He crushed it with a graduating class of 21, I think. So -- so they're getting bigger. He is attending the University of Illinois and studying agriculture and consumer economics, and he will be working in the district office this summer. And I will note, I'll give him a special shout out here. So, he was here earlier this year. His first time at the Capitol was when U of I students came down with the College of Aces for one of the Agricultural Lobby Days, and he cornered me there and talked about the possibility of interning. So, shout out to his tenacity and perseverance. His reward will be spending some time in the 37th District, doing district work, and interning with us. So, I would like to welcome him to the Floor.

Ladies and Gentlemen of the Senate, I have two very special guests here from the 2nd District. With me today, is Billy Ocasio and Miguel Cotto. Billy Ocasio is the President and CEO of the National Museum of Puerto Rican Arts and Culture. Miguel Cotto is a project manager of -- of their great staff there. They are here today because in the 2nd District of Illinois, and I want the Members to know this. If you're not familiar, we have what is considered to be the 79th Municipality of Puerto Rico of the Island of Enchantment, right here in Illinois, right here in Chicago. And that 79th Municipality is in the 2nd District. It is called the 5 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 53rd Legislative Day 5/28/2025 Community of Humboldt Park. By sailboat equal "Bassi Boriqua Barrio Borinquen." And we have that with pride. As many of you all know, I come from ancestry that is -- that is Puerto Rican. I myself was born in Chicago, but my parents were both born in Puerto Rico but have spent their lives in Barrio Borinquen, and I -- and I look at this -- this flag in front of me and this artwork in front of me with great pride. But they're here to celebrate the -- the anniversaries of -- of the museum. And -- and -- and also if you go in Barrio Borinquen and if you go in the 2nd District, one of the highlights is that you go down Division Street from Western, heading west into the City. You see the largest flags, Puerto Rican flags in the world. Steel flags that over -- over -- that go over the Street of Division, and they have been there for 30 years. The National Museum of Puerto Rican Arts and Culture stands as a beacon of cultural pride, showcasing the extraordinary contribution of Puerto Rican artists from the island across the diaspora. Amplifying their voice in history through exhibitions, education, and community engagement. I usually don't like to -- to read off of things, so I just talk from the heart. We come from a very tiny little island on the -- on the -- in the globe, but that island has produced so much for not only this country, but for the world and culture -- cultural exchange. One of our -- on every radio station, you'll hear a guy named Bad Bunny comes from Puerto Rico. You -- you might not know a word that he says, but you understand the vibes that he comes from. We have many things that we are proud of, and we're a proud people. And those two people represent what it means to be a Puerto Rican in the diaspora. I will end with this. There is a poem by Juan Antonio Corretjer, an amazing Puerto Rican poet that talks about Boricua en la Luna. It's a -- it's a 6 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 53rd Legislative Day 5/28/2025 poem about Puerto Ricans that left that beautiful island to come call the U.S. home, that we're unable to go back to that beautiful island because of certain circumstances, but that their children are as Puerto Rican as anyone else. And he ends it with this, "E asi la grita albiano yo seria borincano aunque la Luna" that "I would be (Borincano), Puerto Rican, even if I was born on the moon." It might not be on my birth certificate. But is in my roots and is in my blood. Gracias. Thank you so much.

(Representative) I also have standing to the right of me, Miss Joanna, who is also one of my great teammates. Last year, when we passed the Carbon Capture and Sequestration Law in Illinois, colleagues on the Floor had some concerns with the legislation that I said we would continue to work on and do a trailer bill on that behalf. And this bill represents that trailer bill. This bill does a couple of things. First, it brings the date back to the original date. It further clarifies just compensation for landowners, and it gives further protections for surface owners in case their land is hurt or destroyed in the process of laying down a pipeline. I know of no opposition and I would like your support.

The reason is Floor Amendment No. 1 -- or Senate Floor Amendment No. 1 appeared to remove the two-year moratorium. And I want to make sure that there's nothing in this Floor amendment that we're voting on now that would remove that two-year moratorium?

It says it only allows for pipeline construction after June 1st, 2026, and when the Pipeline and Hazardous Materials Safety Administration has adopted final revisions to its pipeline safety rules, and the Commission has verified that the submitted application complies with the pipeline safety rules.

All right. Thank you, Mr. President. So, Senator, there's been a back and forth here, and I just want to make sure I'm clear on this moratorium. So, the original bill had a moratorium you 18 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 53rd Legislative Day 5/28/2025 said hitting until 2026, but this legislation it still has that moratorium taking effect, but it gives also an alternative way in which the moratorium can be lifted, or is that going to be lifted no matter what in 2026, provided certain things have already been met?

The final revisions still need to be adopted. As to -- so - - okay, let me -- let me ask this a different way. The bill passed. It says there's a moratorium for -- until 2026. There was a date that has to be met, but the moratorium is not going to be lifted on that date unless there are additional things that are met, as well. How does this change that at all? And -- and -- and in the way that I'm trying to ask this is, does this bill allow for certain conditions to be met and therefore the moratorium can be lifted earlier than that 2026 date if those conditions are met, or is that date set in stone? It just also includes conditions that must be met.

Okay. So, when you go through to the compensation parts of it, which is what the bill is, I think, trying to address to make sure there's fair compensation for landowners. How does this change that compensation from the original bill, which was very as you know, there are a lot of people on both sides of that issue.

Yes. We worked with the Farm Bureau because they were really concerned with what they felt was some unclear language in just compensation. And I'm not a lawyer, but I consulted the lawyers to find out what exactly it was that that meant. And so, we tightened up the language to make sure that within date certain, they would get a fair price for their property. And Farm Bureau was much more comfortable with this current language than the language in the original bill.

Okay. So now, has the Farm Bureau jumped in support of this? Do they have a particular position on this legislation?
