Thank you. It is a great privilege to rise and to introduce the Heart of the City Sports. They are from my District in Waukegan. And as a former soccer mom and the godmother of Kiki Van Zanten, a professional soccer player, gives me great pleasure to announce the Heart of the City team here. Heart of the City is a soccer-based youth organization serving Lake County, using soccer 5  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 as a vehicle to prepare youth for post-secondary success. Heart of the City students have a hundred percent graduation rate. This past year, thirty seniors graduated from high school and twenty- nine are currently attending college, sixteen of whom play collegiate soccer. This group of young ladies is here, today, is on track to reach their highest potential with support of their community. And each of you here today. So, help us continue to move the needle to what is possible for the youth in Lake County. I would like to introduce those who are here, and we have Francisco Martinez, he's the leader. They brought 13 teachers -- 13 students down and 2 teachers and just wanted to praise the work that they're doing, both in American government and in social studies. So, thank you 6  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 to the National Honor Society for coming down to the Capitol. I also would like to introduce Mariah Feeney, who is a dedicated case manager serving individuals experiencing homelessness in Will County. She is my "Page for the Day" today. She began her journey in social services as an intern and has grown into a full-time permanent role, where she conducts outreach, assists clients with housing assessments, and connects individuals to permanent supportive housing and critical community resources. Mariah is currently pursuing her education and Human Services and Addictions Counseling, with plans to earn her Bachelor's and Master's degrees in Social Work and Education. Her long-term goal is to teach at the college level while continuing to advocate for the vulnerable populations in our community. Please join her in welcoming -- a Senate welcome to Springfield.

She's a sophomore at Bradley University. She's studying political science, psychology with a minor in legal studies. She plans on going to law school after her graduation. And she does do a lot of constituent services in my office, and I'm very appreciative of that. She intends on going to law school afterwards. I hope we can, at some point get her back here to Springfield but please help me in welcoming Kate Viglione.

They partner with law enforcements, courts, healthcare providers and policymakers to drive real solutions through their program, consulting and advocacy. Thank you. I would like to introduce today my amazing "Page for the Day", Sam Rivera, who is behind me in the gallery. Sam is a junior at New Trier High School. He is involved in so many things; you can't believe it. He plays baseball, football, part of 10  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 the Boy Scouts, and, fun fact, he is currently working on his private pilot's license. Yeah, isn't that kind of incredible? So, some of the activities he's involved in he is part of the Chicago Executive Flight School, as a student; Boy Scouts of America Life Scouts, Experimental Aircraft Association Member, New Trier Football, New Trier Baseball, New Trier Night League Basketball, and he also works for Buddy Baseball. And if you're not familiar with what Buddy Baseball is -- is it is students who work with other students who have developmental disabilities, and allows them to play a very competitive and very compelling game of baseball together. He also works at the Illinois Baseball Academy. As I said, he is a junior, and now he is looking forward to applying to colleges in the future. So, please help me give a warm welcome to Sam Rivera.

Through the Illinois Emergency Management Agency and Office of Homeland Security, alongside local Emergency Services and Disaster Agencies, our State maintains a strong and coordinated emergency response system, ready to act before, during, and after disasters. Their network is strengthened by nationally recognized mutual aid networks like the Illinois Public Works Mutual Aid Network, the Mutual Aid Box Alarm System, and the Illinois Law Enforcement Alarm System, ensuring rapid response, resource 11  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 sharing, and coordination when it matters most. At a time of increasing severe weather and evolving threats, their commitment to preparedness and resilience has never been more important. I want to invite the Members of the General Assembly to an emergency management equipment exhibition tomorrow, April 16th, from 10 to 2 p.m. on 2nd Street and Capitol Avenue. They'll have the streets blocked out, over here, east of the Capitol, where you can meet these professionals and see their work firsthand. Today, we recognize their service, their professionalism, and their unwavering commitment to the people of Illinois. And I just want to make a side note that we just had a pretty bad tornado, went through the Kankakee County area about a month ago, and the amount of response time and the services they provided -- if you talk to my local mayors and the local county officials, it was very impressive and needed. And I appreciate the work they do, so I invite everyone to go out and swing by and see what their exhibits look like tomorrow from 10 to 2. Thank you.

He helps in his local community by working inside his mosque. He plays soccer, which is, he said, "another kind of football". And he's planning on becoming a pilot after he finishes up his studies in school. And also, an Iman, studying his religious faith -- Muslim religious faith. So, I wanted the Senate to give him a warm welcome here to the Senate Chambers.

