Thank you: Mr. President, Ladies and Gentlemen of the Senate. This is the administration's cleanup amendment for Senate <sic> Bill 34: which is the river boat gambling. And the major change is putting a limit of five hundred dollars on what a person could lose while gambling. The others are technical in nature. It provides fees for special event licenses shall be deposited in the State Gaming Fund to cover the board 's expenses. A technical reference is made to ensure proper procedure for the Department of State Police to received reimbursement. The other thing it doesg it's a reference of the Retail Occupation Tax is corrected to permit judicial review. I'd be happy to answer any questions, and move the adopeion of Amendment No. l to Senate <sic> Bill 34.

I think this is a premature cleanup. I think there's some questions that still stand -- need to be taken care of, such as the year-round gaminq, so we 're not paying unemployment while the people are off, which Senator Schuneman alluded to. In the arguments there are -- the arguments still to be taken care of are the ''shall'' versus ''may'' in Will County and some of the others. And even though I think it's premature, and I don't think it goes far enough, I have Senate Bill 1511, which I propose to some other stuff with, and hopefully we will not just put this to bed with the passage of this amendment and passage of thks bill, because we have other areas that also have to be addressed. And then finally, in -- in keeping with the -- the requests of -- of the chairman and the gaming commission, they have asked to -- to look at whether or not there should be limit or not. They wanted to 9et the input from the industry, which we had not had the time and the energy to do before we established a limit. However, I do understand the commitment that we made earlier on, and therefore will not oppose this legislation as it sits. But hopefully we look at it strongly and firmly before we make a final decision.

According to our summary here, there there is a question as to where the -- the money that would be deposited that where it's -- well, the fees for the special event licenses shall be deposited into the State Gaming Fund to cover the board 's expenses for issuing licenses. Now, when this bill was passed, I -- I think part of Whatever luster was used to pass it was the fact that this Would benefit education in some way. Does this amendment remove that provision or change it in any way?

The reason being -- is when we did the Lottery the first time, I think the public was under the impression that monies from the Lottery were going to go to education. That did not occur. We then put it back in: and there still is much discourse. So could you be more specific? Does money -- is now money removed from education by this amendment?
