Thank you. I actually have a bittersweet announcement. So, the bitter part of the announcement is that McKenzie Wade, who is my LA, is leaving me here in Springfield, as of the end of Session. And as you all know; you probably see McKenzie. She's amazing. I've been in this role for about 4 and a half years, and McKenzie has been right here with me. I think I've filed about over 200 and something bills, and she's kept up with me. I mean, maybe I'm exaggerating a little bit. Oh, it's higher. Higher. And she kept up with me, you know, and I often say, someone, you know, when you 3 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 52nd Legislative Day 5/27/2025 work with people, their energy has to match yours. I'm really blessed. She's been with me for, again, the 4 and a half plus years, even when certain people have tried to poach her and she stayed with me. Now, the sweet part. And this is good. She's coming to the district office, so she will be right working with me in the district office as the District Operations Director. I'm so glad that she will stay with me. And please join me in welcoming McKenzie, the best of luck in the district office and just wishing her well and thanking her for her service here in Springfield.

It's with great pleasure that I welcome my constituent, Evan Short, who is a rising Junior at the University of Illinois Urbana-Champaign, who's here today to observe the legislative process firsthand. Evan is currently studying Communication and Psychology with a minor in political science. In addition to his studies, he is academically involved in the Undergraduate Psychology Association and the LAS Honors program as a James Scholar. In his free time, Evan participates in the Illini Speech Debate, where he served as Speech Chair this past year. He is also an active member of the Illinois Climbing Club, and plans to participate in the U of I's mock trial program in the fall, as well. I'm honored to have him here today as part of the Page-for-a-Day program, and I would ask for a warm welcome from the Senate.

Today, I rise to recognize an extraordinary advocate and introduce a remarkable constituent who embodies strength, determination, and hope: Joanne Dalessandro, joined by North Barrington Mayor Eleanor Sweet McDonnell. A lifelong Chicago resident, Joanne grew up in Riverside and now proudly calls Barrington home. After a distinguished 50-year career in the building materials industry, Joanne was diagnosed earlier this year with Facioscapulohumeral Muscular Dystrophy - commonly known as FH -- FSHD. Despite this life-altering diagnosis, she continues to face each day with resilience and purpose, becoming a powerful voice for those affected by this very rare disease. FSHD is a rare, progressive genetic disorder that weakens facial, shoulder, arm, leg, and core muscles. It robs people of independence and there is no cure right now. But despite this diagnosis challenges, Joanne has chosen not to retreat but to lead. In 2024, she organized the nation's largest FSHD Society Walk, raising over $110,000 with her team, Joanne's Warriors. Her advocacy helped secure June 20th as the official FSHD Awareness Day in Illinois - and this year, for the first time, Chicago will light up orange with the words CURE FSHD across the skyline in recognition of that day. Joanne has a history of breaking fundraising records - she once helped raise 6 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 52nd Legislative Day 5/27/2025 over $800,000 for the American Cancer Society - and now she's using that same energy to support those affected by FSHD. She's proof that advocacy doesn't stop with a diagnosis. I am proud to sponsor this resolution in her honor, and I invite all of you to join me in standing with Joanne and the entire FSHD community in their fight for a cure. I rise today to honor the over 750,000 American military we have lost in our nation's history since 911. Hundreds of them just from Illinois alone, fighting and serving and sacrificing so that we may be free. And I wanted to offer one quick thought on that, as I know some of those men, some of those families who sacrificed 8 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 52nd Legislative Day 5/27/2025 their lives. And that thought is this, I believe we carry the weight of those lives as we move forward with our own. It's something I feel personally, I know many military members do you wonder what would their lives have been? You see their children grow up. You see their families go on. What would they have accomplished? What would they -- would they have experienced? And I feel, we, as Americans have a duty and a responsibility to live our lives and conduct ourselves in such a way as to bring honor to the sacrifice they made, that our nation might be what it is and continue to grow and become better. And that is part of what -- of what we here do in this Body. And specifically, I want to mention four soldiers I served with. We -- we take pride in keeping their names alive. So, I'm going to say four names from 2005 and honor them, their names, their sacrifice and their families. Benjamin - - Captain Benjamin D. Jansky, Sergeant Kendell K. Frederick, Sergeant First Class Matthew R. Kading, and Sergeant Gary Eckert, Jr. we called Andy. I honor their sacrifice. I honor their service. I honor their families. We honor those sacrifices. And in this -- this Memorial Day, we will conduct ourselves in a way that honors their memory, in a way that honors their sacrifice and moves our State, our nation, forward into one that they could be very proud of. Thank you.

