I rise today with a heavy heart to ask for your support and prayers for the 56th District. Less than 24 hours after returning home from Springfield last week, our communities were struck by tragedy over the weekend. An EF-3 tornado ripped through St. Louis area and the Metro East on Friday -- taking five lives, damaging homes, uprooting trees and leaving many families without shelter. The storm crossed the river, impacting Granite City, Venice, and eventually dissipating near the SIU Edwardsville campus. In the 6 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day 5/20/2025 face of devastation, I want to express my deep gratitude to our first responders, to our local officials, emergency management crews, utility workers, public works departments, and countless volunteers who worked tirelessly to begin the cleanup and recovery. Sadly, our heartbreak did not end there. The following night, in Fairview Heights, Fairview Heights police officers responded to a call about a suspicious person on Potomac Drive. When they arrived, the suspect opened fire -- striking three of our officers: one in the face, one in the arm, and one in the chest. Thankfully, a bulletproof vest saved that officer's life. Two other officers were also injured while detaining the suspect. Four of those officers are now recovering at home. The officer shot in the face remains in critical but stable condition after undergoing -- undergoing emergency surgery on Saturday evening. I'm incredibly thankful for the bravery and quick action of all of our first responders involved that night. Their courage reminds us of the risks that they take every single day to keep our communities safe. Please keep these officers, their families, and our entire Fairview Heights Police Department in your prayers. And I'll leave you with these words from Fairview Heights Police Chief Steve Johnson. He says, "If it is your way, we ask for prayers for these officers. They went on a call for service to help people and keep people safe. They ended up being shot and fighting for their lives just doing their job." I now ask for a moment of silence to reflect and pray for those impacted by these weekend's tragic events.

Thank you, Madam President, Members of the Senate. Additionally, over the weekend, a devastating EF-4 tornado tore through Williamson County, leaving a trail of destruction in its path. The southern portion of the county was especially hit hard, with widespread damage to homes, businesses, and infrastructure. Twenty-one homes were completely destroyed and 28 with major damage. First responders worked day and night to assist those affected by the storm. Their swift action and dedication saved lives and brought comfort to many. We owe them a huge gratitude that we can never say enough for, thank you to them. I also want to mention that in the face of disaster, those in Williamson County have done nothing but demonstrate strength, resilience, and compassion. Neighbors stepped up to help one another, and the multiple organizations quickly mobilized to offer support. Power crews are still working to restore service, and while progress is being made, many outages remain. To the families and businesses impacted by this tornado, please know that we see you, we stand with you, and we will continue to work together to recover and rebuild. Thank you, Madam President.

To -- thank you. I, too, want to, piggyback off of what Senator Harriss spoke of earlier. The tornado that came through Friday, EF-3. And it -- it just created all type of havoc 5 people died in St. Louis, 38 others are injured, and there are plenty of people without homes right now. Totally just demolished all of their homes. People, you -- you -- you survive something like that. And then you come back and see that there's nothing but rubble in place of where your home used to be. And so, they are so grateful to be alive. But now the reality sets in that they have to, you know, pick up and build, a new life. They've lost all of their belongings. They've lost their sentimental things that tied them to the place. And it's such a tragedy. Last night, as I was, packing for this trip up here today, tornado warning -- sirens went off in Saint Clair County. And, you know, it's like people have PTSD now. It scares -- it scares them really bad. Where before you might have heard those sirens, but it was just like a tornado routine at school when we were little. Now it packs so much more significance. And -- and, you know, also to -- to the first responders, to the Red Cross, God bless you. It's a special place in heaven for you, for the things that you are doing to help those families find some semblance of hope with -- with all of that disaster that went on. Also, to I want to talk about as well, just touch bases on the fact, as Senator Harriss did as well. I share part of Fairview Heights in the 57th District. And what happened there, Saturday night was nothing short of horrific. Officers being shot, responding to a call. Just random acts of violence is -- is what it was. And that -- that underscores that when you're in 9 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day 5/20/2025 public safety, there's no routine day, right? You go out, usually you come back, but oftentimes there's no routine day for you. And so, again, I just again, the first responders, we want to thank them. We want to thank them for doing their jobs. And you know, we it was a sad event. And -- and Madam President, I'll leave it there. As Erica Harriss said, they're most are recovering. The suspect has been apprehended and he's now in jail. And so, yeah, we'll -- we'll move on. But what I will do, I'll have my legislative assistant send out, ways that you can help. I know that there's something going on soon, in Belleville at Copper Fire, to -- to rally around the officers. And so, any way that we can help there. And I'll send something out, relative to the Red Cross. And maybe for those who want, we can help in St. Louis, as well. Thank you.

