Thank you, Madam President. I rise in opposition to this nomination. Let me just take a couple of minutes to explain why. This is to the Illinois Commerce Commission and amongst the ICC's various duties is the responsibility to regulate utility providers here in Illinois, including the provision of electricity, natural gas, telecommunications, water and sewer services to customers across the State. As this appointee is already serving at the ICC, I believe that their recent votes indicate that they are failing the State's residents in multiple ways. One area of grave concern has to do with the City of Chicago, where ensuring the safe distribution of natural gas across the City is paramount. People's Gas maintains nearly 4520 miles of gas pipelines in Chicago, and in this massive network, 1340 miles, or nearly one third of it, are aging cast and ductile iron pipes. A 2020 engineering study of 12 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 105th Legislative Day 5/1/2024 the system found that 85{sic} (83) percent of this network had an average lifespan of less than 15 years, making it paramount that we do something about it. As the Chicago Tribune reported in December of 2020, the People's Gas Safety Modernization Program was started to -- in response to calls from the Obama administration for a moderation of the aging pipeline systems following the 2010 explosion in San Bruno, California, that killed eight people, injured 58, and destroyed 38 homes. With a clear urgency to replace these aging pipes, People's Gas has been diligently working to upgrade the system until November 2023, when ICC ordered People's Gas to halt this replacement. Despite their written acknowledgment of the urgent need to replace these remaining pipes, the commissioners gave themselves a year to render a decision on how People's Gas should proceed, and in the meantime, everyone waits. This reckless decision has been followed by other questionable decisions. Shortly after halting the replacement of deteriorating gas lines with a questionable life span, the ICC rejected the statutorily required electrical grid update plans put forth by both of the State's major electrical utilities, Ameren and Commonwealth Edison. This action further delays critical infrastructure investment in Illinois' electrical grid, which is needed to help ensure reliable energy service to people across the State. In conclusion, as this administration continues to aggressively push electric -- electrification plans forward for automobiles and household appliances, the need for a reliable and robust electrical supply becomes even more important. But both Ameren and ComEd have been blocked from performing these necessary upgrades. This will also hinder the rollout of renewable energy that our Governor says we so desperately need. With the ICC making 13 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 105th Legislative Day 5/1/2024 questionable decisions of late that increase public risk rather than prioritizing safety and reliability.
