The Honorable Gunter T. Wasserberg is the Consel General of the Federal Republic of Germany. Mr. Wasserberg uas educated, obviously, in Germany; he has law degrees in Cologne and Duesseldorf. Since 1960, he has been a member of the Forelgn Service of the Federal Republic of Germany and his background is quite extensive. He has been in Tunisia: in Chile, in Afghanistany in Spain. He Was the head of the Foreign Off-Deputyy head of the Division for Economic Cooperation in the foreign office in Bonn. He has been an ambassador of his government to Laos and to Zambia, and then he returned to the foreign office in Bonn asthehead of the Civil Law Divislon. Since August of 1988, he has been with us here in Illinoisz in Chicago, as the Consul General of the Federal Republic of Germany. It's my pleasure to introduce to you Mr. Gunter T. Wasserberg. Mr. President and Ladies and Gentlemen of the Senate, this is a very critical situation right now in khe United Seates Congress. We have support of Senator Alan Dixon trying to set aside the mandate by the commission which was not geographically properly appolnted, as far as I'm concerned to look into phasing out of bases and forts. Illinois only has about eight military installakions with a population of twelve million people. The Southern States have fifteen installations with only two and a . half million population in each of them. And I think it's high time that we support Senator Dixon and our Conqressmen and particularly Ed Madigan, to keeping ForE Sheridan alive and Chanute Air Base alive.

Ladies and Gentleman of the Senater Senate Resolution l84 deals with the recent controversial exhibit at the Art Institute of Chicago where the American Flag was displayed on the floor. What the resolution does is three things: first of all, kt urges the school of the Art Institute of Chicago to publicly apologize to the cieizens of the United Skates for allowing the blatant desecration of the flag by displaying khe exhibition entitled, ''What is the Proper Way to Display the American Flag?'' Second of all, requests the school of the Art Institute of Chicago to clarify its future policy on sensitive matters such as the display of the American Fla: or the deqrading portrait of the late mayory Harold Washington, in order to ensure that it's decisions are consistent and equitable in the future.