WHEREAS, on January 1st, 1983, the Transmission Control Protocol and Internet Protocol, or TCP and IP, was officially adopted by the United States as a communication model that sets standards for how data could be transmitted between multiple computer networks. This date is commonly -- commonly recognized as the birth date of the internet. AND WHEREAS, in December of 1990, the World Wide Web was created by computer scientist Tim Berners-Lee, beginning a new era of information sharing and communication that has touched every aspect of human life and spread to every corner of the globe. AND WHEREAS, since 1990, the internet has benefited humanity in many ways, including increased economic development, increased communication between different people and cultures, rapid transmission of new ideas, critical news, information and scientific breakthroughs, improved government services, and expansion of education opportunities. AND WHEREAS, along with the innumerable benefits of the internet, this invaluable tool has 13 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day 5/20/2025 also been used by many to bring harm, such as cyberattacks, ransomware, online threats and intimidation, and the spread of misinformation, along with great societal challenges such as increased isolation, decreased time outside and in nature, decreased in-person interaction, and unhealthy distractions and addictions. AND WHEREAS, our youth today have grown up alongside rapid technological developments and have almost constant access to the internet; this access has allowed our youth to experience some of the great benefits of the internet but has also resulted in our youth being highly vulnerable to the dangerous and harmful aspects of the internet. AND WHEREAS, our youth today are exposed to online cyberbullying, misinformation, disturbing and psychologically harmful content, misinformation, increased mental health issues, addiction, and social isolation. These threats are only growing as technology and internet use rapidly expands and evolves in our modern technological age. AND WHEREAS, the State has a responsibility to provide for an efficient system of high quality public educational instructions and services; in providing this high-quality public education to all students, it is the policy of this State to protect all Illinois residents, in particular our youth, from deceptive and unsafe communications, online threats and cyberbullying, online extortion, identity theft, misinformation, and illicit activity online. AND WHEREAS, in order to protect our youth and prepare them for a healthy, secure, and prosperous future, it is imperative that our State's elementary and secondary school systems provide a high quality education to all students, parents, and educators on online safety and legal and social repercussions of illicit online behavior. AND WHEREAS, organizations such as the Illinois Judges Association 14 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day 5/20/2025 have worked tirelessly to provide online safety education directly to students, parents, and educators in elementary and secondary schools. Thank you, Madam President. My second motion addresses the procedure for passing bills on the Agreed Bill List. The Agreed Bills List has been circulated and will be printed on the Calendar. Starting today, the Secretary of the Senate's Office will have Vote Intention Sheets available. On these sheets a Senator can mark whether he or she wishes to vote "Nay", "Present", or "Not Vote" on a particular bill on the Agreed Bill List. If a member fails to do so, then the roll call for each bill on the Agreed Bill List will reflect the vote, which the Member cast on the Agreed Bill List order. As an example, if I do not file a Vote Intention Sheet, and then I vote "Yea" on the roll call for the Agreed Bill List, the roll call for each bill will reflect that I voted "Yea". Senators, if you wish to file a Vote Intention Sheet, you must file the sheet or sheets with the Secretary of the Senate no later than 10 a.m. on Thursday, May 22nd, 2025. If you fail to file a Vote Intention Sheet with the Secretary, then the roll call for each bill on the Agreed Bill List will reflect the vote which you cast on the Agreed Bill List Order. With leave of the Body, I request we adopt the process I've just described.
