This amendment was at Ehe request of the waste people, and it pertains to notification to municipalities when there is an incinerator that will be located in the munieipality. The amendment basically says that they Would give the notice at khe time of the hearing -- for the time of the hearin: and not fourteen days prior. So it gives them a little longer time in a municipality to notify the adjoining municipality. And khis simply says that if an individual has an aqreement with the credit card company, that they, in fact, can ask for the credit card number for payment of that particular account. Thank you, Mr. Presidentr Members of the Senate. So you know what this bill is this is the mandatory motorcycle helmet bill. The committee amendment that -- it's just been moved to adopt actually takes the mopeds out of the bill. And it Would thus say that a person on a moped would not have to have a motorcycle helmet. And I would oppose and urge the Membership to oppose the adoption of this eommittee amendment. If the motorcycle helmets are good enough for the motorcycle ridersz Why not the mopeds? So I would urge opposition to this amendment.

ïes. Thank you, Mr. President. I'd like to echo the support of Senator Woodyard on this particular effort, because, for one thing, I don't know if you lve seen pedalcycles out running around, but there's a lot of them in my neighborhood, and I'm sure there 's a 1ot of them in yours, and these people are as susceptible to the problems of a motorcycle accident as certainly anyone on a motorcycle. So I think to exclude them from this particular bill would be a -- a big mistake, and -- and we should defeat *he sponsor's amendment.

It extends the sunset date for use of tax credits associated witb the use of Illinois coal from 1995 to 1997. And the tax credit for construction may be used only after the equipmenk is on-llne. And this certainly needs to be extended since scrubbers that may be planned to comply With the Clean Air Act would not be on-line until 1966 or 1967 dsic> (1996 or 1997). I Would move for adoption.

Mr. President and Members, Senate Bill l04 cçeates a new Article of the Uniform Commercial Code dealing with leases. The amendment is urqed upon us by the American Automotive Leasing Association, and it would specifically recognize what are known as track leases, referrinq to those with terminal rental adjustment clauses. This is to make this neW proposal a recognized federal tax treatment. I9d be glad to answer any questions, and otherwise ask for khe adoption of the amendment.

Thank you, Mr. President. Now this amendmenk deletes everything after *he enacting clause. The amendment is intended to clear up al1 the technical problems that was contained in the original bill. The amendment provides protection aqainst eviction to the families of reservists or National Guard members called to active duty during a time of hostility with a foreign country. IE deletes all the criminal penalties. It's, with this Amendment, a much better drawn bill, and I'd move for the adoption of the amendment.

Thank youz Mr. President. The amendment becomes the bill, but, really, it keeps the bill basically the same. The only change is that it -- this deals with property classification in Dupage County. The only change is to require that when the county board goes to the classification ordinance, that they keep residential dwellinqs the -- at the same level as multiple-family residential structures, and that both of those be at the lowest level of assessment. Soy it gives the county board some direction in their attempt to address the mandate of this bill.

Amendment No. - Committee Amendment No. adds the Director of CMS to this task force; removes a member from the ag community, because we've got the Director of Ag on it; adds a member of the business community and higher education to the task force; changes from three to two the number of people representing the environmental community; and adds a provision that the task force will finish -- will complete its report by March 1st, 1992.

It's a very comprehensive amendment, dealing with the fees imposed on oi1 wells, establishment of the plugging funds, elimination of 63 STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 26th Legislative Day May l4, 1991 surety bond, establishment of -- of an additional person on the Oil/Gas Advisory Board, and other fees involving the UIC Fund. will tell you that one of Ehe associations is not in agreement with a11 of the provisions of this amendment, but we thought it it imperative to move this bill forward so that those negotiations between the Governor's Office, the Department, and those various interested oil/gas people ean continue to try to get an agreement.