Madam President, today I rise to honor a man who meant so much to the south suburbs and to our communities that being Coach Jerry Grohn. Coach Grohn passed away on March 24th after a courageous battle with cancer but his legacy will live on far beyond the football field. For more than four decades, Coach Grohn dedicated his life not just to the game of football, but to building young men. He believed that the game was never about wins and losses, it was more about discipline, character and brotherhood. He called his players "Warheads", a name that stood for toughness, unity, pride. And if you were lucky enough to be coached by him, you didn't just gain a coach, you gained a mentor, a role model, and a lifelong supporter. Coach Grohn had a rare gift, the ability to push you to be your best while also making 14  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 sure you knew that you mattered. He built teams, he built State championships, but most importantly, he built a family. And to his wife, Julie, his son, Brenden, and to all who loved him, we extend our deepest condolences. I rise to -- June -- 23rd, would make almost two years before a really good friend and brother of mine, and Constituent Commissioner Dennis Deer, passed away and, you know, this life is not fair because he left his wife, Barbara Deer, his two sons who were twins, Kaleb and Kanan Deer, and his daughter Trinity, and a granddaughter that he didn't even get a chance to know. And yesterday, I got a phone call, an unimaginable phone call. To hear the news that his beautiful wife and son was found in their home on the West Side in the North Lawndale community. Some of you might see the headlines, and what I would tell you is do not assume. Do not place this family in a category -- they're a good family, they love their community. The community still hasn't healed over Commissioner Deer and my heart is so heavy right now because Kaleb literally reached out a week ago and just always text and say, "Hey TT, are you okay?" And I asked him, "was he okay?" And he said. "Yes, he's fine". You never really know what a person is going through, especially with young black men who live in this world where they carry so much on their shoulders. And Barbara Deer, was still carrying on her husband's legacy with the Juneteenth, Illinois, with the mental health work that he's done and she was really just pushing forth. She always showed up, smiled, I mean, this woman went back to school. She got a degree, she just kept living life. She was living for her children, her grandbaby, her son, her daughter, you know, she's in college. And no matter what the headline says, remember that this family is loved. They love their community; they grew up in that community, they poured so much back into it, and this is a hard pill to swallow for the West Side of Chicago, because everybody who knows 17  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 the Deer family knows who they are in their heart. And I'm really trying to wrap my mind around all of this, but I would ask that you all take a moment of silence -- for the entire Deer family. Lift them up in prayer, to really lift up Kanan and Trinity, because they really need the love right now and moving forward and -- thank you.

Mr. President, I was seeking to speak on behalf of the Deer family. I'm -- I'm -- I'm heartbroken as well, and Dennis Deer was a public servant that all of us would be proud to be a colleague of, and his wife continued the legacy for the last two years and their son Kanan just sent me a Happy Easter text, and I sent my love to his mother -- his mother, I'm totally devastated and that a lot of our children are suffering. And it's this population of young black children who during COVID, they, they were no longer educated for years, they were pushed through high school and they're having challenges finding their way. And it's something that has to be done. I know he loved his mother; I don't know what happened, I just know I woke up to this horrific news. And I just hope that at some point, this Body really gets serious about mental health supports and know that it can happen to any of us. I know you already had a moment of silence, so I would ask all of those who pray ,in any way that you pray, if you could just pray for the strength of Kanan. It was his twin brother and his sister to push through, losing their mom and brother and just lost their dad. And 18  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 in such a tragedy, Kanan is always around this Chamber. He's worked here, he's only twenty-three years old, and he's -- working for the Superior Ambulance in their Legislative office. Thank you.

Thank you, Mr. President. My heart is also heavy, I was very close with Dennis Deer, and his district spanned from the South Side to the South Loop to the West Side. And he also represented my district, and I was very close with, with his widow Barbara, as well, and he and I and his boys had in common that we all graduated from -- from Jackson State University, you know, and it's just a great loss. We don't know exactly what happened, we have speculations, but we don't know exactly what happened. And so, I too would like to ask that we keep the Deer family in our prayers. As amended, Senate Bill 2295 defines employment social enterprise as a nonprofit or for-profit organization that demonstrates a mission to provide employment and social supports to individuals with a barrier to employment and provides service or produces or assembles goods. It also adds references to employment, social enterprises, to the definition of the Office of Economic Equity and Empowerment, and provides that the office may enter into contracts with ESE as service providers for workforce development, business training, and economic empowerment. The bill does not mean that DCEO is just going to willy nilly give grants. It just basically opens it up to these employment social enterprises to be able to actually apply for these grants. Senator, I don't have the data on hand, but what I can tell you anecdotally with working with the advocates on this bill, there are several entities throughout the State that work with particular populations to try to help them gain employment, whether it's returning citizens, you know, first gen low-income people to provide them workforce development opportunities. And oftentimes they're doing that work, workforce development, but they're not always eligible because they're not necessarily a 501c3 to apply for these grants through DCEO. So, this is just opening it up specifically to these types of entities that are wanting and already doing this work to be able to apply again, doesn't make DCEO give them the money, it just allows them the category to be able to be included in the -- them being able to apply for these workforce development grants.

