So therefore, there is a strong possibility that may not even be that much. I Would move for its adoption. It is a good idea, and it's a time -- money well spent.

The fact of the matter is this is a new appropriation. I understandz however, that the Recording for the Blind has contacted all the leaders and the Governor. There is no objection. The fact of the matter is that over six thousand people in Illinois, who are visually impaired, utilize this service. And what they are asking for is what they have asked in other states, that, yes, we want to provide this serviee, but we, the Recording for the Blind, whieh is a not-for-profik agency, is seeking a reimbursement not to exeeed twenty-five percent of its cost. So the fact is they have spent - are spending - in excess of three hundred thousand dollars in khis State of Illinois, providinq -- this service to over six thousand borrowers, and they are asking for a twenty-five percent return, or seventy-nine thousand dollars. It's something thatls, in my judgment, long overdue, and I would move i*s adoption.

Amendment No. would appropriate l.5 million from Capitol Development Fund for land acquisition and land -- and construction of a dam at Horseshoe Lakew Which -- this has been a great attraction, not only for people from Illinoisy economically, and from people from out-of-state utilizing this facility, and where there has be sedimentation: and this would provide for replacing the -- the dam, and to, also, acquize some land to make this operational again. And I would move for adoption.

He may have more information than I have, but I've been led to believe this is exactly khat we did last year. This is a hundred and twenty thousand dollars, that was from State Board of Education, that was put in Secretary of State': Budget last year. And al1 this is asking for is for this to continue this year. This is not new money. Thiu not an add-on. This is doing the same, this year, at ik Was last year. I don't know how many of you people have received letters or phone calls, or et cetera in support of this hundred and twenty thousand for the Direction Service to remain in State Libraries, so these facilities be available to handicapped individuals in State. But if I'm wrong, that it's not repeat of last year's money, I stand ko be corrected, but that's my understanding. Is that true, Senator Carroll?

The' first is that the representation has been made by the EPA that Will County is not, in fact, fouling the air to the point where we need to be in this; and secondly, that the State can that 's the U.S. EPA and the State can still come within the guidelinesx and achieve the goals that are required, without Will County being in it. There was an article in the Tribune yesterdayy on the front page, khat said that eight percent of the vehicles are causing this problem. would suggest to you that Will County is not part of the problemg and ought to be removed from the bill. urge favorable adoptton.

And I have to oppose Senator Dunn's amendment to take Will County out of the emission control. As -- as you know, Wisconsin has sued us; we're under a court order. Any time you take x-amount of cars out, and particularly taking Will County: I'm not sure hoW many cars you would take out, but quite a considerable amount. You would -- you'd be out of compliance with the court order. I suggest that it's a bad idea. I don't like having al1 the Dupage County in I think most people don 't like having any part of their counties in it. But I don't think we can allow one of the counties to opt out. And I would hope that we'd a11 vote No on this amendment. PRESIDENT ROCK: Purther discussion, on Amendment No. 2? Senator Welch. SENATOR WELCH: Thank you, Mr. President. The neetings that we had with the Pederal EPA, khe Federal EPA did say that Will County Was not needed in the original program. Under this bill, an automobile Won't be tested 'til approximately the third year of its existence. This totally changes the EPA'S negotiatin: position on khe auto emission legislation. Originally, khey said if it was every year on every automobile, you could do the other three counties, Lake, Dupage and Cook. The amendment by Senator Philip chanqes that so khat there are fewer tesks on fewer vehicles, buk you have to expand the geographic area to make Senator Philip's bill work. It also streamlines foreclosure provisions regarding the foreclosure of liens that would be exercksed by the City of Chicaqo. It amends the receivership provisions, and addresses a number of other technical areas to try to speed up the process that was addressed in this series of slum-broker articles that appeared in the Chicago Sun-Times. 1911 be glad to respond to any questions. Yesterday at Christ Hospital, the paramedics brought in a gentleman who Was twenty-six years o1d and his wife is six months pregnant. He was involved in a motorcycle accidenty and he will be a vegetable for the rest of his life - will never see his child, probably never know that he Was married. This is a serious issue - one that does not only encompass geography, such as the Ciky of Chicago, but the entire State. I think it's a serious issue. Some would like to probably turn their heads away, and say: ''Wel1, we should let them do what they want ko doon But for the good of their families, I think this is a good amendment and should apply to the whole State. And I stand in favor of Senator Brookins' amendment.

It seems as though Ehat's where maybe the -- the biggest problem concerned lies, so let's just 1et it apply to them. In regard to the previous speakery from what I understand, the -- the motorcycle driver of this particular motorcycle was going at an excessive rate of speed. Sometimes we have to leave the responsibility of the individual. Let me just say to you that every day We pick up the paper we read where accidents have occurred by motorcycle riders and their passengers. And I have in front of me that describes how much the cost of just the hospitalization of such an accident. It also tells that if the accident do occur, the follow-up and the costs to the State, and to the agencies, Public Aid and et cetera to the State of Illinois is just tremendous. So we're not just talking about if death occur, we're talking also if there is an injury and if there's an accident. And this applies to the total State of Illinois. Accidents don't just occur in Chicago; they occur throughout the State of Illinois, and the cost is spread over to everyone in Ehe State of Illinois. So I ask for a favorable roll call on this amendment.

