Senate Bill 1099{sic} (1089) is also known as Sami's Law would require the State Capitol building in all of the State's rest stops to install at least one publicly accessible adult changing station. Sami's law is a hard fought initiative of one of my district staffers, Renee Abraham. The law garners its name from Renee 26 year old daughter, who suffers from Spinal Muscular Atrophy. Sami's neuromuscular disease has taken away her ability to walk and has limited her ability to eat and breathe without assistance. However, it hasn't taken away her ability to think, learn and enjoy life that she has -- that she was given. As you can imagine, Sami's family have faced many 11 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day 5/16/2024 obstacles throughout her life, including taking her to places. Like Sami's family, so many caregivers of individuals suffering from a severe physical disability struggle to find a safe and clean place to change their loved ones while not at home. Given the lack of a place to easily conduct such a change on an adult, many caregivers would have to avoid long trips with their loved ones, which limits the life experiences for these vulnerable individuals. People with disabilities should be able to equally enjoy the same amount of access to the outside world as everyone else. According to the 2019 U.S. Census Bureau Report, more than 20 million Americans have limited mobility, 16 million live with a cognitive disability, and more than 8 million need help with daily selfcare. Each and every one of these individuals deserves inclusion and dignity within our world. With the passage of Senate Bill 1089, we can help provide that. Madam President, I would like to thank Senator Castro and our staff, along with your staff, who actually took this bill, which was heard on subject matter only, and thought that it was a good enough idea to put it into a bill and see that we can get this bill passed this -- before we go home. Again, it's not a mandate unless the school decides to recognize this week officially. It basically says that an applicant who has at least three years of experience, as a licensed cosmetology teacher, shall be given credit for hours of instruction completed for his or her cosmetology teacher's license in subjects that are common to both barbering and cosmetology in the supplemental barber course. We found was at a community college someone who was already teaching all of the classes was going to be required to take classes that she was actually teaching. House Bill 5085 will correct for a situation that ambulance providers currently face where payers do not authorize or reimburse ambulance services for patients experiencing mental health conditions. By including mental health in the definition of "clinical observation" patients with mental health conditions will receive the same care from EMTs, as any other patient in need of a medical assistance, and ambulance providers will be compensated for treating these patients well. This bill will also -- also allows for EMT and paramedic education to be performed outside of the EMS system overseeing such education. I know of no opposition. This is an initiative of the Illinois State Ambulance Association and supported by the Illinois Fire Chiefs Association. I would ask for an Aye vote.

After a stakeholder call with IDPH and EMS professionals, IDPH agreed to remove language regarding the Emergency Medical Responder National Registry testing from the proposed administrative rules for second notice. Therefore, there was no need for the language to be included in the -- in the amendment. EMR -- EMR -- EMRs have become an essential part of the EMS system, and they often arrive and begin patient care before an ambulance arrives. This is especially true for downstate EMS agencies and fire departments who rely on volunteer EMRs. IDPH also acknowledged that the EMS staffing shortage has -- had caused a lower level of care provided for patients in 911 -- 9-1-1 settings, like here in Springfield, where most ambulances are basic life support and not advanced life support. IDPH has agreed to work with the Illinois State Ambulance Association on legislation that will allow for more flexible paramedic education programs. IDPH has also agreed to collect diversity data within the industry, which will help inform future efforts to addressing staffing shortages while also growing a more diverse EMS workforce.

This change will ensure the process is equitable by allowing applicants the ability to take the test in their preferred language. This bill does not include any changes to requirements regarding a candidate's ability to complete their training in English, or to use English in the workplace. I thank the Senator for bringing this bill. At first, we had quite a few questions. They were thoroughly answered in Committee before you take this test in Spanish, which, by the way, cost a significant amount more money than if you take it in English. You have to go through training all in English. And so we've got the situation, we've got bilingual folks who are more comfortable taking written exams in Spanish, which makes sense. We've got a lot of people that don't speak English in our nursing homes, and they need to be cared for, and this is not an automatic entry into a position. After you take this test, you still have to apply for a job, and the nursing home or facility needs to interview you to make sure you would meet the requirements for this particular facility. So, I think this is a good bill. As I said, the clarifications that we needed to make sure this was done for the right reasons were there. And so it is a good bill, and I do encourage everyone to vote Yes.