Senator, we're not talking about hundreds of thousands of people. Again, this is just including one extra parameter of -- of these type of entities that are already doing this work. But again, it doesn't mean that DCEO is setting aside a certain amount. They have to go through the same application process, the same nofo process that every other entity, you know, a 501(c3) already has to go through. They still go through the same application process. There is not set aside money for them; they still got to go through the process just like everybody else.

I can't speak for DCEO, like I said, this isn't a specific designated amount. This isn't like a separate program. Again, these entities, these ESCs, are still going to have to go through the same process for workforce development as anybody else. If they're not, you know, up to par with their grant application, you know, they still got to go through the process just like everybody else, and it's up to the reviewers, it's up to the process that DCO has. 30  STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day 4/15/2026 But again, this isn't a separate pot, this isn't a separate anything, they're just going through the process. So, when we're talking about expansion, this, this isn't that where we're expanding it to include hundreds of thousands of entities. This is literally people that are already doing the work, they just want a fair shot at being able to get access to funding and again, still be able to do it in the same process that everyone else that's already eligible for these grants has to go through.

Thank you, Madam President. Ladies and Gentlemen of the Senate, Senate Bill 1454 creates a system of automatic enrollment for Chicago police and fire, and municipal employees. So, it gets all of the employees of the City of Chicago automatically enrolled in deferred compensation savings through their employer, the City of Chicago. This is a program that has been instituted here in the State of Illinois. And given the austerity of tier two pension benefits, it helps our employees be prepared for their retirement by taking the initiative out of creating retirement -- additional retirement savings, by automatically enrolling those employees in deferred compensation, giving them the option to opt out if they wish. This has been wildly successful in Illinois prior to automatic enrollment. Approximately twenty-eight percent of our employees participated in supplemental retirement savings. Now we -- since the advent of automatic enrollment, approximately ninety- five percent of our new hires are continuing to not only participate but escalate their savings year after year. So, it's a good program; I know of no opposition. I'd be happy to answer any questions, and I respectfully ask for an Aye vote.

Thank you, Madam President. So, Senate Bill 2756 is an expansion of a bill that we passed a couple of years ago. We -- we passed a bill where we could use centerfire, center rim, straight walled rounds in a rifle for deer hunting. It's been a very popular program, we have about sixty-three to sixty-four percent of our youth using those -- that round now for -- for deer hunting. This bill simply expands it from one round to three rounds. DNR is fully supportive, I'm happy to answer any questions.

Thank you so much, Madam President. As amended, Senate Bill 2741 amends the Criminal Code of 2012. It amends the offenses of harassment by telephone and harassment through electronic communications to provide us a violation of either offense, depending on whether the harassment is perpetrated by phone or through electronic communication. Making any comment, request, suggestion or proposal that's known or intended to cause another person significant emotional distress and would cause a reasonable person to experience significant emotional distress or threaten injury to the property of a person or the person at the call number and to any of his family or household members. Prior to this bill passing, any of this harassment through electronic means had to have a sexual connotation. So, in other words, the -- any harassment of somebody in order to be a criminal offense had to have a sexual harassment. The problem was, is there were cases that they were finding where somebody literally spends days texting another person and telling them things like - you're ugly, you're useless, everyone hates you, go kill yourself. And these were not perceived as something that they could charge with cyberbullying. So, this law actually will change that.

