These tWo bills deal with Chicago school reform and What they do are two things that I don't think are in . . . dispute at all. One moves the effective date of the bill up from July 1 to May 1, that#s... Mr. President and members of the Senate, just to elaborate on the need to bypass committee and move these bills forward as fast as possible. Couple of weeks ago Senator Berman chaired a meeting in Chicago which was designed to take a look at how Chicago school reform is coming along. One of the groups we heard from were the Chicago school parents who reported to us that the job of getting parents to serve on school eouncils has been made more difficult by some opponents to Chicago school reform who are running around telling these parents that if they serve on a local school council they are going to lose their homes and their property because thsy will be sued for what actions they might take . Of course, that's nonsensey but to make sute that these people are safe in their new positions as school council members we need that indemnification provision which one of these bills provides. also think it makes good sense to move up the date of the bill. Senator Berman. 1...1 spoke with you on this issue yesterday as it relate to the school councils, and I concur with Senator Kustra in his remarks as it relate to the...the indemniflcation of these local school councils. However, we recognize that there are persons who are in strong opposition to the legislation running around here...around the community confusing people. And that portion as it relates to the election of the school couneilse are we moving that date up equally as well?

Thank you. Noy we have looked at the bill and the only...the only thing that the novement of the effective date doespo.because everything else has speeific dates. Tbe things that does nok have specific dates is the appointment of the interim school board, and as Senator Kustra has said and the intention of my notion is to alloc the new mayor only to move up the appointment of the interim board. The election of the councils will not be advanced merely by the advancing of the effective date.
