That would move it up from July lstz 1989 to May 1st: 1989. This is the bill introduced by myself and Senator Kustra, the minority spokesman, on the Senate Elementary and Secondary Education Committee. The purpose for this bill is to allow the knterim board to have the Raximum time to negotkate the contracts which expire on August 31, 1989 With the twenty some unions that are involved in the operatkons of Ehe Chicago Board of Educatkon, including the Chicago Teachers Union. That is the only date that would be effective...affected by thls aeceleration . And a couple of our other education people I believe are off the Floor temporarily, but I did want to indicate that Senator Kustra is in support of this bill, and I don't think any of us have any objections to it and would like to see it go forward.

Xes, Senator Berman, per our conversation last Friday, and I checked this further for...as far as the relief to the school councils, they would not be impacted as such. However, the bill will affect the organization of teachers far as thatoo.that professional advisory commietee. If you move up the effective date, it Would not only impact on tbe interim board but it would impact on the teachers getting together and selecting the advisory committee as well as their appointment to said committees. The reason why I bring this point out is that I have been going to meetings in my district and I have been informed...informing then of the various parts about this legislation but...you are not just moving the effective date up for the knterim board. lt's going to impact on other aspects of this legislation other than the interim board. Is that correct?

The...the organization of the teachers is already under way, as youêre awarep..oeven irregardless of *he July 1st, date, so khat they have been in the process of organizing. The onlyo..the only date that this would impact in a formal procedure would be the..wthe interim board because they have the power of negotiating the new contracts. Well...We1l: Senator Bernan, you see, one of the things that Senator Kustra pointed out in his renarks is that groups Who are opposing this piece of legislation have been going around telling and organizing within khe schools. Now, the 1aw as it currently stand does not take effect until July...until July 1, and according to your remarks, you said they are already organizing. Well, how can they organize the teachers when the 1aw does not take effect. I wish this legislation would have been one where it...kt would specifically deal With the interim board, but it deals with other aspects of the levislation which Would eause further confusion.

The bill as dlafted and tbe bill even after this passage of this Senate Bill 651 requires that the advisory committees of the teachers be chosen in each school year. Technically you may be right that they could organize in May, but then theydll have to take another vote in September which would be a terrific waste of resources and a waste of time. So 1et ne suggest... and 1'11 be glad to look at khis point thae you're making when khe bill is in the House if we should be more specifie regarding the September activation for the teachers; but as to the interim board, I thknk it's crucial that We move forward on this and I Would solicit your Aye vote.

Thank you, Mr. President. This is the second of the two bills that We moved forward on Friday...it is again sponsored by myself and by Senator Kustra. The.o.thls bill addresses the question of indemnification by the Chicago Board of Education, of members of the nominating committeee..commission, the school councils, and the subdistrict councils for any action that they take in their official capacity. This is the sane protection that's presently afforded to members of the board of education. Some people that don't want this reform to nove forward have been telling parents that any action that they take as members of the local school council or the subdistrict councils or the nominating commission puts them in legal jeotpardy. This bill would protect them the same *ay it protects members of the Chicago Board of Education and the way every member of every school board throughout the state is protected. I would be glad to respond to any question. I move for the affirmative vote on Senate Bill 652.
