I rise today to recognize a great group of young athletes who made the trip here to Springfield today. Up in the gallery behind me is the Quincy Notre Dame's boys' basketball team. This team had an exceptional season, finishing 2nd in IHSA Class 2A, State Tournament and compiling an impressive 32-2 record, the best in the program's history. This also marked their 5th appearance in the State Final Four and their highest finish to date, which surpassed previous 3rd place finishes in 1999 and 2004. I want to give a shout out to Coach Gregg Altmix for his leadership and to everyone at Quincy, Notre Dame and back home fans who supported this team along the way. It's been a great year for athletics across the 50th Senate district. I also want to recognize the coach's wife, Chris Altmix, who is the lady behind the scenes that keeps the glue together of the team. And I would ask that you please join me in recognizing Quincy, Notre Dame -- Dame Raiders for an outstanding season and remarkable accomplishment.

Tony Nika is the junior high athletic director for Rochester Schools, and they have 9 students that made it to state and 3 students that placed first. 2 -- 2 of the boys brought home IESA state titles and 1 girl brought home an IKWF Illinois Kids Wrestling Federation state title. But I have an announcement next year, the girls state for IESA will be all connected. These 3 exemplary students have superb academic, behavioral and athletic backgrounds and they are Jack Webb, who is our very own Mindy Webb's son. Jack, raise your hand. Illinois 4-H is one of the largest youth development programs in the State, reaching nearly 200,000 young people across all 102 counties through the University of Illinois Extension. For more than a century, 4-H has helped youth build leadership, confidence, and life skills that prepare them to succeed in school, careers, and their communities. The young people with us today represent the very best of Illinois. They are leaders in their schools, volunteers in their communities, and advocates for issues that matter to them. Through 4-H, they gain hands-on experience in areas like agriculture, STEM, public speaking, and civic engagement. As you know, the Girls Lead Program is designed to empower the next generation of Illinois policy leaders and changemakers by showing girls how their voices impact State government. Each of the girls accepted into this program displays a unique perspective and immense leadership potential. Ellie is a 7th grader at Rochester Junior High School where she is a straight A student. She's a member of the school's softball, basketball, volleyball, track and field and Scholastic Bowl teams, and participates in the junior high chorus and jazz choir, she's extremely busy. She's also a member of the Springfield Shock Travel Volleyball Club. She is the daughter of Leah, a school Counselor at Mt. Pulaski Grade School, and Josh, our very own Journal and Calendar Clerk upstairs in the Senate Journal Room. She has an older brother, Jonah, and two dogs, Abe and Frankie. She's not exactly sure what she wants to do when she grows up yet, but she thinks she would like to be either an astronaut, a forensic scientist, or an animal rights attorney. As amended, SB 712 allows a licensed occupational therapist to perform or advertise the practice of applied behavioral analysis, adds that non-licensed owners or operators of federally tax-exempt schools and non-profit organizations may employ and contract with a licensed behavioral analysis to perform services when -- within their scope and allows for this practice to be combined under "related professional services", including under a single professional liability. This is a cleanup bill from a bill that was in 2022, and after implementation of that bill, a few technical and practical issues became apparent. And this bill just simply ensures the law operates as originally intended, with no service disruptions. As the full law is set to effect in January of 2027, I'm open to questions.

So, what this does is it adds some more criteria. This was an amendment that came from the Illinois State Board of Education that complies with federal law. And we will now have an additional pathway for paraprofessionals. I'm open to any questions.

Tragedy that happened to a young family from my district where, young girl had - epilepsy and she had a -- a time where - she had an epileptic episode and sadly passed away. And it's kind of a subset of epilepsy called SUDEP, which can be detected and the point of this bill is to have the Department, which the -- the -- the reason for the amendment 21 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 was worked out with the Med Society and the Department to make sure that we are talking to the doctors and -- and -- and folks within the Department to relay the importance of this, what is kind of rare instances where an epileptic episode can cause a heart arrhythmia and lead to death. So, we are asking for when -- when the Department meets with physicians from around the State, we are asking them to and point them to resources available for patients with epilepsy and just give them an avenue to say, "Hey, this is rare but this might happen, and here are some resources. Here are some devices that you can -- that you can garner to make sure that this doesn't happen." So, I would -- I would politely ask for an Aye vote. Most of this language is based on an agreement that was made between the Secretary of State's Office and JCAR, related to the rulemaking they adopted to implement the original law, and I'm aware of no opposition would appreciate the Chamber's support.

