It provides that when DNA evidence is collected from a person because the person was a victim of a crime, that specific DNA profile collected in conjunction with that criminal investigation shall not be entered into any DNA database. However, the new right shall not be interpreted to contradict rules and regulations developed -- developed by the Federal Bureau of Investigation relating to the National DNA Index System or Combined DNA Index System. This is an initiative of Next Gen Personal Finance, a national non-for-profit provider of personal finance curriculums and professional development in the United States. It's also identical to legislation that we've passed during the 103rd GA. There was just differences in the House, and we're back here now trying to solidify. Only fourteen percent of Illinois high school students are guaranteed to take a semester long course that's dedicated to personal finance, an additional forty-five percent have access to such a course as an elective. Since 2010, the number of states in the U.S. requiring a stand-alone semester personal finance course has increased from eight states to seventeen. I like for Illinois to be one of the states to join in ensuring that our young people understand finances, that they do not leave high school, arrive in college, and begin to make poor choices on their financial future. I'd be happy to answer questions.

House Bill 2232 creates a 20 year statute of limitations for property tax refund claims, beginning with the Property Tax Appeal Board issues the final order the date the right to a refund arose. As amended, House Bill 2323 amends the Illinois Criminal Justice Information Act to create the Uniform Statewide Crime Statistics Task Force. HB 2323 requires the task force to meet at least quarterly to assist in the development and implementation of an integrated software system for gathering and publishing crime data. Thank you, Madam President. Senate Bill 2385 amends the Illinois Insurance Code with respect to colonoscopy coverage. It requires all group and individual policies of accident and health insurance and managed care plans to provide coverage for colonoscopy if it is deemed medically necessary. This piece of legislation is very important to me. After speaking with medical professionals such as doctors, I found that some of the vast majority of people that are medically ill and suffering from illnesses reside on the south side of Chicago. One of the most famous cases that we saw of a colon -- a person dying from colon cancer was the famous movie star, Chad Boseman, who recently died at a very young age. Increasingly, these types of diseases are creeping up on people that are younger. I'm thirty-nine years old, and I have been told that there are more and more people like myself catching this, and it's not something that is a very pleasant procedure from what I'm told. But what should not be a barrier is us having access to insurance that will cover it, because we know if we catch this disease early, we can save lives. So, I encourage the Chamber to support this very important measure. It's common sense we can save lives. I urge an Aye vote.

23  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 111th Legislative Day 5/15/2024 Thank you, Madam President. As amended, House Bill 3773 amends the Human Rights Act. It prohibits the employer from using artificial intelligence that has the effect of subjecting employees to discrimination on the basis of protected classes or using zip codes as a proxy for protected classes in the Act with respect to recruitment, hiring, promotion, renewal, or employment selection for training or apprenticeship, discharge, discipline, tenure or term's privileges or condition of employment. An employer who uses artificial intelligence prohibits the manner -- commits a civil rights violation of Human Rights Act. The amendment -- the new amendment also re -- removes it from the Consumer Fraud and Deceptive Business Practices Act. And also has a definition that goes from predictive data and analytics, and it got changed to artificial intelligence. We have no opposition with this bill. And I ask for a Aye vote.

This bill amends the Prior Authorization Reform Act to prohibit prior authorization for drug therapies approved by the FDA for the treatment of hereditary blood -- bleeding disorders for up to six months, or the length of time that the prescription for that dosage remains valid. This is brought to me by Doctor Bill Hauter, who is the Representative from Morton. He works in the emergency room at Saint Francis, and he understands very -- very upfront and -- and close how this affects patients that he's trying to -- trying to care for. So, I would ask for support and I'd be happy to answer any questions.

Thank you, Madam President. House Bill 4180 aims to make another form of breast cancer screening called molecular breast imaging, covered by insurance. The bill simply recognizes that for some people with dense breasts, mammography is not enough to detect breast cancer. People with dense breast tissue, which is about forty to fifty percent of all women need to have options available to them to ensure that their breast cancer can be found, one option being molecular breast imaging. The bill was brought to Rep. Syed constituent, Leslie who was diagnosed with stage four breast cancer in November 2017 with abnormalities which were found during a routine bone density scan. Her cancer was not visible on either mammography or sonogram. Leslie approached Rep. Syed to work on the bill so that more women with breast cancer become survivors. It was heavily negotiated in the House. I also want to add that Latina and Black women are likely to have higher breast density than their counterparts. Once breast cancer occurs, black women have a forty percent higher death rate. Yes, there is a number of online electronic portals that do not require additional fees, such as Zelle or other electronic means. If they chose to go that route, the landlord would be able to do that, and that would protect both the landlord and the tenant. This is really meant to make sure that landlords aren't increasing the rent by two to three percent by saying there's fees, by using electronic payment, when in fact they're really not charged those two to three percent fees and it's a way to increase rent. So, this allows them to ensure that the tenant can pay with cash or an electronic version that does not demand that those fees are paid.

These are big luxury developments. And I know because there are a lot of them in -- in my district. They can't charge somebody thirty dollars a month, forty dollars a month, and fifty dollars a month because they use a credit card. And we also, I think it it's important to point out that people that are likely to live in those buildings are not using forged checks or any of the scenarios that previous speakers brought up. So, the -- these home equity assurance districts were created in 1987, in the City of Chicago. There are three of them that exist. And they were -- people could opt into them, and they would pay a very, very small property tax surcharge to them. The design of them was to assure that they would not -- their property values would not decrease. It was -- it was like -- it was an assurance program. You pay into it, and if the property values decreased for some reason, and if you're wondering what that reason might have been, I would suggest you might google 1987 Chicago and what was going on politically then. These funds were accumulated over time, but never used for any purpose because, as 63  STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 111th Legislative Day 5/15/2024 I'm sure you're aware, property values did not go down. So, these funds were stagnant. There was nothing going on with them and, a number of years ago, what we did was we went in, and we allowed those funds to be used for purposes of community development to the people who've paid into them. So, low interest home improvement loans, foreclosure, you know, at the time we were dealing with high foreclosure rates, foreclosure prevention. And because recently we've experienced some catastrophic flooding, basement flooding, raw sewage, people's basements being ruined, it creates access to those funds to the people who've paid into them to be able to use them with the idea that having those funds to invest into those homes brings up the entirety of the community.

These millions of dollars of funds sat there for years and people paid into them and died. And, so really what we've done over the course of the last seven years is we have opened up the use of those funds so that people in those districts have paid in them, have access to them. When they can improve their homes, they're improving their neighborhoods. And that's really the best use for these funds. So, with that, I respectfully ask for a Aye vote.
