Well, today I have with me my guest, is Nora Brady. Nora is the daughter of Megan and David Brady, they're up in the audience today. They're from Bloomington, Illinois, in McLean County. And also, Nora is the cousin to Dan Brady, the new Mayor of Bloomington. Nora is a recent graduate of Heartland Community College. And after finishing second in 2023, she became the National Junior College Athletic Association's Women D2 National Champion in cross country this past fall. The National Alliance of two-year college athletic administrators also awarded Nora the 2025 Scholar Athlete of the year. She's achieved All-American status six times - twice in cross country, four times in track, all at her two years in Heartland Community College in Bloomington. In addition to her athletic prowess, Nora has earned several -- I'm sorry -- academic honors, including two-time academic all- conference, two-time National Junior College Athletic Association All-Academic 1st Team, four-time Dean's List recipient and she's a member of Phi Theta Kappa. To introduce Jamal Williams, who I have here today. Jamal is my Page, he's 16 years old. He is a student from Roberto Clemente Academy and is from North Lawndale, which is in the beautiful 5th Senate District in Chicago. Jamal has always wanted to be an elected official and became interested in politics in 2016. Jamal has grown captivated by politics in United States history, driving his newfound ambition to be a lawyer someday. Jamal is passionate about government and hopes to one day be a part of the system. He even ran for President of the National Honor Society and student representative for his local school council. Jamal has served as an LSC representative and has gone to budget meetings, trying to help his school and students along the way. His main goals are attending law schools, serving in Congress, and ultimately becoming the President of the United States. Jamal has a long-term dream of attending Harvard or Yale with a challenging courses load and academic intensity appealing to him with hopes to major in pre-law and minor in political science. Jamal is committed to making positive impact in his community through direct interactions with people he will be serving. 11 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 President, Senate Joint Resolution 37, WHEREAS, Emmett Till was born in Chicago on July 25th, 1941. In August 1955, at the age of 14, Emmett Till was brutally abducted, tortured, and lynched in Money, Mississippi after being accused of interacting with a white woman, an event that shocked the conscience of the nation. And WHEREAS, Emmett Till's mother, Mamie Till-Mobley, courageously insisted on an open-casket funeral to expose the brutality of her son's murder, galvanizing national and international outrage. And WHEREAS, the acquittal of Emmett Till's killers by an all-white jury heightened the pervasive racial injustices of the time and served as a catalyst for the Civil Rights Movement. And WHEREAS, Emmett Till's tragic death and his mother's activism have left an (indelible) incredible mark on American history, inspiring generations to fight against racial injustice. THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 104TH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS IN THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that we declare July 25th, 2025 as Emmett Till's Day in the State of Illinois to recognize the life and legacy of Emmett Till and recognize the historical significance of his death and the struggle of civil rights in the United States of America. And, I would also add, that as the Joint Chairwoman of the Illinois Legislative Black Caucus, this is the reason why we continue to fight every single day. To make sure that we keep the history of this country alive, that we are making sure that people understand -- people know the truth and what happened in this country so that we can learn from those things and that we do not let history repeat itself. And so, I thank you for being able to introduce this resolution. Thank you and I want to recognize and -- and thank the sponsor of Senate Joint Resolution 37, establishing Emmett Till Day in the State of Illinois. Recently, Argo High School in -- in my District had an unveiling of a statue of Mamie Till-Mobley. And you know my -- my wife and I made a point to bring -- bring our now oldest daughter there with -- with my -- with my family. My mom -- my mom was born and raised in Summit. So, three generations, just so that our daughter would have that connection, the future to that time and space and just a reminder of, you know, Emmett Till is a contemporary of my parents, and we're not that far removed from that -- that tragic piece of our -- of our history. Emmett Till spent ten of his fourteen years on earth in the -- in the