And I'm just Wondering if, perhaps, we are being overly generous to a group who has never even once mentioned to me that they're interested in one, other than khat would be the normal four and a half percent, Ehat I think and Senator Carroll could eorrect me but I've forgotten what percentage a11 State employees would get anyway, so they would be getting some. This could be on top of that too .

Yes, Mr. President and Ladies and Gentlemen of the Senate. I would object to Amendment No. because it did stay in committee on a 6-6 vote, when it was a bill. And wedve defeated this parkicular bill on numerous occasionsz because it it it talks about an eligkbility standard# an income eligibility standard, regardless of the fiscal condition of the State in any given year. Now I appreciate we would like the Department of Public Aid and the Governor to -- to revise it's plan of coverage for eligible women, infants and children, but there's absolutely no cap; there's no accountability built into this. We certainly can't afford it at this time. We did keep it in committee for that reasony and I would oppose this amendment at this time.

Yes. apparently had my amendments misnumbered here, by mistake. This is the amendment to Which was speaking to. Again, We have beat this bill in committeez it Was held in committee at a 6-6 vote. It has absolutely no accountability into it, as 1 would stress at this time, it it would just raise the skandard of income eligibility to a hundred and eighty-five percent of federal poverty. It gives totally it gives no regard to the fiscal condition of the State in any given year, and builds in an expansion provision using that as the basis. It is something we cannot afford at this time. We did keep it in committee and I think that's exactly Where it should stay. And Would encourage a negative vote. And I Would ask for a roll call.

This amendment was given to me by House Representative Terry Steczo. is -- moves back the Clerks of the Circuit Court pay raise, that we gave them last yeare to December 1st, 1989 to three percent. In in December in December lst, 1990 they will have a six percent raise ,91: nine percent - December '92, twelve percent of the base pay that they presently get, now. It also says that no county board may reduce their payment by any compensation from county funds, if the reduction or impairment is a result of the clerk of the circuit court receiving an award or stipend payable from the State funds. So in other words, if we give them money the -- the county board can't reduce the salary by that amount. And it also says that -- gives permission for certain counties to be able to get together and standardize their manual judicial record keeping systems within the county: regional training prograns and et cetera, et cetera. I know of no opposition. 1111 be happy to answer any questions.

Thank you, Mr. President. This issue has been kicking around here for some Eime. It's an argument between the new car manufacturers and dealers, and the parts dealers. It's my understandin: that that neW car original equipment manufacturers now have about ninety-five percent of this market. They want a hundred percent. What Senator Geo-Karis' amendment does I think makes eminent qood sense. What it says is, that anybody that makes out an estimate has to tell the consuner who made the part. Now it does not speak to the issue of whether the part is a good one or a bad one, or if it's made by the original manufacturer, or if the original manufacturer had made in Taiwan - which they sometimes do - it simply says that you have to - - to reveal who made the part. It think it's a fine amendment and ought to stay on the bill. This may solve this issue for the Genezal Assembly, if we pass with the amendment on. think it's bad judgement to take the amendment off.

Let me point out, the two thousand two hundred and fifty dollars, that's presently in the law, is a maximum per day limit, but that can be repeated, virtually on -- on numerous days of the year. So that when -- if a charity runs or an organization runs on an ongoing basis, these kinds of functions, just in twenty-five days, they will exceed the amount of money that we are trying to do for Misericordia, because Misericordia is a one-day limit. It's not a per-day limit. It's a one-day limit. They have a function each year, and they did this before the 1aW was changed -- I think it *as two years ago. And it's very important for the budget that they have for these over three hundred developmentally disabled citizens, to try to raise this money. It's a one-day-a-year shot. The limit that Senator Rigney points out is a limit: but it's on many days; thae's not What this amendment does. It's only -- it limits it to the fifty thousand dollars. It's been phrased in languaqe that would only apply ko Misericordia. And I don't think that we are opening the door up too large to address the good needs of this great institution. Thank you, Mr. President, Ladies and Gentlemen of the Senate. 153 STATE OF ILLINOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 104th Legislative Day June l9# 1990 rise in support of Senator Etheredge's motion that we do concur in the House amendmenks. There's been questions from some of the Members as theydre reading through it. This is, in fact, the supplemental appropriation and will, fact, appropriate some kwenty-two million of General Revenue funds, as well as some fifty-three million of other funds needed by various State agencies to :et them throuqh this: the current fiscal year. Amongst it is the funds necessary to keep the cycle to providers such as hospitals, doctors and other health care providers. As you know the Department had had to cut-off funding as they had done once two years ago, because Ehere were no appropriation authority to pay those bills. Probably the largest item Within that is the funds -- the sixty-eight million dollars for Medicaid that's transferred in order -- from other lines, in order to pay those bills -- though not timely, at least to pay them noW before the end of this fiscal year. And I Would urge support of Senate Bill 1-7-8-3.