Thank you, Senator Arellano. That was well said, as was Senator Wilcox yesterday. I was at Memorial Day yesterday as well, and I learned a few things there. One is that the families I know 9 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 52nd Legislative Day 5/27/2025 in my town who lost children and a husband in war carry those holes in their souls forever. And I'm talking about people that lost people in Vietnam, in Afghanistan, in Iraq. They carry those -- those holes and they carry that weight. And they are also casualties of war. I -- I work with homeless, especially veterans. I -- I met a guy not yesterday, but not that long ago, who was clearly in distress, and I could tell. I walked up to him and I said, is there any way I can help you? He stood at attention, tears streaming down his face, and said, I'm a Marine. I don't need help. I -- I -- I also am on the prowl often in my town to find homeless. I saw a guy sleeping under a bench kind of back in the bushes, and I walked up, and I was about to say, how are you doing? And he jumped up and hit his head and jumped up in a state of panic. And I knew that he'd been in a state of high alert for who knows how long. I know a lot of those people. I used to drink with them. Those are casualties of war, too. So, I -- I agree with the -- with the Senator we should honor all those who are lost. I think we need, at least I need, to expand my heart to honor all those who suffer as casualties of war and all their families. Thank you.

Thank you, Mr. President. And I appreciate the -- the words of -- of my colleagues that were -- were -- were powerful. You know, I think whenever you look at the calendar, if there -- if there's one day that has to remain sacrosanct in this, in this country, in this world, it's Memorial Day. And I think as elected officials and leaders, we all -- we always have to use that as an opportunity to remind people that it's not -- it's not Veterans 10 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 52nd Legislative Day 5/27/2025 Day. It's not Armed Forces Day. Memorial Day is a day that we remember, honor those who paid the ultimate sacrifice. That day's all about them. Only about them, only about them and their families. Those people pay the ultimate sacrifice, to this country so that we can always live under a -- a free flag. I would be remiss if I didn't use this opportunity as a call to action of saving veterans' lives and making sure that we're addressing veteran suicide as the national emergency it is and doing everything -- everything we can to -- to -- to save lives and prevent suicide among the veteran community. Oftentimes from -- from guilt, trauma and -- and scars from -- from combat. And finally, just to echo a little bit of my -- my colleague from the other side of the aisle's comments. I don't know what we can do, in terms of being worthy of that sacrifice. I think no matter what we do, we come up short. But all I think we can do is double down and -- and dedicate ourselves to -- to service. Service to our communities, to our State, to our country and try to make things a little bit better and really just try to live lives of -- of honor, lives of purpose and service, to honor those who paid the ultimate sacrifice and -- and try to be worthy of that. I thank you, Mr. President. And I would ask this Body to -- to please take a moment of silence.

I walked through a county courthouse square. On a park bench, an old man was sittin' there. I said, "Your old courthouse is kind of run down." He said, "Naw, it'll do for our little town." I said, "Your old flag pole is leaned a little bit, And that's a ragged old flag you got hangin' on it." He said, "Have a seat", and I sat down. "Is this the first time you've been to our little town?" "I think it is". He said, "I don't like to brag, but we're kinda proud of That Ragged Old Flag. "You see, we got a little hole in that flag there, When Washington took it across the Delaware. And it got powder burned the night that Francis Scott Key sat watching it, writing "Oh Say Can You See." And it got a bad rip in New Orleans, with Packingham and Jackson tuggin' at its seams. And it almost fell at the Alamo beside the Texas flag, but she waved on though. She got cut with a sword at Chancellorsville, and she got cut again at Shiloh Hill. There was Robert E. Lee, Beauregard and Bragg, and the south wind blew hard on That Ragged Old Flag. On Flanders Field in World War I, she got a big hole from a Bertha Gun, She turned blood red in World War II. She hung limp, and low, a time or two. She was in Korea, Vietnam. She went where she was sent by her Uncle Sam. She waved from our ships upon the briny foam and now they've about quit wavin' back here at home. In her own good land here she's been abused. She's been burned, dishonored, denied an' refused, And the government for which she stands has been scandalized throughout the land. And she's gettin' thread bare, and she's wearin' thin, but she's in good shape, for the shape she's in.
