In addition to that, she is one of the 30 Wonders of the 30th District, because she's so amazingly talented, and Tiara has been accepted into a highly selective program at Johns Hopkins, where she will pursue her doctorate in public health starting in August. We talked a little bit about what she really likes, and apparently, superheroes have really kind of become a grab for her. And lo and behold, she's looking at the -- the law profession and becoming a public defender. So, a true hero to many. But math is a favorite subject, and claustrophobia is a challenge that gets to be overcome on occasion. Ladies and Gentlemen of the Senate, I'd like to introduce coaches and student athletes from Laureus Sport for Good Foundation, an organization founded under the patronage of President Nelson Mandela, and his belief in the power of sport to change the world. Sport for Good is a collective that provides a platform for collaboration and advocates for sport as a vehicle for youth development in our communities. Sport for Good receives funding that goes to youth sports programs across the State, including 51 organization, covering 29 sports across 77 zip codes, serving more than 3,500 youth and training over 2,500 coaches. These programs are rooted in youth development and increasing access to those typically left out of sport, including girls, young people with disabilities, families below the poverty line, and the LGBTQ youth. Today, we have a group of coaches and athletes from a few of the -- of the funded programs here to talk to all of us about the importance of youth sports. We have America SCORES Chicago, KEEN Chicago, Love to Serve, Girls in the Game Chicago, Midwest Tennis and Education Foundation. And before I ask you all to -- to give them a round of applause, I just wanted to say really quickly, I think that all of us have been impacted by playing in sports. We have a -- a softball game coming up, in a -- in a couple week, or in a week. Senate Bill 714, an Act concerning regulation. 3rd Reading of the bill.

Thank you, Mr. President, and Members of the Body. Excuse me. As amended, Senate Bill 714 seeks to regulate automobile insurance rates, in this State. Specifically, the bill prohibits a company selling automobile insurance from increasing premiums by more than 10 percent without first notifying the consumer prior to the renewal or anniversary date. It also prohibits automobile insurance premiums from being -- excessive, inadequate, or unfairly discriminatory. It also creates a determination and hearing process for when the Department finds that rates are excessive, inadequate, or unfairly discriminatory. And -- it also prohibits cost shifting for automobile insurance. This legislation is a product of a few years of conversations and discussions. It's important to note that we did work to address concerns from the industry. We, instead of having to inform the consumer of a 10 percent fee increase 60 days prior to the renewal or anniversary 17 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 date, it is now 30 days in this legislation. The process for what is considered a complete filing came from the insurance industry and requires DOI, the Department of Insurance, to determine whether a filing is complete within 15 days. And lastly, the overall timeline for the review process has been shortened. The Department of Insurance has 40 days to review a filing for auto insurance rates rather than 60. This speaks to the fact that auto insurance policies are generally for six-month terms. You know, at a time where, we are trying to address an affordability in this State, providing consumers with this, protection and opportunity, to research further -- policies on the marketplace, is what we should be doing, and I would ask for an Aye vote.

You had mentioned that purpose of this bill is to regulate the rates. Are rates being regulated by this? Does the State review those regulations that are being submitted?

The Department said yesterday that they're not going to have any actuaries to do any of these, reviewing. So, when they talk about reviewing rates, that are submitted every six months by 200 carriers, what process are they using to renew those rates or review them?

Thank -- Thank you. Senator, with all due respect, that's false. In committee yesterday, the Department of Insurance testified as to the fact that they do have the requisite staff and resources to do what's being requested in this legislation. And I believe they did specifically state they do have actuaries, and they also contract with vendors that are able to assist with this work. And so, I think their comment was, "We do not need additional staff, at this -- at this time," or, they said, "In general, we don't need additional staff." So, they are ready to do this work. They have people there that are doing similar work. They also contract out as well, to get this work done, and so that's what - - what I believe they testified to, in committee.

They have the capability to do so, is my understanding. And also, we -- we should acknowledge the fact that they're not -- no one has suggested that they're going to do this for every single scenario or case.

Okay, a couple other things. Number… The -- the fact of being notified 30 days in advance if there's a increase of more than 10 percent, do we know of any carrier that currently doesn't send out a bill or a -- a renewal notice that is shorter than 30 days?

