He is the Consul General of Mainland China, visiting wtth us today . And he is the person who arranged our visit in three cities in a period of six days the first week of April. We were in Beijing, Shaoyang and Shanqhai. Basically these -- this motion that Senator Demuzio filed on these House bills -- you know, you look at the Calendar, Mr. President, or in our book, the synopsis in the Digest shows that last action taken by these bills was either on April 28th, 23rd, 22nd or 27th. So, Senator Demuzio, being a Member of the Rules Committeey as I am, had ample opportunity to -- to file under the Senate rules specifically under Senate Rule 7-9 he had an opportunity to file a motion in the Rules Committee, and he failed to do so. I don't know whether he 's -- whether he's sincere in his effort in this -- in this -- this rhetoric that he's come across, or whether he's just grandstandingr Mr. President. I'd just like to briefly -- briefly -- no, Mr. I'd like to briefly quote Senate Rule 7-9 saysr 'Upon concurrence of a majority of those appointed, the Rules Committee may advance any legislative measure pending before to the Senate without referral to another committee...'' Senator Demuzio failed to do so . This late hour, he's attempting - don 't know what - but he had opportunities earlier.

You knowr just heard that -- that speech by my friend, Walter Dudycz, who is also a Member of the Rules Committee, with respect to grandstanding. Let me jusk tell you: You kept a hundred and forty substantive bills in the Rules Committee. Those bills deserve a hearing in the Illinois Senate. They passed the House. You could have sent them to committee so that they could have had a hearing . We had a lot of questions -- questions, a lot of speeches, and we did have a vote. And I Would recommend not passing this motion.

Well, had had the right to open, What I would have said, flrst off, was to compliment Senator Rarpiel. She's absolutely right. She conducted the committee wlth a great deal of respect for a11 of the witnesses. It Was a very full hearing . The bill had, I think, three of four Witnesses in favor, a couple opposed . She -- I really want to extend my thanks to her for the Way in which she conducted that -- that committee hearing. just thought -- I had a chance to open, I Would have explained what the bill did, so we 'd know what we were voting on. That -- the bill is House Bill 2182, which adds sexual orientation to the currently protected categories in the Illinois Human Rights Act and makes discrimination based on sexual orientation a human rights violation. Currently, protected categories in the Human Rights Act include racer rellgion, colorr national origin, ancestry, age: gender, disability, marital status and milltary discharge status. Dlscrimination is prohibited ln housing, enployment, credit and public accommodations. As I said, the hearing was a full one. The bill fell one vote short in coming out of the committee. The reason why I'm filing the motion is simply that think the subject matter is something that ought to be debated on the full Senate Floor. It is a subject matter that is very sensitive; that, as you could tell from -- if you Were at the committeer people did a lot of soul-searching in deciding hcw to vote for I think that everyone on the Senate Floor ought to have that -- that right. It is a bill that is supported by a whole variety of organizations, and I think it's something that really requires education. And the best way to do that ls to have a full debate on the Senate Floor, and for that reason, flled the motion, and ask for your support.

The reason why I filed this motion on thls all-important piece of legislation that has received quite a bit of notoriety at the time this bill was introducedr we did not have the situation as we - - it relate to the strangling -- the hanging of a minor child that has received notorlety and a1l the press on this issue. This piece of legislation deals with the best interests of the child. The bill came over here last Thursday. It was read into the record, given ample time for this bill to be assigned to the appropriate committee for a hearing. The bill did not get assigned. It was not released from the Rules Committee. And so I filed this motion in the best interests of children to -- to -- to keep us out of the politics as to who is doing what for the children of the State of Illinois. This bill a bill that received strong bipartisan support in the House. was not 1et out of the Rules Committee, and I feel ample time was there for the Rules Committee to act to assign this all-important bill to a 36 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day MaY 1993 committee so that it could receive proper hearing. So I am requesting that this bill be placed on the Order of 2nd Reading: that the appropriate rule be discharged, so that this Body can deal with the all-important matter as it relate to the best interests of the children of the State of .lllinois.

What we are voting on here is the motion the motion which gives the people of this State a right to be heard on a all-important issue; the motion that they have a right to come forth before a committee and testify. It was opposed by the Department of Children and Family Services. Representatives from the Governor's Office opposed this legislation, but seemed awful strange to me that this all-important issue, when ik came time for the Senate to hear this bill, it was stuck in Rules Committee, did not see -- a1l of a sudden, these same provisions are going to be placed on another bill for political purposes. This issuer this bill, should be heard by this Body. It was arbitrarily -- or ruled that it did not arrive in proper time. We were still in Session when -- when the Rules Committee was meeting. This bill 38 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 48th Legislative Day May 7, 1993 deals with the foster parents: whether or not a foster parent should have intervening rights as relate to a minor child that's been placed in their custody by the Department of Chlldren and Family Service. The people of the State of Illinois, the foster parents, and the childreny.should be protected, and would hope that the Members on both sides of the aisle would join in an affirmative vote to give them that right. this bill does is codify current practice of law. And -- and I see no reason why we should play politics with the lives of children, if we are talking about a motion while -- or are we talking about politics? So, each Member on this side -- on b0th sides of the aisle should be in favor of the foster parents having an intervening rlght in court when -- whenever there is any proceedings brought up as relate to a child ln their custody.
