It ensures that EV charging stations, they don't need to have those in tiny homes for veterans. These are not for profit, groups that build these small homes for our veterans. And none of them have an electric car or anything to that nature. And these are all volunteer homes and, they're very small. And I just appreciate you voting for this, and I just want to make mention that, Joe Schaler was the gentleman from the Central Illinois Veterans Commission. He was the one that brought this bill forward. He fought tirelessly for this, and he passed away last year. So, we are dedicating this bill to Joe Schaler, and we hope that you'll vote for it. Senate Bill 83, as amended, raises the threshold for passing personal property through a small estate affidavit from $100,000 to $150,000 and excludes motor vehicles from this calculation. It also clarifies that the smallest state affidavit can be used for transferring a decedent's motor vehicle under subsection B of section 3-114 of the Illinois Vehicle Code, without considering the value of the decedent's personal estate. These changes apply to decedents whose date of birth is either on or after the effective date.

Thank you, Mr. President. Senate Bill 1238 is the Non-Opioid Alternatives Act, is an important bill, that addresses the opioid epidemic as it continues to rise in Illinois and across the country. In Illinois alone, there's more than 83 percent of total overdose deaths in 2022 that involved an opioid, which resulted in the deaths of 3,248 people. This act does three things. It allows IDPH to create educational materials so that people know that there is a non-opioid alternative available. It requires a health insurance insurer to develop a plan to provide adequate coverage and access to a broad spectrum of pain medication services. And it 21 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/3/2025 provides that under the Illinois Medicaid Preferred Drug List, HFS shall ensure that non-opioid drugs are not disadvantaged or discouraged in the treatment of acute pain. Thank you, Mr. President. Every year I have about six interns that come and work in my district offices in Decatur and Springfield over the summer. They are high school and college interns that get really involved with the district office. And it's not just busy work that they do. And I always ask them to consider something that they think would be a good piece of legislation. And I'm really excited and proud to say that Senate Bill 1331 was a piece of legislation that came directly from one of the high school students that was working in my Decatur office over the summer. And it creates the Scholarship Accessibility Act, which would mandate the creation of the Illinois Scholarship Database. This database is to be used as a tool for improving Illinois students' knowledge of and access to higher education scholarships and will be developed, implemented, and administered by the Illinois Student Assistance Commission. This is going to be a very good tool for our high school students because, as we all know, navigating, identifying, applying for scholarships is a very difficult process and can be overwhelming. And there are hundreds of thousands of dollars of scholarships that get left on the table every year just because people aren't, knowledgeable enough to navigate those systems.

You're correct. There was only one concern. It was -- and we -- we worked on it, we talked about it, and we actually brought together the Illinois Scholarship Database. I'm sorry, the Illinois Student Assistance Commission, along with the students, so that he could better communicate what they were -- what he was trying to do and how we can navigate those systems. They actually gave us a demonstration of their current system, and they told us that they are working on some significant updates that they felt, like these, could be incorporated into those updates. And that's the reason why we didn't bring back an amendment.

Already, in law, exists the ability of counties to that have one or more Veteran's Associations within their boundaries to form a Commission that will serve as a central service place for veterans, their families, to search out answers or questions that they may have about their benefits and the like and the smaller counties do not often have this ability. So, what this does is allow the smaller counties to either join with an existing larger county or form within a judicial circuit, a multi-county organization, to do the same thing. And there is no opposition to this bill, and I'd be happy to answer any questions.

If the school district's joint committee has decided to have student growth metrics in their teacher evaluation. Senate Bill 1928 amends the Preventing Sexual Violence in Higher Education Act, requiring each higher education institution to biennially conduct a sexual misconduct climate survey of all students at the institution. Bill also requires the Task Force on Campus Sexual Misconduct Climate Surveys to meet to recommend updates and revisions to the base survey. Changes to the current mandated membership of the Task Force and removes the civil fine imposed on an institution that violates or fails to carry out the provisions of the Act. It's an initiative of ICCB and there are no opponents.

Even if this payment is estimated while they are waiting for the system to calculate their actual payment amount. This is an initiative of Troopers Lodge 41 that's designed to address the fact that some state troopers are retiring, and because of the complications in calculating their annuity, they're waiting 3 to 4 months before their retirement annuity kicks in and this would allow or require the system to create an estimated payment and then correct it after they've calculated the actual annuity amount. I think based off of my recollection from what IBHE provided, it was about $400,000, but this was already implemented, I think in their budget because they're already collecting some of this information. So, this wouldn't necessarily be new money from my recollection. So, apologies, I - - I don't have the -- the exact number, but I'm -- I'm trying to remember what was said in Committee.