Thank you for the question, Senator. To our knowledge, we're not aware. One, it shouldn't be if -- if that's the case, it shouldn't be a problem. And then two, we view this, again, as an additional safeguard for consumers, you know, especially at a time when, again, affordability is -- is a top-of-mind issue.

So just a couple more questions. The -- the -- they submit the rates to the Department, and then, if the Department wants to 20 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 have their actuarial review it, and potentially question a rate, how long does the Department have to, make that final determination? I know, I think there's a 45-day to review it, but if it's challenged, what's -- what's the length of time it takes for a final decision to be made?

Thank you, Senator. I'll take this opportunity to read the timeline directly. To answer your first question, it's 40 days, not 45 days, and that was adjusted to address the fact that auto insurance policies are six-month terms and not year, as with the other legislation. But just to, just to be crystal clear for the record, the timeline as it stands in the legislation, day one, company files its rate. Day 15, the Department of Insurance has 15 days to determine if the filing is complete. If not complete, the Department of Insurance must inform the company of the information needed to, for the -- for the filing to be deemed complete. Day 55, from the point of receiving a complete filing, DOI has 40 days to determine whether the rate is excessive, inadequate, or unfairly discriminatory. If the Department of Insurance does not act within those 40 days, the rate is automatically approved. Day 85, a company has 30 days to request a hearing for -- on DOI's determination. Day 125, DOI has, then has 40 days to hold the hearing. and then day 185, DOI has 60 days from the hearing date or the filing of post-briefing submission to resolve the outcome of the hearing.

Thank you. Yes, and I have that here. The -- the only, I guess concern from a consumer is the, an auto policy is only good for six months at a time, and if we have up to 185 days to get this resolved, the problem is that then you're putting the insurance company in awkward spot of what rate to charge if it actually goes past the whole period of the -- of the policy. The last thing I'd like to, you know, I -- I -- I guess raise is the, the concern that nothing in this necessarily lowers rates, cause there were indications yesterday that this was going to help lower the cost of coverage. This is just reviewing, potentially for reviewing future rates but, but nothing necessarily lowers these rates. And in January, when the State took over, reviewing all the health insurance increases, it's interesting we are now in May, and the State has not challenged a single health insurance carrier, and unfortunately, the State has approved the largest health rate increases in history the last five months. So, this just -- our concern is that this is going to take what is a very competitive market, one of the lowest cost because we have so many companies in Illinois, that this is going to potentially put companies at risk, giving consumers less choice. But I appreciate you working with the industry to make some improvements on this. I just think we're going to come back a year from now and look at this, and we're going to see that rates are going to be higher than they are today, and this is not going to achieve the results that I think are being promised. What -- what I can tell you today is that there are residents in this State that do not have access to auto insurance, and or are paying high -- high rates for auto insurance. And this legislation is seeking 24 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 to provide safeguards for consumers, as you know, through the Department of Insurance's involvement, as they look to what -- do what's mandated -- mandated, which is obtain auto insurance. This is something that is done in 48 other states, where we're allowing for a review of these rates. And we believe that this is a common sense, safeguard for consumers, and that's, you know, we were happy to work with the industry to address some of their concerns. But we believe that this is a necessary policy to make sure that residents across the State have access to auto insurance.

Thank you, and I do appreciate you working with all sides involved here. I think that is important. But you talked about access when -- in -- in response to the question. How is this gonna give people better access to auto insurance?

Well, if the -- if a rate is more than 10 percent, or it's inadequate, excessive, or discriminatory by involving the Department of Insurance, by having a process -- consumers will be able to know, have -- have knowledge and also more go out to the market and maybe pursue another policy that is more fitting to their needs.

Thank you, Mr. President. This bill moves Illinois towards a system that delays rates, injects additional bureaucracy into the process, and increases regulatory uncertainty. This bill risks disrupting one of the few areas where Illinois consumers currently rank among the best in the nation. Right now, Illinois is No. 6 when it comes to the cheapest auto insurance rates in the country. No. 6! I just spoke with my brother a few days ago about his auto rates in Pennsylvania, where this has already been implemented, and his rates are through the roof. Let's face it, auto insurance rates are ridiculous no matter where you are in the country, but if we have one of the best rates, why would we want to do anything to spoil that? You know, we heard similar speeches when we passed the energy bill, and the original energy bill, CEJA. When that bill was passed, Illinois was at 30th when it came to electric rates. Now we have the 15th highest in the country. We can't change what happens at the federal level. We can't affect that. But we can affect what happens here, and the fact of the matter is, year after year, Illinois expenses are outliers when it comes to not just the -- the surrounding states, but to all 50 states. While this bill has good intentions, my concern is it's going to do the opposite, and we're gonna come back here a year from now, and we won't be the 6th cheapest, we'll be the 20th cheapest or something even worse, and our constituents can't afford to pay those increases. For those reasons, I ask for a No vote.

