We had previously extended the date for eonsideration With respect to the six Senate bills that represent *he Democratic and Republican approach ko redistricting and reapportionment. It has become obvious that tomorrow being the deadline, we simply mechanically are not yet ready to offer an amendment. I would suggest therefore - and have moved - that the commkttee be discharged from further consideration of Senate Bills 52, 53, 54r 395, 396 and 397 - those are the six bills that are Gponsored, the first three by myself and the latter three by Senator Philip - and that those bills be placed on the Order of 2nd Reading, and that the rules be suspended for the purpose of allowing the bills to be considered until a Week from Priday. And the plan that Senator Philip and have discussed is that We would attempt, after caucusing, to amend the bills on Wednesday, with the hope that they would be brought to a vote of the Body on Thursday of next week. I -- just -- I have a problemz quite honestly, with that. What about: Senatorr on Ehe, I believe, Central Management Services paying their -- the Workers ' Compensakion benefits that are due; payin: the awards to those people who have been qiven an award by the Attorney General's Office? I understand that some of those people are left out of this -- this amendment also. Is there -- can you respond to that, please?

Whether 1 heard it or not, I think 1 could answer it. Yes. These are the priorities set by the Second Floor, by the Office of the Governor. In the area of Workman's Comp through CMS, they are suggesting tbat we pay the bills through March, and nothing that has come in since March. Eo ik would only cover up Ehrough March. And not -- Eo answer your prior question -- their priorities were not to pay the medical vendors, you know, hospitals, nursing homes or doctorsz but to pay these bills.

Senator Carroll, Ilve had some constituents in my district, in Avon Township, Who have gotten judgments from the Court of Claims. I haven't had a chance to go through al1 this, but is the Court of -- are the Court of Claims judqments involved in here? Are the judgments to be paid from the Court of Claims involved here?

Thank youy Mr. President, Members of the Senate. I rise just to question: why are we doing this? We all know that we have a budget crisis going on. We all know that we have nearly a billion 17 STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day June 6, 1991 dollars, or probably more, of bills that Will be generated from FY'9l going into FY192 unpaid. In my district - and I expect in the remaining fifty-eight districts - we have pharmaceuticals, hospitals and nursing homes that have bills that have gone unpaid for over a hundred days. In this supplemental We have nearly seventeen million dollars worth of General Revenue Funds that the Governor has requested to make payments to agencies. For lawsuit settlements, for lump sum payments for marinas, for studies, for real estate transfer purchases. I'm not saying that -- that these requests are without merit, but when you put them side by side to the pharmaceuticals that have gone unpaid for over a hundred days, I think we have to Wonder what welre doinq here. I don't think there's a single request that matches up to the crisis in the Medicaid area that -- that this State is suffering from today. And I think to just casually put forward -- for the Governor to casually put forward a supplemental appropriation request that includes seventeen million dollars worth of General Revenue Funds, When we're Wondering how Wegre going to pay the bills for services that have already been provided, I think is the wrong message to send to the providers of this State. I don't think there's anything worth doing in thks supplemental today that has a higher merit than the bills that are already outstanding. I Would urge a No vote.

To the bill, Mr. President: I hold in my hand a note to call the Chicago Tribune to answer why there is going to be six months cut in Public Aid. Every time I return to Chicago I see people eating out of the garbage cans. see people homeless and sleeping on the benches and et cetera. And I know that we have not funded -- are proposing to cut funding for mental health, the mental institutions: and et cetera. And here we're giving these funds for marinas: for other things. What -- What is my answer? Will you give me an answer? So that when I call this newspaper I can answer intelligently? That's what I1m looking for. think khat Senakor Severns said it correctly. Seems to me that We ought to seriously think that maybe somebody has sat down with both sides of the aisle and tried to come up wlth things that have to be done, and done now. However, in answer to a question that was asked to me off-mike, those funds that we had jeopardy of losing, to the best of our knowledgez we had already taken care of in other supplemental appropriations. These are funds that would become available, and it is a hundred and five million dollars, of which about sixteen and a half million is General Revenue. I Would ask for a roll call.
