Today I have with me, Mayor Billy McKinney, and he's here today to recognize the fact that his Northwestern University basketball jersey is the first to ever be retired. Northwestern University Athletics and Recreation and the men's basketball program announced that Mr. McKinney's jersey would retire at the end of the 2023-24 basketball season. Just some highlights. I have three pages of highlights, but I'm going to just highlight a few of them that I'd like you all to know about Billy McKinney. He had 1900 career points while playing for the Northwestern Wildcats, a school record that stood for 35 years and led the team in scoring each season of his career. His total of 768 field goals still stands as the program's all-time record. He earned All-Big Ten recognition in all four seasons and garnered first team All- Conference and All-American honors as a senior when he averaged 21.3 points per game. He also played for Northwestern University's baseball team. He earned a degree in education in 1977 and was 4 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 37th Legislative Day 4/19/2023 inducted into Northwestern University's Athletic Hall of Fame in 1986. Following his professional playing career, Billy McKinney served as an executive and scout for the NBA front offices for over 30 years, becoming the first African-American front office executive in franchise history. Due to his quickness, he was nicknamed the crazed hummingbird. Billy McKinney became the first general manager of the expansion of Minnesota Timberwolves in 1992, later worked as the general manager for the Detroit Pistons and the WNBA's Seattle Storm. As director of scouting for Milwaukee Bucks, he was instrumental in drafting Giannis, I can't pronounce his name -- Antetokounmpo in 2013. Currently, since 2019, Billy McKinney serves as the Mayor of Zion, his hometown. He came back to his hometown to serve. He remains heavily involved with the Northwestern University men's basketball program, serving as the team's radio color analyst alongside David Eanet on WGN. Billy McKinney will be the first student athlete at Northwestern in school history to have their jersey retired. So, please join me in congratulating Mayor Billy McKinney.

House Bill 559, an Act concerning regulation. 3rd Reading of the bill.

Thank you, Mr. President. This is House Bill 559. It creates the Health Care Workforce Reinforcement Act. Because of the timing, we need to pass this bill, as soon as possible, back to the House. This bill removes a provision that the Secretary of IDFPR has the power to suspend the requirements for the permanent or temporary licensure of persons who are licensed in another state. So, we've been using and really utilizing people since the pandemic in other states to work in our health care field, working under the direction of the Illinois Emergency Management Agency and the Department of Public Health. So, people have been working through the declared disaster. That is going to end May 11th when the -- the emergency ends by the Governor. So, this adds a provision that 14 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 37th Legislative Day 4/19/2023 any person who was issued temporary out-of-state permits by IDFPR pursuant to the proclamation by the Secretary of IDFPR, or related action, may continue to practice. So, we're trying to get people to be allowed to continue to practice under their temporary out- of-state permit. But we're also hoping that they -- and pushing them to apply for licensure in our State. The IDFPR, this runs out May 11th of this year, so, any person may continue to practice under his or her temporary out-of-state permit until it issues the license or denies the application. So, if IDFPR does not issue the license or does not deny the application by May 11th, the temporary out-of-state permit expires. And we don't want that to happen. We don't want to lose all these folks that are working really hard in our health care field. So, this bill creates that Health Care Workforce Reinforcement Act, and it's intended to codify various provisions that ensure continuous licensure of our health care providers through response to public health emergencies.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. 16 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 37th Legislative Day 4/19/2023 As we just welcomed the men of Alpha Phi Alpha to the Illinois Senate, the Senate -- Senate Resolution 174 recognizes April 19th as Alpha Phi Alpha Day here in the State of Illinois. So, I want to thank you for recognizing the members. But the members of Alpha Phi Alpha are more than just a social -- service -- service or social organization, we're a service organization. You saw the members who joined me on the Floor were the leadership of the organization here at the State, regional and national levels. We have been providing service and advocacy for communities since 1906 and we will continue to do that. We are partnering in communities across the State of Illinois and we want to recognize the great work that the men of Alpha Phi Alpha are doing and I want to -- I offer this resolution to do that. Thank you, Mr. President.