Senate Bill 2836 amends the Governmental Account Audit Act beginning in fiscal year 2027, by increasing the revenue threshold for smaller governments to qualify for four-year audits to 1.4 million, up from 850,000, and providing for annual adjustment of the threshold based on the CPIU. And the Senate Floor Amendment No. 2, it -- it amends this and restates the provisions from the original bill, but it removes the biennial audit provision, which would have allowed most units of government to conduct audits every two years. And so instead, as amended, it retains the language increasing the revenue threshold that allows smaller government to qualify for audits every four years. I know of no opposition. We worked very collaboratively to remove the opposition, and I asked for an Aye vote.

Is that it? Thank you, Mr. President. Senate Bill 2968 authorizes the State Treasurer's Office to establish an investment pool, an electronic payment processing program for non-profit organizations across the State. As you all know, non-profits are the backbone of our communities and they need our help more than ever before. I have about 5000 non-profits in the 30th District. Non-profits operate with a limited amount of resources, and today, the demands on non-profits are greater while the availability of grant funding has diminished. Senate Bill 2968 will benefit non- profits by allowing them to invest in safe, liquid investment vehicles that provide them with better returns and lower fees than what they currently receive through other financial institutions. In addition, non-profits will be able to take advantage of the e- Pay system, allowing them to receive donations electronically through secure and convenient payment channels. The investment pools functions are similar to the Treasurer's Illinois Fund that provides funding for governments which has an -- has been operating since 1975, with more than 1500 participants and net assets over 21 billion. Illinois Funds has seen -- record numbers. The investment pool will allow non-profits to invest their money that will generate substantial interest and have a meaningful impact on 35 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 their operations. Every dollar we make through smart investing is another dollar our struggling non-profit organizations can invest in our local communities, and the needs are great. Local food pantries, youth and community centers, homeless shelters, and other types of organizations will be able to generate interest towards major expenses or purchases in their organizations, whether they would be to repair or upgrade facilities, purchase a vehicle, or being able to hire additional workers. I am confident this legislation will provide a critical service to non-profits across the State, replicating the tremendous success of the Illinois Fund has achieved with State and local government. As many of you all are aware, the Governor vetoed similar legislation last year, and we have been working over the months and have worked on an agreement and reached the agreement with language that we can all agree to. And so, Senate Amendment -- Floor Amendment No. 2 is a technical change and it's adding additional consider -- clarification for some of the concerns that were expressed. And it clarifies that community-based services, and this is a category on page 4, line 1, and it refers to employment-related community services. And I just want to mention that it provides that non- profits are not eligible to participate in the investment pool if they are on certain suspensions or, disbarment or stop payment lists for the State or federal government. And also, it specifies the categories of non-profit organizations that are allowed to participate in the pool, including labor organizations registered with the U.S. Department of Labor, previous grantees or subgrantees of the State, and organizations whose missions involve certain purposes or causes such as food banks, food pantries, affordable housing, housing assistance, environmental protection and 36 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 preservation, and services for seniors and people with disability {sic}(disabilities). Thank you. First, I'd like to thank Senator Johnson for this work on this, I was a co-sponsor on the original bill, was proud to stay true to that and vote for that. And -- and our non-profits need a lot of support in this State. And so even though I received concerns from some of my local credit unions and banks talking about how they offer these services and how those services keep money in the community and made some persuasive cases, I ultimately felt Senator Johnson's case was slightly more persuasive. And then our Governor vetoed the bill, and in doing so, he made it political and gave reasons that I was concerned with my vote for the bill in the first place. That would be political. And -- and I appreciate, Senator Johnson, when -- when we had our first discussion about those bills, I shared some of my concerns about government being used to control speech and decide who's good and who's bad and what non-profits I like and what I don't like. Some concerns that some of my colleagues shared when they voted against the bill. And she kept true to that, in that particular bill, which I appreciate, and I voted for that bill. And so, there is a legislative solution 37 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 - that is a veto override. I would have gladly voted for that. And I can tell you, I would have brought some of my colleagues along with me. That was the solution to the Governor politicizing for his own ambitions, this piece of legislation. Instead, we have changed it -- to give in to him. And insert government into some of those decisions making when we could have just as a legislative branch, overridden that veto. And for that reason, I encourage a No vote. I do not want to be part of the government being used to pick and decide which non-profits, if a private credit union or bank wants to say, we don't want to do business with that entity, that is their prerogative. But when the government does it, we start putting ourselves in a position to make decisions about speech that we should not be doing. I urge a No vote.