Senator, I appreciate the -- the last speaker's questions on where we rank nationally in terms of average auto insurance costs. Do you have any idea where we rank among the 50 states in terms of the number of companies offering coverage in -- in Illinois?

So -- so in addition to being, probably bottom 6 in the country in terms of average auto insurance costs, we're also -- well, actually, I should say top 6 in terms of -- of if -- if you're looking at it that way. We're also top 6 in the country in terms of number of insurance companies offering coverage for this product. -- Is there any concern, or have you done any analysis, have you talked with the opponents or industry in terms of what kind of damage? You talked about accessibility for consumers. This is the type of stuff that drives companies out of Illinois from offering coverage. Have you looked at that at all in terms of what kind of damage could be -- done in terms of accessibility?

Thank you for the question, Senator. And I You're giving me an opportunity to provide some history and context here. This legislation was introduced -- a few years ago. We then toned it down at the request of the industry, or the industry saying that that was not palatable. We toned it down to a study, which then they also oppose. In addition to that, we had credit -- credit factors, that we were trying to address. They said that was problematic. We took that out. And so, we, today, have before you legislation that has tried to take into consideration their concerns. And frankly, it's -- it's common-sense consumer protection. Hey, if you're going to increase rates by more than 10 percent, let us know. If, if you are if you do have a policy that's excessive, or unfair, or -- or discriminatory, then the department is going to have an opinion on that. But if you're not doing either of those things, as an, someone from the industry, then you won't be affected by this. And so, I don't believe you know, you asked the question, damages. I don't believe this legislation will be damaging in any way. I think it's providing a commonsense consumer protection policy that is -- is needed at this time.

Well, I appreciate -- I appreciate the answer and -- and those things sound very nice, about if you're going to exceed a 10 percent increase, if you're going to have discriminatory coverage, if -- if -- if… I understand that. I think the concern of industry isn't that they're -- they're doing all of those things. I think 28 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 concern of industry is this ties their hands, ties there, you know, their hands in terms of being able to compete in the marketplace. It makes it difficult for them to use actuarial numbers to figure out where they need to be in the marketplace, and eventually they just throw their hands up in the air, like we've seen all too often. They say, "You know what We're just not doing this in Illinois." Just like, "You know what? We're not doing this in California." Just like, "You know what? We're not doing this in other places." That reduces competition in the marketplace, which drives our costs up. So again, while no one is happy about the cost of, of, of their auto insurance, we are bottom six in terms of cost in the country, and we're top six in terms of options in the country. Those are good things. So, you talked about common sense. My question would be, you -- you stated earlier that 48 other states do this. If we're outperforming at least 45 of the other states, wouldn't common sense say, "Let's not do what the states that we're beating on cost, and the states we're beating on options, and what states we're beating on competition in the marketplace, let's not do what they're doing, and -- and let's make what we're doing just a little bit better"? Because if, if we're regressing to these other states, we're gonna end up like them, and that -- that would be my concern.

Thank you, Senator. So, what well, math would suggest that there's some overlap with your numbers there in terms of top 6 and 48. You know, I wanna acknowledge some of the -- the comments you've made about being top 6, but I would just suggest to you that this is not, again, in -- in a lot of ways, fundamentally taking us to a place where for example, like credit factors, has been brought up by the industry, would go. This is providing notice and providing for a process, for review. And so, I -- I do think it is exactly what you said. This is making it a little -- better for our residents.

