Thank you, Mr. President. Ladies and Gentlemen of the Senate, please join me in welcoming Heart of the City Sports and they are based in Waukegan. There's thirteen students in the Hall of Flags with two administrators, led by Mr. Francisco and Heart of the City Waukegan. They ensure a just, equitable, inclusive and diverse space for student athletes, their families and staff, and just a high level of their impact. Three hundred and eighty plus boys and girls, ages fifteen to fourteen were introduced to soccer through 3 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 109th Legislative Day 5/9/2024 grassroots camps and -- and clients in the -- in the camps in the community. Four hundred and fifty-seven boys and girls between the ages of fifteen -- of five and fourteen joined their recreational soccer academy and gained basic soccer and life skills, and about three hundred and twenty boys and girls ages eighteen -- eight years old to nineteen enrolled in their Elite Travel Soccer Academy with college and career training components. Heart of the City programs help motivate and prepare youth for high school graduation and beyond. So, please join me in welcoming the students from Heart of the City Sports.

Thank you, Mr. President. I just wanted to rise today to honor Mother's Day. I think this is the last day that we will all be together before Sunday. And, you know, we love our mothers. Mothers make the world go round. I am a proud and unapologetic mama's boy. And so, I had to take the opportunity to celebrate not just my mother, but all of the mothers that make it possible for us to be here and to do the work that we do. And of course, for those of us whose -- who mothers are maybe not our biological mothers but are adopted parents or caretakers or people in the community, let's celebrate them this weekend too. Let's make sure they feel that love. Thank you very much, Mr. President. Senate Bill 2442, as amended, would set up a scenario where hospital may not bill an uninsured patient that requires health care services if it determines through its financial assistance screening process, that the patient has a household income that qualifies the person for a free care under the Hospital Uninsured Patient Discount Act. If the patient is deemed eligible for public health insurance, to be specific, that would be 200% of the federal poverty level, a cap thereof or any other insurance product certified by the Department of Insurance. The hospital shall provide information to the patient about how the patient could apply for the insurance program. Mr. President, this is an excellent piece of legislation. It will ensure that people who are getting bills from hospitals that should not get them should be enrolled in Medicaid or should be enrolled to some form of charity care, are not getting billed and being dissuaded from actually pursuing a follow up care, preventative care, and of course, specialty care. I became aware of this issue from complaints that I get in my district from people who are lower income, who get bills and are frankly afraid to go to the hospital. So, I want to thank, Chairman Napoleon Harris for working with me and supporting me and helping me to sit down with the Hospital Association to negotiate this piece of legislation. I appreciate his leadership. And, of course, I want to thank the Illinois Hospital Association for working diligently with me to get us to this point. And with that, I'll take any questions. This comes from a constituent of Senator Syverson, who had jaw cancer and his jaw was covered, but not the teeth replacement. And so, this closes that loophole. I just want to thank the sponsor for working with us on this to close this loophole. This is a coverage that every policy out there covers, that if someone loses their jaw due to cancer or an accident, that teeth are part of the jaw and should be covered. Blue cross, for whatever reason, found some loophole to get around from having to cover this. Again, even though every other policy covers it this clarifies it that -- if someone's going through that problem, that teeth are included as part of a jaw. So, I want to thank the sponsor for help on getting this clarification done.

This is especially important for our youth, as research has shown how social media exacerbates issues such as anxiety, depression, eating disorders, and feelings of inadequacy. Findings also align with disclosures of multiple whistleblowers who have testified before US Congress shedding light on the concerning practices within these platforms. Last year, the US Surgeon General issued a report saying teens who use social media for more than three hours a day doubles the risk of depression and anxiety symptoms, and an extremely concerning statistic when the current average amount of time kids use social media is three and a half hours a day. By setting aside a dedicated day to step away from the digital world and reengage with the world around us, we aim to foster healthier habits, deeper connections, and a more balanced approach to online presence. I urge each of you to unite in supporting this resolution. By doing so, we will take a significant step towards reclaiming our time, focus, and overall well-being. Thank you.