This is a device that persons with epilepsy are able to get. This legislation strengthens the Parent Teacher Advisory Committee process, ensuring that those closest to the classrooms - Educators and families have a real voice in shaping school discipline policies. It requires those policies to be reviewed annually, not just written once and forgotten, so we can continuously evaluate how they're impacting both students and school personnel. It also improves communication and accountability by expanding reciprocal reporting guidelines. When there are serious incidents involving school staff, that means better coordination, better awareness, and ultimately safer schools. I want to be clear; this is not about punishment at all, it's about prevention, transparency, and fairness. We know discipline policies, when done right, can reduce harm, keep classrooms focused on learning, and ensure that both students and educators feel protected and respected. Senate Bill 2918 is a thoughtful step forward, one that brings collaboration, oversight and common sense into how we manage school environments across Illinois. Thank you, Madam President. In Illinois, we estimate forty- two percent of women and twenty-six percent of men will face violence from an intimate partner at some time in their life. And in 2024, over sixty-two thousand petitions for order of protection were filed in our State. In a domestic violence situation, the risk of lethality increases with several different factors. This legislation sets up lethality assessments that will be conducted by law enforcement person when they appear at a domestic violence call. It does -- this bill does provide for training law enforcement, and it does provide for local departments to create their own assessment tool. Many departments already do some variation of this. This is something that should be Statewide since domestic violence is Statewide. I am happy to answer questions. This was developed at the hands of the Illinois State Police and the Illinois Coalition Against Domestic Violence.

Senate Bill 3111 is an initiative of the Cook County Office of the President, and it is intended to provide counties with practical flexibility in managing their law libraries, recognizing that limited short term closures may occasionally be necessary to ensure efficient operations rather than requiring law libraries remain open whenever the court is open. This -- the bill intends to allow the closures due to operational necessity or by decision of the County Board, enabling counties to address staffing, maintenance or other administrative needs for a few days out of the year. The measure also modernizes oversight of the law library fees by authorizing appropriate county offices beyond the County Treasurer to manage those funds. It provides that the rules and regulations of the Department of Corrections shall provide that sentence credit may be awarded to an inmate who has held -- who has -- who was held in pretrial detention prior to his commitment to the Department and successfully completed a county jail or detention facility parenting program, classroom or re- entry planning that was facilitated by a provider. The bill also provides that the Department's rules and regulations shall provide that any prisoner or inmate who is held in pretrial detention prior to his confinement -- to the Department and who engaged in self- improvement programs that are not otherwise eligible activities under the Code shall receive up to a half a day of sentence credit for each day in which the prisoner was engaged in such activity. Lastly, it removes the requirement that participation in a substance abuse program eligible for sentence credit must be full- time and sixty days or longer, and I urge an Aye vote.

A board may take legal action against an owner for unpaid assessments. They cannot unless they have adopted a policy and Senate Bill 3527, as amended, it simply corrects a drafting error, and it provides that a homeowner or condominium association shall not take legal action to collect common expenses if they have not adopted a policy and procedure concerning the collection of unpaid assessments. Senate Bill 3880 is a clarification that individuals with a substance abuse disorder who are charged with an offense are allowed and permitted to receive specialized case management services if those services are ordered by the court. It also allows or requires the program to make periodic progress reports regarding each defendant to the Pretrial Services Agency or the Office of Statewide Pretrial Services, and to report any failures to comply with such a program. There's a, term of art, changes the -- the definition or the reference from treatment to specialized case management as kind of a modernization, that's what it's actually called in the industry. Thank you, Madam President. Senate Bill 3336 is legislation we're putting forward to address the fact that our roads and roadways look very different than they did five years ago. Electric bikes, scooters, skateboards, unicycles and Umemoto's are everywhere in our bike lanes, on our sidewalks, and sharing the road with passenger vehicles. When these devices are operated responsibly, they represent a genuine advancement in how people can move through our communities. But too often they're not, from 2019 to 2022, injuries related to micro mobility devices surged three hundred percent across the country. Here in Illinois, we've seen the consequences firsthand. Most recently, the tragic hit and run involving two teenage women on an e-scooter these are not abstract statistics. There our constituents, our neighbors, our youth. Senate Bill 3336 is a comprehensive measure to address the changing nature of our vehicles and devices on Illinois roadways, while adding uniformity and consistency in the law. We worked with the Illinois Secretary of State to convene several stakeholder meetings, including those that are from law enforcement, advocacy organizations, and, of course, our -- our local municipalities, to close gaps in current law by defining and regulating devices such as electric scooters, skateboards, and unicycles. And furthermore, it also preserves the existing Class 1, 2, and 3 low-speed electric bike framework a lot like -- like the most of the country while adding age requirements to keep riders and road users safe. The community in the United States numbers nearly half a million people, with approximately one hundred thousand residing in Illinois, the largest concentration in the nation. Assyrians have -- Assyrian Americans have shared their rich culture and traditions with neighbors and friends while also serving as model residents and public servants.