But, this is a very important bill, as I described, I don't want to read it -- the details but our non-profit organizations they are really struggling. This bill also amends the Public Aid Code to codify the same coverage under Medicaid for individuals younger than 21, as evidenced by my eloquent remarks just now, I struggled with stuttering as a child and was able to overcome it. Yeah. So, I've been scrambling a little today, I was able to talk to my sheriff. I think we got new information, literally, over the course of minutes, as we try to figure out what this actually applies to, which counties, how many employees, what were the negotiations and discussions in between -- and I -- I think 43 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 this is a good deal. I will be voting Yes on the bill. I do think there are some underlying concerns to cost that this Body needs to be a little more cognizant of when we're passing these unfunded mandates onto local governments. That being said, I think we can -- need some equality in the workforce. And -- and I would remind everybody that there are some underlying challenges, in the bill, itself, where it's getting abused. But, that, is more to the underlying challenge rather than equality for these specific individuals. So based on that, those discussions with Sheriff Diss and Chairman Jensen from LaSalle County and finding out it really only applies to a couple counties, I will be supporting this bill. I encourage my colleagues to support this bill and I thank the sponsor for her work on it.

Senate Bill 3381 amends the Water Commission Act of 1985 to allow water commissions to utilize design-build or construction-manager-at-risk construction methodologies for the completion of water infrastructure projects. It also removes a minor provision, to allow for members of the Water Commission who sit on other boards to get compensation, and not be prohibited from the $600 dollars per year that they would have gotten paid. And also, lastly, it expands coverage of project labor agreements so that PLAs are for the construction of all or any portion of waterworks systems or other public improvement.

So, I have some grave concerns with this bill, not with federalism. I'm -- I'm a big fan of federalism, actually. I'm not necessarily a fan of it used for political reaction. And so, I asked my team what amount the feds put in annually to this analysis with their scientists, with their experts. And the numbers we got back, just for your own information, this year $913.3 million was direct funding for core immunization activities, epidemiological, surveillance safety monitoring systems, the operations of their independent advisory committee. And that's backed by $4.8 billion 54 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 from the National Institute of Allergy and Infectious Diseases. So, of course, I reached out to our own entity just trying to understand the process and math behind what we're doing here. And I said, what have we invested in this realm? The biggest number I could find, and -- and I don't know that I've gotten all the information back with IDPH that maybe they could get $4.2 million, $4.2 million versus $913.3 million. That is backed by advice from $4.8 billion. So, what I would suggest to everybody that while the underlying bill, I believe I could be supportive of, this idea that we're going to continue as we've done with some other bills, to -- in a reactionary matter, not based on science, because $4.2 million versus billions is -- is not a good mathematical or scientific basis that we are going to separate from the federal government and that is our plan. I am not confident that IDPH nor the advisory committee has the background, the scientific expertise, the medical expertise, the research capability to offer that advice to our citizens. And I think one of the dangers COVID showed is that when you profess to know something with expertise, and then it turns out you are wrong, you actually undermine the public's faith in that system. So, what I would suggest to you is that -- that second part of that bill, with the backing of Big Pharma and some of the other groups that were lobbying for some of this stuff, actually undermines faith in IDPH. In our Public Health -- a Committee in which I am the minority spokesman, in which -- which I believe has important relevance. And it undermines federalism in the same way that an irresponsible gun owner undermines healthy Second Amendment