I -- I'm sure the intention here is -- is good, but -- but like a previous speaker said, you know, what -- what we're doing with insurance right now in this Body, and what -- what we're seeing happen in the House right now as well, no one is excited about the homeowner's insurance, no one's excited about their -- their auto insurance, no one's excited about a lot of these things. But the reality is, if you drill down into the cold, hard facts, Illinois' insurance industry -- our insurance marketplace for consumers is more robust, it's more competitive, and it's lower cost than almost every other state in -- in the union. And, while -- while some of this stuff might sound good, ultimately, if we're not careful, what we're going to do to the insurance industry, in this State, is we're going to CEJA the insurance industry of this State. I wasn't going to speak on this particular topic until I heard one phrase that I absolutely have to push back on every time I hear it in this Chamber, or any relation to it, and that is the idea that mandates or those kind of coverages are easy to comply with if you're already doing it. That is 100 percent false. I don't care if you are a large insurance company or a young startup staffed by you. I can tell you, as somebody who has personally -- personally worked my businesses through tons of mandates that I was already complying with, but the process of proving it, paperwork for it, is time-consuming, it costs bookkeeping money, it hurts all up and down the line. And sometimes we look at these big corporations and say, "Well, they -- they can afford it." Yes, they can. You know how they afford it? They pass it -- into costs and premiums. If you raise my costs to do business when I'm selling sandwiches, the costs of my sandwiches go up. If you raise the costs on an insurance company, insurance costs go up. Economics doesn't go away because we feel a certain way about something. So that -- that is the one thing I wanted to push back on. When we say, "If you're already doing this -- this won't be hard to comply 31 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 with". Yes, it will. It will take positions, it will take staff time, it will take money, and eventually consumers pay for all of those, whether you're a tiny company, a mid-size company, or a large company.