Village of -- in the Village of Summit and today, I -- I have the honor to introduce some very special constituents, that I'd be honored to represent and call friends. First, Therese and Dallas Anderson. Therese Anderson's served on the Summit Library Board, 13 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 she's an Air Force Veteran. Her husband, Dallas, is the Summit Park District President. Previously -- previously served on the Argo High School Board. Their son's a Navy veteran and they are just pillars of the community; community leaders, dedicated public servants, and great examples and happy they could be here, in Springfield, today with us. And then I have -- the -- I have the distinct honor of introducing Dr. Honorable -- Honorable Dr. Marvel McCain Parker, Village of Summit Trustee. I -- I served as the Village of Summit Administrator for a number of years and trust me, consider Trustee Parker, an example and a mentor and -- and appreciate all she does for her community. She's the Assistant Supervisor of the 5th Illinois Jurisdiction West Women's Department, President of Aids Awareness Advocacy, a U.S. not-for- profit and NGO in Belize, Central America where she serves as an Executive Director and CEO. She is President of her own consulting firm, Community Design Concepts, Incorporated. A self-published author, in 2006 Doctor Parker published her thesis, "Breaking the Silence; The Impact of HIV/AIDS on African American Women and the Silence of the Church", In 2008, in furtherance to her commitment to educate communities about the impact of this disease, she published a HIV/AIDS behavioral intervention curriculum entitled listen, learn, live. Dr. Parker retired as Director of Community Development for the Village of Summit in 2012. In 1992, she and her husband, Dr. Wheeler Parker, organized the Summit Community Task Force Incorporated, a multi-purpose human service organization to provide alternatives to at risk youth. In 2002, they completed construction of a Community Service Center dedicated to the memory of Emmett Till, cousin and best friend of Doctor Wheeler Parker Jr. They've been married for the past 57 14 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 years. They share a ministry at Argo Temple Church of God in Christ in Summit, Illinois and Belize Central America, where they are currently building a church in Belmopan. And then finally -- finally a -- a personal intimate connection to our -- to our -- our history and -- and the brutal murder of Emmett Till. Reverend Dr. Wheeler Parker Jr. is Administrative Assistant, 5th Illinois Jurisdiction West Superintendent of Good Tidings District and Pastor of Argo Temple Church of God in Christ, where his -- where he has been a member since 1947. Dr. Wheeler Parker Jr. is a survivor of the Emmett Till kidnaping and murder in Mississippi, in 1955. At the age of 16, he and his cousin Emmett Till, age 14, traveled to Mississippi for a two-week vacation of fun at his grandfather's home in Money, Mississippi to visit his young uncles. Their trip was aborted with the kidnaping and murder of Emmett Till, who was taken at gunpoint from the home of Moses Wright. Emmett's body was found three days later, floating in the Tallahatchie River with a seventy-five-pound cotton gin tied around his neck with barbed wire. Dr. Reverend Wheeler Parker graduated from Argo High School in 1958 and Molar Barber College in 1959. A graduate of the School of Modern Photography, he moonlighted as a photographer, he attended Moraine Valley Community College, C.H. Mason Theological Bible -- Bible School, Global University, and the Chicago Academy of Fine Arts. He served his country for two years in the United States Army as a Medical Specialists. In February 2022, Dr. Wheeler Parker (Jr.) was a guest of President Joe Biden at the White House for the signing of the Emmett Till Anti-Lynching Bill. On July 25th, 2023, he was honored to introduce President Joe Biden at the ceremony for the signing of the proclamation which created the Emmett Till and Mamie Till 15 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 Mobley National Park. He -- he was presented The Congressional Medal of Honor -- he was presented The Congressional Medal of Honor, awarded to Emmett Till and Mamie Till Mobley, by the U.S. Congress in 2022. The -- the Parkers are just remarkable people. Examples of strength and grace. A loving marriage of 57 years. Incredible lives of service and purpose, leaders by example. And it's an honor to -- to represent the -- the Village of Summit it's -- it's an honor to be a small part of -- of this story and history that we have to continue. And all I can say is, you are the best of the 11th Senate District, you're the best of the State of Illinois, and you're the very best of America. Thank you for everything.