This measure would allow residents living in neighborhoods with a homeowner's association to grow native plant species in their yards, as long as the area is maintained. House Bill 5296 provides proper rules and oversight to ensure that these plants are grown responsibly, while still ensuring prosperity of these native habitats. Illinois is home to almost 200 native plant species, which are crucial to our ecosystem, as they provide food and shelter for our pollinators and therefore support our agriculture. I am a gardener. I have a beautiful flower gardener. I love monarch butterflies, I love pollinators. But it's in my backyard. This bill is an intrusion on what a homeowner's association can do. And if you choose to live in a homeowner's association subdivision or the like, you know that when you buy the property. And isn't it better for local control to decide what the rules of the homeowner's association plan to do? I don't think it's within the purview of the State legislature to intervene and tell, all of a sudden, people that have bought land in a homeowner's association expecting what's the rules and the regulations according to what they have chosen to live in, that now we -- we circumvent those rules. I -- I note -- imagine that… I mean, I think that the whole idea of -- of building awareness of what pollinators do and the value they are to the ecosystem is great. It -- it needs to be done. But here again, we're -- we're putting our views over a homeowner's association, their rules and regulations, and saying, "No, you can't do this anymore". And, you know, if you look at the language it -- it says an association may adopt reasonable rules and regulations governing a planned, intentionally maintained native landscape that do not impair the landscape. But it goes on to say, that, so long as the vegetation does not extend over onto a neighboring property, public or common sidewalk, path, streets, or other public or common areas or elements. And I'm sorry, I miss -- I miss -- missed the part I'm trying to address. So long as the area is maintained predominantly free of weeds, invasive species, and trash. Trash. And vegetation does not extend over unto the -- the sidewalk. I think what you might have is very good neighbors 61 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day 5/16/2024 that have an attractive, no noxious weeds type of situation. But I also think you can have neighbors that will see this statute, if passed and signed into law, as a way of growing an abundance of vegetation in their yard that will harbor wildlife. That maybe the association and the homeowners and the neighbors do not wish to have. And, so I think -- I think it goes a step too far. Let's let the homeowners' associations decide what they want to do, what the requirements are. So, that's my take on it. And so, I urge a No vote. Thank you.

Members of the Senate, Senate Bill 727, as amended, creates the Safe Public Drinking Water Act, which will essentially bring Illinois in line with setting maximum contaminant levels for our public drinking water supplies. We know from study after study and from the US EPA that a number of the contaminants that are in our water and PFAS, otherwise known as forever chemicals, are making people sick. It is slowing down the rate of early childhood development. It's leading to an accelerated pace of chronic disease progression. And it's really something that we've got to get our hands around because everybody deserves to drink clean -- clean drinking water. Clean drinking water is a human right. And as somebody that loves water, I appreciate everybody supporting this legislation today. I want to 90 STATE OF ILLINOIS 103rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day 5/16/2024 thank the IEPA for their patience and working with this legislation and getting us to this point of having the amendment. I appreciate their support on setting this -- this maximum contaminant level for the two compounds that are mentioned in this legislation. And what's also excellent about this bill is that it will codify proactively the regulations that were put into place by the US EPA on April 10th, where the federal government is now setting maximum contaminant levels on six PFAS. So Illinois, by passing this legislation, will proactively codify those requirements in case the federal regulations, environmental regulations get gutted. That is something that, unfortunately, could happen with the rate that the Supreme Court is going on environmental protection. So, this is an excellent bill. What the bill would do would create the O'Hare Driver Safety Act, effectively banning drivers from parking on the shoulder of the highway while they await arrival of passengers at O'Hare airport.
