Could We get a little bit I'm gettin: side questions that I can try and answer -- Dick. is in the exact same form as it had been the last time We visited itt in response to a question over my -- one of my shoulders. It is a hundred and five plus million dollars, total of which sixteen and a half million is General Revenue. It -- the rest of it bekng basically funds that have become available to the State through either federal sources or the utilizatlon of various separate special accounts of State government to fund varlous operations of State government. I would once again attempt to answer any questions. I would ask for a favorable roll call.

Given the fact that it has not changed, we should give it the same faith it had last week, and I don't think we need a lot of discussion about it. This is inadequate to respond to the needs of the people, and we need to - before We deal with supplementals - come to some kind of agreement as to how we are going to address the critical financial problems of the State and meet the needs of the -- the people out therez especially those in human services. I think this is irresponsible# and We should a11 vote against this amendment, just as we did before.

This is the same bill that we acted upon last week - ve ;efeatedz because we should defeat it, and not a single dime in thls supplemental appropriation, two weeks before the end of the year, has ehanged. Yet the needs of the unpaid Medicaid providers of this State, who 8 - 1 i STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 42nd Legislative Day June 13 , 1991 have provided service in good faith - to people throughout every corner of this State - remain unpaid. We have pharmacies who are borrowing to the extent of their capacity, trying to find dollars simply to meet payrolls, simply to keep those neighborhood pharmaceutical doors open in communities throughout every corner of this State. We have nursing homes who wonder how they are going to meet their payroll. How tbeydre going to take more of our senior citizens in when they can't afford to -- to pay the bills for the seniors that live there now. We have hospitals who have -- who are servinq Medicaid population throughout every corner of this State who have been unpald for several months. And yet in a supplemental before us, welre being asked to use -- GRF dollars that - they're already in short supply - to pay for lump-sum sbortfalls for -- for some bureaucrats who've left the State. To pay for studies of -- of systems that -- that I'm not certain we need the study done nowz perhaps we never need it completed. We're asked to pay for -- for marinas to -- to advance economie development areas in the State. Some of these eauses might be justified, but none of them are as urgent as the unpaid bills of -- of providers throughout this State who are Wondering how -- hoW they1re going to keep their doors open. The simple reality is we have seventeen million dollars worth of General Revenue Funds in this one-hundred-and-five-mlllion-dollar request. None of these requests seem as urgent as those who have provided services to this State and have gone since November and December with their bills unpaid . I think as we approach the end of this fiscal year , we need to work and spend full-time efforts toward resolvin: those problems before we go out and try to do something like this. I urge a No vote and hope We take the same good action we took a week ago . PRESIDENT ROCK: All right. In answer to Senator Eriedland: that was based on the Department and the Governor indicating that they no longer needed the originat funds - that the estimates were inaccurate and that the cost would not be as great, and therefore they Were transferring it to another item. It is our understanding that theybre not stopping the program at all, they're just transferring because of having originally requested too much.
