bill provides no registration fee shall be required from children in a Gold Star Family. Finally, this bill replaces the current eligibility language with the language used by the Department of Defense for eligibility for a Gold Star lapel button. House 19  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 Bill 5385 will help put veterans to work here in Illinois. It creates the U.S. Department of Defense's SkillBridge Program in this State and that program matches eligible service members who are transitioning from active duty with workforce development opportunities with employers who are taking part. These opportunities include internships and training. As we know, employers across the State are facing a shortage of skilled workers. In my district, as an employer who maintains aircraft, and they're in desperate need of mechanics. They have a similar program in Florida, which has worked well. They hope to simulate efforts here in Illinois. Happy to answer the questions.

Thank you for the question, Senator. We asked IDES which would be the appropriate agency, IDES or the Department of Veterans' Affairs. IDES believes they are not the appropriate 20  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 agency and I -- and the Department of Veterans' Affairs should be handling this program for a number of different reasons. IDES says their mainly federally funded and they believe any potential State allocation dollars for this program would not be appropriate and that would put them in compliance with how they use federal dollars. And the main reason why they think it's not the appropriate agency is that the Department of Veterans' Affairs already does numerous outreach programs for veterans across the State for a number of different services. They think they're best agencies to connect active-duty personnel with employers to make sure this program is facilitated.

House Bill 5418 provides that DCFS is required to provide youth with a document describing inappropriate acts of affection, give access to intervention and counseling services within the first twenty-four hours after removal from the home, and to be accessed by a third-party entity or agency prior to enrollment in any independent living services program in order to determine a youth's readiness to transition out of foster care. This is generally when a -- when a young man or woman becomes independent and moves out of the foster home. I don’t know of any questions to answer but I'm happy to take any.

Senator, that's one of my concerns, as well. I do know that the Governor's budget, and last year's budget, appropriated a lot of new money for additional staff. We need to make sure that we have the appropriate number of caseworkers available to do this. I -- and DCFS is not opposing this.