I very rarely will instruct him to do anything, because Howard used to be -- used to hold a special role in our State, that being the Command Sergeant Major of the Illinois National Guard. For those of you who aren't familiar with the Command Sergeant Major National Guard, they are the Senior Enlisted Ranking Member in the entire State of Illinois. He commanded over 20,000 troopers, deployed them over to Iraq, Afghanistan, Poland, throughout Europe. The -- the -- as amended, Senate Bill 24 -- 1424 provides that a county with a population of between 500,000 and 600,000 inhabitants may lease vacant county owned real estate structures and facilities if doing so -- so promotes economic development, job creation, or community revitalization is -- and does not interfere with existing public services. This requires the County Board to pass by three-fourths vote an ordinance authorizing the lease. The bill also prohibits leasing property -- properties currently used for government services, as well as any lease that will result in the elimination or privatization of existing government services. Lastly, it has a five-year sunset.

Last year we had a bill come out of the House in a bipartisan manner, passed the Senate in a bipartisan manner to really reform practices that were taking place in a lot of counties. I feel like this legislation flies in the face of the good ethical reforms that we made last year. Yeah, this -- this contradicts legislation that was passed last year and signed into law. For instance, and -- and what scenario is it good for government to enter into a 98- or 99-year lease with a private enterprise?

Senator, let me -- let me clarify what is existing law. The county board, this is existing law. The county board may lease real estate acquired or held by the county for any term not exceeding 99 years and may lease the real estate when, in the opinion of the county board, the real estate is no longer necessary, appropriate, required for the use of, profitable to, or for the best interests of the county. The county to lease shall be exercised by an ordinance passed by three-fourths of the full county board, then holding office at any regular meeting or at any special meeting called for that purpose. This is existing law right now.

I'm not sure, I'll have staff look into that regardless. We are going backwards. So, my question stands in what scenario is it good. Let's -- let's say forget the county board. Even though I know this is specific to county board. Let's say it's the State Legislature. We have all these people sitting here in the State Legislature. None of us are going to be sitting here 98 years from now. How is it good that we would tie the hands of everyone in this legislature by leasing property to a private enterprise for 98 years. That's not government's role in society. That's not transparent. It ties the hands of future government. There's no scenario where that -- that's good. Why would we why would we want to see that happen?

Senator, I just read you the law. This is existing law right now. So, I -- I mean, I don't want to go. I've asked and answered your question. This is existing law. What I read right now, what I am proposing is very narrow, and it's being between a population of 500,000 and 600,000 inhabitants. It may leave vacant county owned real estate structures and facilities, if doing so promotes economic development, job creation, or community revitalization and so does not interfere with existing public services. This is much narrower than what is existing law.

So, contrary to what the sponsor says, the question was never answered. She can talk about existing law. My question is, if -- if this only does what she claims, why would you want to codify this? It is not the role of government to enter into leases for 98 years, or 99 years with private sector groups. I mean, it is an ethics time bomb. Okay. Second off, if the property is no longer useful to government, then the government should sell the property, not enter into being a real estate development company. Okay. Third off, why is it exclusive to counties between 500,000-600,000 people? If it was such a good idea. Why can't the counties smaller than 500,000 do it? And why can't the counties larger than 600,000 people do it? This is what's wrong with legislation like this. It's bad government. It's not the role of government, and it's clearly designed for a specific issue. And we want to pretend like it's some great idea, but we're in the business of government. Our counties are in the business of government. We're not in the business of being real estate owners. We're not in the business of being real estate developers. We're not in the business of being landlords. This is an ethics issue. It's a transparency issue. If counties don't need the property, they can get rid of the property. I urge a No vote and let's have government focus on its core functions.

What Senator Peters is not answering is that there is confusion, and the groups have spoken in public about it. We have 27 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 the Illinois Railroad Association, the Illinois Chamber of Commerce, the Illinois Construction Industry, the Contractors Association of Will and Grundy counties, the UCA of Illinois, and Illinois Association of Aggregate Producers, and the NFIB. The reason they are opposed is we have federal OSHA laws. They preempt State laws. That is the law. That's the facts. If we are as a State and other states enact laws that vary from this OSHA standard. Whatever it is, whenever it is, we are going to find employers that do multi-state business. In a very difficult situation where the State of Illinois may sue them for injunctive or declaratory relief because they don't know which law to follow. They don't understand the laws. We are a State that depends on business to help fund this State through taxes, fees, employment of our citizens. If we make ourself at a disadvantage to attract business or allow the businesses in this State to not know how to operate and to avoid State law conflict when they're trying to follow federal law conflict, we are going to have quite a state of confusion. And it's -- it's a disadvantage to every business in this state or any business that might want to do business in this State. And it's a bad bill for Illinois. So, with that, I would urge an absolute No vote. This is a bad bill. Thank you.