I respect what the other side of the aisle has had to say on this issue, but the greatest part about this Chamber is that we have some of the brightest legal minds that are able to make some of the -- the best legal arguments against something while trying to confuse other Members in this Chamber. And there's people up in the grandstands today watching that are affected by this bill right now, and I just wanna make sure we don't conflate certain things. One of the previous speaker talked about CEJA, about how our energy rates have skyrocketed. What he fails to talk about, being that I was the Chairman of the Energy Committee for six years, is, is that if we did nothing in terms of the energy policy in our State, the nuclear power plant in Clinton, and the nuclear power plant on the western side of the -- the State would've shut down. And if we did not provide certain credits in relation to that, your communities throughout southern Illinois would be without power, period. There is no question about it. Now, there's other parts of that bill, I acknowledge, that we've talked about in other -- in other committees, that talk about various other things that may 32 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 have had some adverse effects on the energy market, but God forbid if you don't mention the fact that that bill saved your nuclear power plant, and it would've shut off your power throughout the rest of the State. I don't wanna confuse people here, but you can't conflate that with auto insurance rates, and you can't conflate that with auto insurance rates. You cannot do that. I wanna make sure it's crystal clear in this Chamber, because a lot of times people say stuff and there's never a counterargument to it. I think it's important to state the facts here. Second is this, there was another point that was mentioned by the other side of the aisle that had to deal with tying hands -- tying hands of the insurance industry. What's occurring here in the insurance marketplace, that being specifically in home and specifically in auto, is this: is that consumers may not be in the auto insurance industry, but are definitely in the homeowners insurance industry, which we'll talk about next in the -- in the subsequent bill, is this, is that all these consumers are getting caught off guard by these premium increases that are so excessive that you do not have time to financially plan for these. Everyone talks about affordability. Affordability's such a hot topic in this building right now. But when you get caught off guard by a $2,500 premium increase, you're starting to wonder yourself, "How am I gonna pay for my kid's soccer?" That's a problem. This bill says just that. If it's excessive, if it's unfair, if it's -- inadequate, you should have some notice, No. 1. And No. 2, the Department of Insurance should have some oversight on that, and the insurance company should have some fairness as well as the consumer. There has to be a shot clock. There has to be a -- a timeframe to which they're provided certainty, and so is the consumer. So, for those of you who said 33 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 we're tying hands, we can go on the actuarial argument. That is just not a fair argument, and it's just not true. So, I don't know what orbit of a planet you've been revolving around for the last, since 2024, but guys, this allows for us to provide consumer protection. The -- the primary purpose here is not to shoot an insurance rate through the roof. That is not the case, and we'll discuss shooting insurance rates through the roof in a subsequent bill. I urge an Aye vote. If you want to take care of your consumers, you want to take care of your neighbors. Most importantly, if you want to be a good neighbor, vote Aye on this bill. As we all know, those of us that are working-class people, at this time, many families are living paycheck to paycheck, and we have to acknowledge that everything is through the roof when it comes to cost. I think this is a fair, a responsible bill. You've taken into account the industry concern. I -- I've witnessed you negotiate through ins- through the insurance committee, and wanna thank you for doing that. People need to be able to predict how much their household expenses are, and we mandate that people have auto insurance. If we're going to mandate that folks buy something, we cannot give them this type of environment where their rates can get jacked up any day at any time. But I would say, you know, a couple comments were made around the timeline of 185 days. I think that's the maximum. That does not mean that it'll go to that level. I would also just add that the comment on mandate, we require residents to obtain auto insurance, and because of the, what they're experiencing in terms of the rates, over, over 600,000 don't have any auto insurance at all. And so, we can do two things at once. We can acknowledge that we are top six and say we need to continue our efforts because there are people that, though they are required to have auto insurance, are not able to, because of what the cost is. I'll just end again with saying this is legislation that we've worked on for a few years now. We've heard the industry on some of their concerns. We've tried to address as many of their concerns as we can -- as we could. This is about the resident we see in our communities, whether it's at church or synagogue or mosque or temple, whether it's at our grocery store, whether it's at a small business. They're coming and going, and the looks on their face when they're dealing with rising costs, this is one way we can help them make sure they have notice, and they're able to seek recourse. I think that is a commonsense guardrail. It is supported. I just want to speak to the bill and I -- I just wanna say that for far too long, Illinois homeowners have been hit with rate increases that far outpace inflation and wage growth. Between 2021 and 2024 alone, homeowners' insurance costs in Illinois surged by nearly 50 percent, adding almost $1,000 a year to typical families' 40 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 expenses. Major carriers have imposed double-digit hikes, leaving many working families, seniors, and young homeowners are struggling to afford the very insurance meant to protect their most important asset, their home. The average Illinois homeowner now pays well over $3,000 annually for coverage, those aren't just numbers on a page. These are real people in Frankfort and Springfield and Chicago, and every other community between those who are forced to choose between paying their insurance premium and covering groceries. This current system lacks meaningful oversight. Insurance companies can file rates and implement them with little scrutiny, often shifting costs from various places across the country onto Illinois policyholders, and that ends with this bill. This bill provides real consumer protection. It prohibits excessive, inadequate, or unfairly discriminatory rates for fire and extended coverage. It requires insurance to use credible Illinois-specific loss experience when it is statistically reliable, stopping unfair practice of making our family subsidize loss from wildfires in the west or hurricanes in the south. And it mandates advanced notice so people can make decisions about their finances. It gives the Department of Insurance the tools to properly review rate filings, and that they're actually sound and fair. But this goes beyond reining in costs. When rates are fair, predictable, and based on actual risks here in Illinois, families can plan ahead. They can invest in mitigation measures. They can strengthen their roofs against high winds and hail, elevating homes in flood-prone areas, and installing impact-resistant windows, and taking other steps that make our communities more resilient to severe weather events that we all know too well in Illinois, from tornadoes to -- to flooding. 41 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 I've been talking about this since 2024 when I wrote an op-ed in the Chicago Tribune before we saw a 22 to 30 percent rate increase in -- the homeowners insurance. To date, none of that information has been provided. As committee was wrapping up, Senator Murphy, I think, recognizing the relevance of some of the information we were requesting, said that the other side, the Democrats, would also like to see the information that we were requesting. I -- I'm not certain about this, but I don't believe that you guys were provided any of the information. So, we literally have an appointee to an agency that I think every one of us has probably received phone calls about problems within this Agency, an Agency that's supposed to fulfill a very -- very -- very important function in State government, serving some of the most vulnerable people in this State. And they apparently don't feel like they have to answer questions at Committee. They feel like they don't have to be responsive to requests of this Body, and as I said, opening my comments, hundreds of people a year, the vast majority of them seem qualified and competent, the vast majority of them are responsive. We almost always vote unanimously for these folks, but this appointee was probably one of the worst two or three appointees that has appeared before this Committee in the seven years that I've been serving on it. I think we all know how important DHS is to our constituents. About a year and a half ago, we discovered that DHS was intentionally mailing everyone who was a non-citizen who was applying for benefits pre-filled out voter registration forms to go directly to their local county clerk. And I think as all of us know, the county clerk can no longer verify citizenship, and this is something that I've talked to DHS about behind the scenes now for over a year and a half. I recently had a discussion with the Secretary before the Confirmation Hearing in the Executive Appointments Committee, and I was assured that the Secretary would look into this. This is very concerning, and the only response that I got at the hearing was that, "Yes, I can confirm that that is taking place." So, we have a DHS that is mailing people who are not eligible to vote pre-filled out voter registration forms. So, they are registering to vote, I can only assume, and that's bad 47 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 for two reasons. It's bad for the immigrant, because that is a cardinal sin. If you're applying to be a permanent resident or a citizen, you will never be a citizen, you will never be a permanent resident legally, if you cast a vote as if you are already an American citizen. So that's bad for the immigrant, and it's also, of course, bad for the security of our elections. The fact that the Secretary insisted, "I'm going to look into this. We're gonna do a -- a -- and then all we got was confirmation, which I already got a year and a half ago that this is still going on. I was also told there'd be follow-ups after this, and this is going to be taken care of. This is a real problem. I mean, this is, like, really bad. So, I think at the very least we should vote No, but there are some real issues here. And while the Secretary's a very nice person, that Agency is being run terribly right now, and the outstanding issues and legal issues are very concerning. So, for those reasons, I do urge a No vote.