support. Federalism is a powerful concept, and we should certainly look to it. Senate Bill 3524 amends the Marriage and Dissolution of Marriage Act regarding child support, the bill changes -- with changes which constitutes shared physical care for child support obligation purposes. Under this bill, parents are considered to have shared physical care when each parent exercises 110 or more overnights or overnight equivalents. Currently, it's like 146 overnights. The bill creates a flexible mechanism overnight equivalence determined by the court. If the parent has significant parenting time periods on separate days in which the child is in the -- the -- the parent's physical care and under the direct care of that parent, but does not stay overnight. This change provides courts with flexibility to take into account parents whose employment schedules like nurses and firemen, police, factory workers, veterans, etc. prevent them from exercising employment schedules. Prevents them from exercising literal overnight parenting time, but are still significantly involved in their child's life. I -- this is a -- a bill sponsored by HFS and I know of no opposition, and I would ask for and Aye vote.

Majority of parentage cases and the -- the amounts of litigation that's caused by this No. 146 alone is -- is it could range into hundreds of thousands to millions of dollars, depending on who you ask. She served the DeKalb County Sheriff's Office and was a U.S. Army National Guard veteran, having completed a tour in Afghanistan from 2008 to 2009. Known for her joyful spirit, resilience and deep devotion to her children, she was an avid supporter of youth sports and passionate fan of the New York Yankees and the New Jersey Devils. Thank you, Mr. President and Members, Senate Joint Resolution 42 commemorates the life of State Trooper Corey Steven Thompsen of St. Joseph, who was killed in the line of duty on October 18th, 2024. Trooper Thompsen began his career as part of the graduating class Session 137 of Southwestern Police Academy. He worked in Vermilion County Metropolitan Enforcement Group. He attended the Illinois State Police Academy Cadet Class 130. He was assigned the State Police District 10, which became Troop 7 in Pesotum. He was part of the Motorcycle Enforcement Bureau, and he was assigned to the Central Special Operations Group. Trooper Thompsen proudly served in the Illinois State Police. He was 70 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 especially proud of being a motorcycle trooper, viewing his colleagues as a second family, a tight knit group of friends. During his service, he participated in several escort details across the State and included the President, the Vice President, various memorial services and charity bike rides. Trooper Thompsen was a member of the Fraternal Order of Police Troopers Lodge 41, Alpha Phi Sigma National Criminal Justice Society, and the Phi Theta Kappa Honor Society. Trooper Thompsen was a family man who was always there when anyone needed him. A respected member of the Illinois State Police and a friend to many. I've had the -- frankly, the -- I got to know his wife, Chelsea. They had a very -- young married couple when this occurred, and he was killed on his way home at the end of -- at the end of duty that day on his motorcycle, just did a four way stop and he was going home to his wife. I've gotten to know his parents who are wonderful people. I would also note in this building, Patty Williams, the Senate. I think Senator Walker's LA her best friend is his mom. And so, it's -- it's affected many, beyond just his family. Senator Faraci, my good friend and -- and I stand together on this and we're asking that we name or that we memorialize Trooper Thompsen's life, by renaming the County Road 1900E Interstate 74 Overpass, which is in Champaign County, Illinois, technically, Senator Faraci District, as the "Trooper Corey S. Thank you. This resolution honors Army Sgt. Kenneth (Levi) Ridgley, who died serving our country during Operation Iraqi Freedom. Sgt. Ridgley, who was 30 and of Olney, Illinois, died March 30th, 2005, of injuries sustained when enemy forces using small arms attacked his unit in Mosul, Iraq. As a child in Olney, Sgt. Ridgley was a curious youngster who loved horses and dreamed of becoming a soldier. He used to hang out at a local military recruiting station in town, there in Richland County. Family members had been looking forward to a visit from Sgt. Ridgley when they