Thank you. I don't think they gave us the exact amount in Committee. So, our research shows that there was $450,000 in the 54 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/3/2025 2025 budget. And that, is also, again, in the Governor's 2026 proposal. So, probably, I'm going to assume that since they put it -- since the Governor put it in the 2026 request, that it probably still needs to be spent. But we -- they can -- we can all sort that out. Right? Then my other question was, this is for public and private colleges and universities. So why include the private universities because some of the -- I mean the questions are things like -- are the stuff that they would have to put in there is student demographics, institutional characteristics, affordability characteristics, student success factors, comparisons of data covering the five-year period and, I think, any additional data as reasonably determined by the Board. So, the Board of Higher Ed is going to come up with different things that they haven't completely put together yet, but we're going to require with this bill, private colleges as well. Why include the private colleges?

These -- these are all things that again, this is a partnership with IBHE, ICCB and ISAC. This is all to help prospective students, basically help make decisions and family make decisions based off of, you know, what school they want to go to. And for different families, sometimes a factor of whether the -- the -- the sports teams are doing great. Just in getting you're -- the answers to this bill, clearly, it's pretty significant cost. I do believe that the cost that would be incurred is to just set the -- the dashboard up. And, as I said to the sponsor during debate in Committee, I have great concerns about the fact that private colleges are added to this as well. For that reason, I'll be voting No and would recommend to those who are concerned about the dollar amount and the fact that privates are included not to support the bill. Thank you.

I certainly support Senator Ellman's bill. Definitely it's important to protect shoreline and -- and all things that might be affected. But I wanted to point out to this Body that we've had severe cuts in the Governor's proposed budget to soil and water conservation, which I always say is the first line of defense to protecting our environment. Illinois is a premier agricultural state, and soil and water conservation had their budget in this proposed -- the Governor's proposal cut by 50 percent, 400 million dollars. Likewise, the cover crop budget that has been very successful in this State. Illinois's a second state in the nation to provide assistance to cover crops. It's been cut by 31 percent. These are the front-line defenses for protecting our environment. If we ever are going to meet the requirements of the nutrient reduction strategy plan that saves our Mississippi Delta and other areas of shoreline, we have to fund these programs. Soil and Water Conservation is a long-standing program with long success. It's where, in the environment protection begins. And so please, I would invite everybody to look at this environment protection in a holistic approach. Fund and help us support our local soil and 59 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/3/2025 water conservation districts with appropriate funding. They are the front line of defense for nutrient reduction, soil erosion and the cover crops do likewise. Very important to Illinois. So, I just wanted to bring you up. Senator, I support your bill. I know you are a true environmentalist, and I just hope this Body recognizes that these cuts to these vital agricultural programs are going to harm this State. And we need to do more. Thank you.

This bill is for the Department of Agriculture to establish a Farmland Transition Commission to examine current barriers for individual farmers ages 25 through 40, when trying to purchase farmland and review current incentives and policies that encourage them to transfer or to find current or prospective farmers. So, most of you may not know, if you're not involved in the farming community, that is something very difficult when you have a family that's already supporting farming and then a new child comes in and wants to farm also. There all kinds of navigating areas that they need to know about, and they don't know about all these things. So, we'd like to see a Commission formed in order for them to know more where to go and how to understand what these low interest loans are, and perhaps grants to get them started on their feet, because most farmers are in the middle 60s and we need new young farmers. In addition to that, I just want to thank Senator Doris Turner for her support on this bill. And it's our Turner/Turner bill.

And this bill will definitely assist with that, because it will give people the tools that they need in order to explore all of the possibilities that they have in front of them. It exempts generations of radionuclides materials with short half-lives that are not required to be disposed of as low-level radioactive waste and no longer is required to register with IEMA, and exempts water treatment facilities who in the course of treating water to be in compliance with drinking water standards, produce radium residuals that are not required to be disposed of as low-level radioactive waste as requested by IEMA. So again, it just brings us to federal standards. And I had asked for an Aye vote if anyone doesn't have any questions.