So, I would ask all my colleagues on both sides of the aisle, let's at least respect the process of the -- of going through the committee process and being interviewed because if we're not going to do that as Democrats or Republicans, let's just get rid of the Executive Appointments Committee. If -- if this is the process that we're going to take going forward, where a person does not have to answer questions and then says they're going to and doesn't, why is this even up on the board? Let's at least have respect enough for each other to have somebody that we're going to have taxpayers pay $220,000 a year to at least, whether we like the answers or not, whether you like the answers, they're sufficient for you and not for us. You guys are in the majority. We all understand how the process works but at least make them answer the questions out of respect for the taxpayer. Ladies and Gentlemen of the Senate, we adopted a resolution, before we adjourned last week, but I wanna call specific attention to one of the people whose lives we celebrated. Barbara Flynn Currie was a larger-than-life figure at the Capitol and a true giant in Illinois government. She was a leader, a mentor, a fighter, and a bit of a character. She was a pragmatic progressive before such labels existed, and nobody came to this Capitol more prepared than Barbara Flynn Currie. Barbara Flynn Currie, Representative Currie, Leader Currie, was both intellectually intimidating and remarkably kind. As a leader, she was often the one who had to tell people no. She did it with a 62 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 gentle smile and a sparkle in her eye. Barbara had that enviable Irish gift. She could tell you to go to Hell in a way that made you look forward to the trip Immensely intelligent and a joy to be around, she possessed a devastating wit that few dared test and arguably none ever bested. Those of us who had the privilege to work with her are forever better for having known the tour de force that was Barbara Flynn Currie. Her influence will be felt by generations in the leaders she inspired, the trails she blazed, and the stronger Illinois she helped build. It's appropriate to recognize her memory on the day before the Capitol Capers, always a highlight in Barbara Flynn Currie's life. So, I rise today to honor her life and legacy. Godspeed, Barbara.