This streamlines the process of being able to have a commercial applicator or operator apply for a license or renew their licenses. It streamlines the process. It's an agreed bill with the Department of Agriculture. The industry has actually asked for this fee increase so that they could have this special provision for the licenses. It's a good agriculture bill, and I would happy to answer any questions.

I just want to thank Senator Koehler for bringing this bill. Our farmers in our area have reached out to me and said they want this desperately. They're so busy in the field, they don't have the time to go about taking those tests annually. Having that offered for that three-year period in a continuing education factor is extremely helpful. Not only do our farmers support this, our soybean growers, our fertilizer and chemical companies, which they also have to take that testing. We're just really, really happy that this is being done and our farmers thank you, Senator Koehler. That's all.

But essentially, the bill really is about a conflict between federal wage and local wage, and really what it says is that whenever the conflict exists where we should defer to the local wages, as we know, prevailing wage is nothing more than the collective bargaining rights and wages of local unions. We know that the prevailing wage of the United States Department of Labor, they're lagging right now, roughly 30 months. And that -- that means that the workers on these jobs are roughly four-dollars and forty-five cents an hour behind on their wages. And so, this bill just looks to reconcile that issue whenever that conflict exists.

Federal Davis-Bacon Rules apply when federal funds are utilized, and a lot of folks believe that the Supremacy Clause applies to all federally funded projects. What -- what are your thoughts on that?

So, Senator Plummer, we have guidance on that from the DOL. And it says where a construction project receives both federal and State or local funding, the project may be subject to both Davis- Bacon prevailing -- prevailing wage requirement and State or local laws that similarly require payment of prevailing wage rates set by the State or locality.

So, if -- if legal, this will undoubtedly drive-up costs for federal projects in Illinois, which would theoretically incentivize the federal government to invest their dollars in other states rather than Illinois. I guess my question would be, you know, what -- what are your thoughts as to that potential concern? And then secondly, the business community claims that this obviously is going to limit resources. So, as we all know, there's a lot of areas in Illinois where we could use some federally funded projects, but $10 million here, $1 million there, $100 million there, it only goes so far. If we drive up the costs, we're going to be able to get fewer projects done, thereby harming our constituents. Thank you for the question, Senator, but that -- I really don't think that's the issue, other states are currently doing it. Missouri Department of Transportation, right now, implements this. Minnesota, California, and Washington are among three other states that right now implement this very -- legislation that we're looking at trying to enact. And I -- I just don't see where the issues lie. I -- I -- I -- I -- we've talked to the opponent, I understand their concerns, but we don't see it play out in real time with these other states.

Well, Senator Belt, since you haven't seen it play out in real time, let me play it out in real time for you. It is more expensive to do business in Illinois than it is to do business in our surrounding states. Therefore, there's more money being invested in the surrounding states by private enterprise. Illinois has a higher unemployment rate than our surrounding states because it's more expensive to do business in Illinois. Illinois is way behind all the other states in job creation, because it's more expensive to do business in Illinois. And so what this bill does, 43 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 is it makes it more expensive for the federal government to invest in Illinois. Therefore, they're going to invest in other states where their dollar stretches further, where they can get more road projects done for the same amount of money, where they can get more bridges built for the same amount of money. And so, we're living in a State that personifies, in real time, how the economy falls backwards and jobs disappear when it's more expensive to do business. This bill drives up costs for the federal government to invest in the State of Illinois. Thereby, we're going to create fewer jobs in Illinois. We're going to make it more expensive for projects to take place in Illinois, and we're going to see fewer projects that would help our constituents in the State of Illinois. This bill federalizes problems that we've been fighting in the State for a long time. I urge a No vote.

Senator Bryant, we have tried, but we just cannot land the plane around -- at the end of the day it's $4 and -- approximately $4.45 cents per hour that these people -- laborers and that these workers are missing, per hour. This legislation really is about fairness, it's about fairness to your neighbors, the people who live in your communities, about getting the -- the -- the fair wage that they deserve and leaving four… I don't know about you, but for me, leaving four hours {sic} (dollars) and $0.45 per hour on the table. It's not fair. And we can do better in this bill looks to remedy that.