learned he'd been killed by gunfire in an attack on his combat team. He was assigned to the 3rd Battalion, 21st Infantry Regiment, part of the 1st Brigade -- Brigade of the 25th Infantry Division, based in Fort Lewis, Washington. "He was scheduled to come home in a month or so," said his family, and that was something everyone was greatly anticipating. Sgt. Ridgley had married his wife, Charity, right before deploying, and they had recently purchased a house. He was in the process of adopting her three-year-old son, Dylan. The 30-year-old soldier died when shooting broke out at a checkpoint as U.S. soldiers were preparing to inspect a vehicle. One of the three insurgents inside the car fired an automatic weapon, and a bullet stuck -- struck Sgt. Ridgley between the shields of his bulletproof vest. "They got him back to the dock, but he didn't make it," said Colonel Bob Brown. "It's a great tragedy. He was a great, great young man and a true leader." The striker team with Sgt. Ridgley killed all three men in the vehicle, which was found later to contain rockets, explosives, ammunition and many other weapons. The speculation is that these guys were 74 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 pretty big fish in the insurgency, and they knew that if they were captured they were going to be put away for a long time, so they really had nothing to lose. Sgt. Ridgley was a true hero. As a high school senior, Ridgley joined the Illinois National Guard and served for six years, a move that helped him earn his tuition at Southern Illinois University. He was a roper on the SIU rodeo team and left college to become a blacksmith. He worked in Colorado as a Wrangler and as a Horseshoer. Three years after leaving the National Guard, he re-enlisted in the Army. After 9/11 he said, "he regretted that he had not just joined the Army right after high school," said his mother, Betty Richards, from Illinois. Ridgley was her only child. His mom has been working very hard to make this happen for several years, so I appreciate the Body doing this. She's -- she's a very impressive person in her own right. What this resolution does is it designates U.S. Highway 250 from the intersection of U.S. Highway 50 and Illinois Route 130 in Olney to 10 miles west of Olney on U.S. Highway 50 as the "Sgt. Thank you, Mr. President. I would like to recognize, Private Gilman, who was son of Fred and Mary Gilman. He was born in Jerseyville on January 22nd, 1976. Private Tony Gilman grew up in Calhoun County, graduated from Calhoun High School in 1994, and he also enjoyed hunting and fishing, as many do in Calhoun County and Pike County, and he decided to enlist in the U.S. Army in 1997, and eventually he rose to the rank of specialist. Whereas, Specialist Private Gilman lost his life on July 4th, 1999 during a peacekeeping mission in Kosovo, becoming the first American casualty during the peacekeeping -- keeping mission in Kosovo. Whereas, the County of Calhoun is honoring his life and the sacrifice of Specialist Private Gilman. On Memorial Day of 2025, they asked that this portion of the road known as Route 96 from the City of Mozier to the Pike County line be designated as "Army Specialist Anthony William Gilman Highway," and I truly appreciate being allowed to bring this. It means so much to the whole county. Calhoun County is a very small county, and they have worked very hard to honor this special hero of their county. The -- the accident has fortunately led to efforts by both the General Assembly and the Department of Corrections to try to improve safety standards and make sure that the proper trainings are done. But unfortunately, it took -- it took this accident to -- to get us there. He was survived by his wife, Sam, and his sons, Hunter and Chase. And although I did not know him well, I knew him personally, but not well. He was the union brother of our colleague, Representative Greg Johnson, who had known Chris for a very long time. And if you -- if you have a chance, I recommend going to the House Transcripts from the day after the accident on May 24th of 2023, just to get a little sense from Representative Johnson, who -- about who Chris was and who he knew him to be. And as we go forward with what we do down here, when it comes to our State employees, make sure that we're doing everything we can to protect them and keep them safe going forward and bring some meaning to - - to this unfortunate accident. And so, I'd ask for your support for this resolution.