Barbara Flynn, Flynn Currie was a good friend of mine, and as I concur with everything that the President just indicated. I know that tonight we're having the, the Cowl fundraiser event, and Barbara Flynn Currie made sure that she was in every single one of them. And she was so funny. She just, she'd put on these, these flow- what is it? The feathers, and she'd come out and -- and she just dazzled the audience, you know? And she was one of the like -- like the President indicated, she knew how to tell you how to go to Hell in a very nice, smart way, and she would smile. She had that beautiful smile while she's sticking the knife in you, you 63 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 know? But she knew how to do it, and she knew how to get it done, you know? And I learned a lot from her. She was one of the kind of persons that she made sure that her point was covered, and it was very clear, and without she intimidated you, but she -- she didn't -- intimidate you, you know? So, she was an expert when it came to that. And I'm going to miss her. And I just wanted to say that, you know, she was such a great person, and she brought so much life to the to the House Chamber. I, I had the honor of serving with Barbara Flynn Currie in the House, and I wanna share a story with the body that I tell to a lot of the classrooms when I go speak in a school, and it has to do with crossing the aisle. So as a freshman legislator in my first year, in one of my very first bills, my mentor was sitting next to me and I said, "How do I get this bill out of the Rules Committee?" And m- my mentor said to me, "You're going to have to march yourself across the aisle and ask Leader Currie to move your bill." And I was like, "Oh my God." To me, at that point, crossing the aisle was a little bit like when I was a little girl, and you need to go to bathroom at night, and you didn't wanna step on the Floor cause the whole Floor was covered with alligators, right? So -- so I -- I did. I walked, and I remember stopping at the edge of the aisle, because she sat right on the aisle, and not wanting to, like, step 64 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 on it, right? But I went over, and I had to because she was so short, and she was sitting, so I kneeled down at her desk, and I said, "Ma'am, would you consider, moving my bill out of Rules? And I started explaining it to her, and she said, "Oh, I know your bill. It's horrible." And I said, "Wait, because you know those are our babies, right? And I said, "Well, let me explain this to you." So, I explained it to her, and then she said, "Well, you need to amend it in this way, this way, this way." Simple amendments. And I said, "All right. If I do that, then you'll move it out of the Rules Committee?" "Yes, I -- Yes, if you -- if you file the amendment." So, about an hour and a half later, she actually called my office and she said, "Listen, I want to apologize to you, because your word is good with me, and on your word that you're gonna file that amendment, I'm gonna move your bill out of the Rules Committee." And then she helped me get it passed. And so, I would just wanna say, that was a lady who could be very tough, and she really -- we never agreed on anything, hardly ever agreed on anything. And, but it was okay, because -- she -- you were able to build a rapport with her. And then I wanna lastly say to the new Members of the Body, and if you were never, if you weren't able to serve with Leader Currie, that if you wanna really see a -- it was very uncomfortable from my side of the aisle, but I still watch it for entertainment value. When we were debating the budget and a member of my side in the House was asking her questions, some of you will remember this, and her answer was "ditto". Over and over and over again. She just kept saying "ditto". And so, after a while, it got to be a little bit funny, but she just kept, and she was not deterred at all. So, if you want to see something that's a really a good watch for how to 65 STATE OF ILLINOIS 104th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 102nd Legislative Day 5/13/2026 execute defending what you're doing she did it and did it very well. So, thank you for bringing the resolution, and it was an honor to serve with her.

Thank you and ditto. I also had the pleasure of serving with Barbara Flynn Currie. She was bigger than life in a pint-sized body. When she spoke, you listened, and she always spoke so eloquently. As a newbie in the House, she became a mentor, a friend, and a role model. The first time I really got to know her was very intimidating, because she had an aura that made her seem like she was 10 feet tall. And it's ironic that the COWL Capers are tonight, because when I first came into the House, COWL did a woman's retreat, in the fall after the election season. And I actually drove to the retreat with -- Elaine Nekritz, and we picked up Barbara Flynn Currie on the way and I was scared to death in the backseat of the car knowing that this woman who was bigger than life was going to be in the car with us the whole way. And I soon learned that -- although she had this reputation, she was so kind and so willing to help, especially new women learn the process and the policy, so we could be as successful as she was. So, when the saying goes, "When you stand on the shoulder of giants" she was that giant and I credit her with the success of so many of us who have followed after her. Thank you.

I don't know if I can expound or on what has already been said, but she was a true trailblazer and respectful. That has gotten lost in our process because she was a tough cookie, but she was respectful and helpful when you ask her questions and all that. She didn't brush you off. She listened, and she added much to the process because of that. So, it was an honor to serve with her, and I appreciate bringing the resolution forward because there's really, she was one of a kind. And I -- I she's to be missed. I -- I was so sad to hear of her passing cause she was still serving even at the moment when -- when she passed. She was on the -- the Illinois Pollution Control Board, I believe. She always offered her services to the better. Thank you.

In 1978, when Barbara first came to the General Assembly, there were only 21 women in this House and Senate. And I like Senator Fine do believe that it was the shoulders that we stood on that ushered so many women into this space, and along with it, the issues that affect lives of working families in this state. It is really appropriate, as Senator Hunter said, typically, we would see all of the feathers flying off of Barbara's boa as she's saying, "Whatever Barbara wants, Barbara gets." And referring to the women of the General Assembly as her ducklings. Soon we will see a document coming over from the House, a Joint Resolution that will help -- all of us who -- who will follow us know more about Barbara and memorialize her in the Capitol into perpetuity.