This legislation would establish a statewide drug take-back program funded by pharmaceutical companies to provide Illinoisans across our State with a State free and convenient way to dispose of leftover drugs. Studies have shown that forty-two to seventy-one percent of prescribed opioids ultimately go unused by the patient, which means that the path to opioid addiction often starts in the home medicine cabinet. But flushing medicines down the toilet or throwing them in the garbage can contaminated ground and drinking water where it cannot be filtered out. This bill provides an alternative by establishing a statewide program to provide for the safe and secure collection of disposal of medications. Illinois would be a lead on product stewardship. The Drug Take-Back Act establishes a statewide convenient standard and authorizes collection sites, as well as consumer education, to ensure that people understand where they can drop off or mail back unused and unwanted drugs. I'd like for us to pause for a moment to honor the life of one of my constituents and an important Illinois leader, the late Richard Duchossois, who passed away on January 28th. Mr. Duchossois was 64  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 born in Chicago on October 7th, 1921. He served in the U.S. Army during World War II and during that time in which he was assigned to the six-hundredth and tenth tank destroyer battalion and served as commander of the tank destroyer company throughout five different European campaigns under General George S. Patton. Survived a gunshot wound during that time, recovered, and instead of going home, returned back to the front, leading his company through famed operations, such as the Battle of the Bulge. He was awarded the purple heart, bronze star and the Order of St. Maurice medallion. Upon returning home, Mr. Duchossois, joined his family's rail cart parts business, the Thrall Car Manufacturing Company in Chicago Heights, where he helped grow the company from thirty-five employees to three-thousand by the time that it was sold in 2001. Mr. Duchossois is probably best known for his association with Arlington Park, the thoroughbred race track that is located in Arlington Heights. After an electrical fire destroyed the entire facility in 1985, he galvanized his employees to hold the famed Arlington Million Race just days after the fire, and this fate -- feat became a horse racing legend known as the 'Miracle Million'. He turned around and then championed the real -- rebuilding of that facility making it one of the most amazing horse racing facilities in the entire world and was inducted into the National Museum of Racing and Hall of Fame in 2019. His first major philanthropic gift was to the University of Chicago Medical Center in 1978, where he supported world renowned experts in lymphoma, including Dr. John Ullman as the first director of the Cancer Research Center at the University of Chicago. He lived for a hundred years and Mr. Duchossois left an indelible impression upon our State as a decorated war hero, renowned entrepreneur, 65  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 horse racing icon, and philanthropist, as well as family man. One of the benefits that we have by being in the Senate is the opportunity to meet some truly amazing people. I met Mr. Duchossois during my first year in the Senate, back in 2016, and despite us being nearly fifty years apart in age, we immediately bonded, probably not least of which was because we were both veterans who served in the infantry. We're joined in the gallery today by his daughter Kim, grandson Oliver, and Tony Petrillo, the President of Arlington Park, which is where I first met Mr. and Mrs. Duchossois. And for any of you that ever-visited Arlington Park, you knew that Mr. Duchossois was ever the consummate host. He was always bustling around the confines of the track ensuring that all who came, young and old alike, were having a good time and hopefully winning a little bit of money. This year so far, seven transgender people have already lost their lives in Chicago, including my own constituent, the late Elise Malary, 66  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 who was found dead in Lake Michigan last week and who scores of people in my district are now grieving. Despite our best efforts, far too often, the transgender community faces discrimination, violence, and an abject disregard for their humanity. So, on this day it behooves us to think more about how we can serve transgender people across Illinois, either by showing them a sign of support or by-passing legislation that directly benefits their right to exist. This is progress that I encourage my colleagues to scaffold upon to envision real change for the transgender community. Visibility and recognition are a good first step in supporting this community because it moves us closer to creating what Dr. Martin Luther King, Jr. called the "beloved community", an environment where everyone is supported and respected, no matter their gender identity or expression. Chicago Therapy Collective, a leading LGBTQ+ rights organization in my district, and former home of my now deceased constituent Elise Malary, has a mission of creating a "trans-inclusive" Chicago, particularly within neighborhoods on Chicago's north side that I represent. So, it is my hope that this - in this "trans-inclusive" focus outside of Chicago we can expand that to the rest of our State. Doing so, will allow transgender people to live and thrive wherever they desire in our State, free from violence, discrimination, and disrespect. That's why I support and partner with organizations like Brave Space Alliance, the first Black-led and trans-led LGBTQ+ Center located in Chicago, dedicated to creating and providing affirming, and culturally appropriate resources and programming for LGBTQ individuals all across this State. The Governor vetoed that bill but sent back, with his veto, a message to the General Assembly suggesting that we take this course instead. This bill embodies that veto message and deals with both paid administrative leave and sick leave for teachers and other school employees, as well as paycheck protection and retroactive pay. It was negotiated with the two unions that represent teachers, as well as other unions representing employees in the public schools. I'm not aware of any particularized opposition. One of which is putting the vax mandate in law, the Governor's tried through multiple ways to have a vaccine mandate, he's been struck down by the courts and otherwise, and this seems to be yet another attempt for him to get a vaccine mandate. For some people in the law, my bigger concern here actually though, is the fact that this interferes with -- this is going to be treating different -- two different employees who are in the -- and under the same collective bargaining in a school differently. Some getting benefits, some not, based on the kind of personal decisions that they've made and their reasons for doing so are going to be personal, and they -- and it's going to apply even in circumstances, for example, if you have two different teachers, one whose vaxed, one is not vaxed, and they both have a child who gets sick, maybe their child hasn’t had the opportunity of getting a vaccine, and they need to take off work in order to care for that child, one of them will be able to care for somebody else and get this benefit and the other will not. And I just don’t think that is a place of the General Assembly to be getting involved in this, in which we're dividing up people under the same collective bargaining agreement. So, with that I respectfully urge a No vote. Thank you.

There is some opposition. I -- I've talked to the opposition about some of their concerns and their concerns was centered around potential rollbacks of CEJA. I assured them that that's not the intention of this task force, or more so, to -- remain focused on the testing the reliability of what we did and to monitor the grid reliability. And to develop – and two, to - is to evaluate the impact of those proposed policies. And with that, I seek an Aye vote.