He completed tours in Korea and Germany before serving with the 10th Mountain Division during Operation Enduring Freedom in Afghanistan in 2006. He was killed in a helicopter crash while on a rescue mission in the Kunar Province of Afghanistan on May 5th, 2006. He was awarded the Bronze Star, the Air Medal, the Global War on Terrorism Service Medal, the Afghanistan Campaign Medal, the Kosovo Campaign Medal, the NATO Medal, two Army Commendation Medals, the Army Good Conduct Medal, the National Defense Service Medal, the Noncommissioned Officer's Professional Development Ribbon, the Army Service Ribbon, two Overseas Service Ribbons, the Expert Marksmanship Qualification Badge for grenade, and the Sharpshooter Badge for rifle. He's a hero, and this resolution designates the Fourth Street Interstates 57 and 7 -- and 70 Overpass in Effingham as the "Chief Warrant Officer Christopher Donaldson Memorial Overpass". Today I present House Joint Resolution 6, and this is a Memorial Highway naming resolution, which names Illinois 82 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 Route 140 as it travels through Meadowbrook as the "Cpl. Tommy N. Miller Memorial Highway". Bethalto native Tommy Neal Miller was born July 19th, 1949, and served his country in the United States Marine Corps during the Vietnam War, beginning his tour in June 1968. He specialized in mortarman, and was attached to the Third Marine Division, Second Battalion, Fourth Marines, and E (Echo) Company. On February 25th, 1969, in South Vietnam, he was killed in action by hostile forces, making the ultimate sacrifice to his country. His commendations include the Purple Heart, the Combat Action Ribbon and more. His name can be found inscribed at the Vietnam Veterans Memorial Wall in Washington, D.C., he gave his life in service to his country and is no doubt a true hero deserving of this resolution. Thank you, Mr. President, with apologies. Ladies and Gentlemen, Jackie Wayne "Jack" Steinman was born in Hardinville in 1949. He's graduated from Newton Community High School in 1968, and he served in the United States Army during the Vietnam era from 1968 till 1971. Was honorably discharged during his tour in Vietnam. Jack Steinman was awarded many, many medals for his heroic actions, and if you just listen to the following list it will prove his honor and service to our State and nation. Distinguished Service Cross, the Silver Star, Bronze Star with Bronze Leaf Cluster, Bronze letter "V", the Purple Heart, the air medal numeral six, army commendation medal with three--three Bronze Oak Leaf Clusters, and one letter "V" device. Bronze Oak Leaf Cluster, National Defense Service Medal, Vietnam Service Medal with one Bronze Service Star and one Silver Service Star, Combat Infantry Badge, Sharpshooter Badge with Auto Rifle Bar and with Rifle Bar, Civil Action Honor Medal, Vietnam Cross of Gallantry with Palm, and, of course, the Republic of Vietnam Campaign Service{sic} Medal(/Ribbon) with Device. Like many of our men and women who go off to fight, they come back and go back to their regular lives. But his letter, his record of service, did not stop there. For 20 years, he served as a custodian and bus driver at Willow Hill Elementary School in Jasper County, serving the students and his community. He was a proud member of his church, Potter's House Ministry. A life member of VFW Post 1769 in Effingham, enjoyed dancing, mushroom hunting, grilling and spending time with his family and friends. He has recently passed away having what I consider to be achieved a lifetime of service to the people of the State of Illinois and to our country. And quite frankly, he is 84 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day 4/16/2026 exemplary of so many of our service members that go away. They get injured, Purple Hearts, Bronze Stars, Palms, all these awards and they come home and keep serving again. And so, in honor of Jack Steinman, I'd like to recognize his lifetime of service to our State and his community in Jasper County by naming, see it's a portion of -- my glasses again -- a portion of the junction of Illinois Route 49, Illinois (Route) 33 in Willow Hill as the "Jackie Wayne "Jack" Steinman Memorial Highway".