The contractor shall, on a classification- by-classification basis, pay whichever prevailing wage is higher for the same type of work in the project's locality. Moral values play a critical role in professional life with decision making, teamwork and moral behavior. This bill seems to increase the power of the Illinois Department of Professional and Financial Regulation to increase temporary licenses with less criteria. While I appreciate the desire to speed up the time that it takes for these various professional license professionals to have the ability to practice, moral standards do matter and should not be removed as a qualification requirement. Removing good moral standards for jobs as important as social workers and therapists seems to be counterproductive to their work. We don't need another quick fix; we need structural change to increase IDFPR's effectiveness allowing those seeking licenses to be able to provide vital services to their communities without lowering the standards. For this reason, I'll be voting No.

This is personal for me, as a father of 6 and one of my sons -- having the autism spectrum. He's now studying abroad in Japan, doing incredibly well and I'm so proud of the young man he's become. But I have to be honest, getting to this point was not easy. Like my parents, I remember sitting in meetings where decisions were being made about his education, and while the professionals in the room meant well, I often felt like I needed someone by my side, someone to help ask the right questions. That's what this bill is about. House Bill 1366 makes sure the schools let parents know they have the right to bring someone with them to an IEP meeting, an advocate, a specialist, or just someone who knows the child well and can speak for them. Alpha-gal is a potentially life-threatening allergic reaction triggered by a tick bite. For those affected, something as simple as eating a hamburger can lead to a medical emergency. This condition is rapidly growing. In fact, the CDC recently identified Illinois as one of the States with the highest prevalence of alpha- gal syndrome in the nation. The CDC estimates alpha-gal syndrome may be affecting as many as 450,000 Americans, most of whom remain undiagnosed. In 2024 alone, over 250 cases recorded in Illinois health records. But there's still no alpha-gal information available on the Department of Public Health's website. Despite its growing impact, most patients wait years for a diagnosis. Many physicians are unaware that it even exists. Patients report suffering for years before finding answers. As Chair of the Illinois Legislative Senate Black Caucus, I've made it a priority to focus on equity, not just in theory but in policy and this bill does that. House Bill 2517 will require health care professionals who provide maternal health services to complete at least one hour of implicit bias training, training that includes an understanding of the risk facing Black and Indigenous women and others from marginalized communities. We're talking about real lives here. Real people. Black women in Illinois are three times more likely to die from pregnancy related causes than white women. This is simply not acceptable, and it's not a mystery. It's about how people are treated. Who gets listened to and whether their pain is believed. This bill doesn't ask for a heavy lift. It asks for awareness. It asks for education. It asks providers to take one hour to better understand how to care for every woman, regardless of race or background. This is the kind of work that moves us forward towards a health care system that's more just, more responsive, and more compassionate. Colleagues, I urge a Yes vote on 25 -- House Bill 2517. The bill changes references of child pornography to child sexual abuse material through Illinois law. It provides that this name change is not a change in meaning, definition, statutes, or application of the laws of the State in 81 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 49th Legislative Day 5/21/2025 all previous references to child pornography are now encapsulated in child sexual abuse materials. The bill also amends the definition of when a victim is "unable to give knowing consent", to add that it includes, but is not limited to, when the victim was asleep, unconscious, or unaware of the nature of the act, such that the victim could not give voluntary and knowing agreement to the sexual act. House Bill 2690 extends the statute of limitations for the offense of grooming for a victim under the age of 17, from three years to ten years after the victim attains the age of 17. It expands the offense of grooming to provide that someone commits grooming only if they are five years or more older than the child, or hold a position of trust, authority, or supervision and relations to the child at the time of the offense, and expands the conduct for which someone could be convicted of grooming to include engaging in a pattern of conduct that seduces, solicits, lures, or entices a child to engage or participate in an unlawful sexual conduct for the purpose of sexual gratification or arousal of the victim, the accused, or another. The bill also adds additional offenses to the list of offenses for which the prior sexual activity, or the reputation of the alleged victim or corroborating witness is inadmissible, and to the list of offenses for which evidence of the defendant's prior commission of another offense or offenses may be admissible. Finally, the bill amends provisions concerning a victim's use of a facility -- a facility dog while testifying in a criminal proceeding. I know of no opposition. I ask for an Aye vote.
