Yeah. Thank you, Mr. President and Members of the Senate. House Bill 34, as amended, allows the Department and the State Police to enter into intergovernmental agreements and other -- with other state agencies to carry out the responsibilities under the Act. It also creates a wagering limit of five hundred dollars per round-trip excursions. And money collected from the issuance of speclal events license will be -- will be deposited into the State Gaming Fund and allow for the appropriation of funds from the State Gaming Fund to the Department of State Police for enforcement of this Act. Both the Department of Revenue and the 3 STATE OF ILLINOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 79th Legislative Day April 24, 1990 Department of State Police will have administrative and enforcement responsibilities under the Act. This is a cleanup bill, and that portion as lt relate to the five-hundred-dollar limit was something that was agreed on by the General Assembly - it should have been in the original bill when it passed. I know of no real opposition to such, and I ask for a favorable vote.

Thank -- thank you, Mr. President and Ladies and Gentlemen of the Senate. There's a couple of things wrong with this bill at this point, in my estimation. Number one, I think Senator Topinka brought it up last time the dedication of the funds to the Education Fund . think even though that was something that We did agree upon -- really has some -- some problems with and I think it's something we should direct ourselves to and should take a little more time in trying to get this bill passed. That's a problem, because I think we're going to send the wrong message again to the public out there that we are taking care of the education woes of this State by virtue of gaming. But more important than that to me is the addition in here even though Senator Jones is correct, there was an assumption that there was a five-hundred-dollar limit in this bill, but it was also an assumption that this was going to be good for economic development. At this point, as late as this morning, tée State of Iowa and Governor Branstad said that they don't know how they are going to force -- enforce their two-hundred-dollar limit in Iowa. They're going to damn well try, but they don't know how they're going to do it. Well, I think that's more apparent in Illinois. Bill Conkle, the Chairman of the Board, has asked that we hold off on making a determination on the five-hundred-dollar limit. I think he is correct on that, and as sponsor of the billz if I have 4 STATE OF ILLINOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 79th Legislative Day April 24, 1990 misled anyone into thinking that - you know, the five- hundred-dollar limit is the way to go, think we sold this bill from day one as economic development. I don't think that the five-hundred-dollar limit adds to economic development; and therefore: I would ask for a No vote on this bill.

As reiterate, this - these amendments that's been placed on this bill are amendments that was recommended by the Department of -- Revenue -- Revenue as well as the Office of the Governor. As -- as relates to the comments of the previous sponsor of the billg and also his comments as it relates to the school -- that I had to part in. I'm just carrying this bill, and ask for a favorable vote.