Ladies and Gentlemen of the Senate. I want to make this a quick announcement. In the committee, this was on the Agreed Bill List. All the Members of the committee agreed that this was necessary, not only because it did not undermine the underpinnings of the Clean Energy Jobs Act, or the Energy Transition Act is what its formally known as, I want to make sure that's very clear. This bill is necessary because, to the previous speakers point, reliability is something that our committee holds very, very important. It's a bipartisan issue to ensure that the lights do go on. This bill is a task force bill. This bill does not have any binding resolution. But this bill is also a reminder of one key component, Illinois has one of the broadest - broadest portfolios of energy generation in the entire country. We are a leader. Let me say that again. We are a leader in energy generation across the country. This bill is not only a reminder for our entire State to look at the reliability of our grid, but this bill should be a precursor. They were reached out to, to see if they had any particular changes to the task force, they didn’t at the current time. I spoke with the representative yesterday about the concerns and I told that representative that those concerns will be handled in the House.

Thank you. I'd suggest that's a far cry from being allowed at the table and from being allowed to testify in committee. So, now, if I may, to the bill.

As the Chair of the Environmental Committee for the last eight years, I would ask Members to take a look at who is on the task force. Look, these are a lot of our friends that are a part of this. We want to make sure that we're protecting jobs for labor and that we're protecting our grid. But I would suggest that after such a heavily negotiated bill, there should’ve been heavy negotiations to make these changes. And I'm reminded of something that happened to me, my freshmen year, and I really hope that Leader Kimberly Lightford is here. She negotiated a bill for two years called Senate Bill 7, as a young freshman I came in and thought, hmm, I found this little problem with this bill and of 100  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 course, she'll just want to fix it. It took me months talking to her, saying I think there's just a little problem with the bill. And we got to a place where she invited me to a room to talk to the people that had put Senate Bill 7 together. After I was done sucking wind because I couldn’t believe all the people that were in there and that had negotiated this. I worked with her for almost two years to make a small change to a very, very important piece of legislation. Clearly, I was right. She saw the error of her ways, but truly, that’s how negotiations work and to do this to CEJA without that attention to detail to me, is wrong. I would ask for a No vote. I would remind Members that the Sierra Club, the IEC are opposed and they do score and they will score on this. I want you to know that and I want too, to be clear for me, I stand in opposition to this kind of negotiations. On that side of the aisle, I hear you talk many times about how things move much too quickly, years to put CEJA together, and no one was at the table to make this change. Thank you.

It makes parenting youth in care automatically eligible for child 104  STATE OF ILLINOIS 102nd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 103rd Legislative Day 3/31/2022 care. And when you think about parenting youth in care it's most likely a teen mom. The bill also makes families who are receiving Extended Family Support Program services automatically eligible for that. A good way to think about that are grandparents, aunts and uncles who are in extended family support systems. Thirdly, it -- the families who are involved in a Child Welfare System makes them automatically eligible for Early Intervention Programs. And fourth, it requires DCFS to reimburse child care providers at the same rates paid to providers by DHS for CCAP. Happy to answer questions.

This is a resolution, I'm not going to read it word for word, but it commemorates the fact that today is -- would’ve been César Chávez's 95th birthday. And what this resolution does, it establishes March 31st as "César (Estrada) Chávez Day" in -- in Illinois. But I wanted to tell you just a little about my own personal story with this. I was fortunate enough to work with César Chávez for six years. When I came out of seminary, I was recruited by the National Farmer Co-Ministry, which my denomination, which I'm ordained into United Church of Christ, participated and supported the United Farm Workers, so, we worked all over. I -- I - it was the luckiest thing of my life because I met my wife, who we're now going to celebrate our 46th wedding anniversary, working for the farm workers. She was an intern student from Cleveland State University and it just was a thrill of a lifetime. What an important man this was in our history. I watched him as he worked and really gave inspiration to farm workers all throughout, really all throughout the country. We were lucky enough, before we moved to Peoria, to live in La Paz, California, which is the headquarters of where the farm workers headquarters were and we saw as César would gather the community together to talk about the different victories that we had had in organizing farm workers. He always had with him his two trusty German Shepherds, Huelga and Boycott. And you could hear the cries at the rallies always, Viva La Huelga, Viva La Voce, Viva César Chávez. So, I'd appreciate support on this. I just want to share this with you, a couple days ago, my wife and I were looking through boxes of photos, which is what you do when you get old, and came across this.
