Thank your Mr. President, Members of the Senate. This is the First Ccnference Committee Report on -- on House Bill 1613. I don't think it's controversial at all. It -- it simply contains the language now that we passed out of the House or out cf the Senate quite some time ago dealing With the Illinois Beach Marina Fundy which is in Senator Geo-Karisl district, and it says that fifty percent of the revenue fron that Fund be transferred into GRF through the third quarter of Fiscal '93, and thereafter twenty-five percent of the first two million deposited into the Fund shall be transferred to GRF, and seventy-five percent of any amount in excess of the two million be transferred to GRF, the total of Which shall not exceed two million dollars in any one fiscal year. Here again, I don't know of any opposition to this, and did pass out of here 54 to nothlng in -- in a different Senate bill.

Welly it's my understanding that the -- the rentals on those slips has declined somewhat, and that may be the reason for that reduction. Its impact on General Revenue Fund, really don't know at this time.

Mr. President and Ladies and Gentlemen of the Senate, may respond to Senator Cullerton? We have tried to -- this -- this was the bill that I bad tn the Senate that flew out of here. In fact, I think it was by fifty votes or better, and it's been -- and then you know what happens When it goes to the House sometimes. And this bill is an amendnent to Senator Woodyard 's Hcuse Bill 1613, because we need this in order to pay back timely, but you can't pay it if we don't get it in. So it does give you a little more time. I don't have my file here in front of me, but that's the purpose. This -- affects the North Point Marinar which is the largest marlna ln the United States - 1500 boat slips, in Winthrop Harbor, and that's in my district, Senator Cullerton.

Thank you, Mr. President, Members of the Senate. As Senate Bill 586 left the Senate, it basically dealt with a lot of provisions regarding the Illinois State Fair. Those provisions are a11 gone cut of this bill at this -- at this point in timer and most of the provisions of -- of Senate Bill 586 are presently on the Governor's desk. This now contains, basically, clean-up languaqe dealing with House Amendment No. which deals with the -- the Brucellosis Act dealing with -- with cattle in Illinols, and and this language was also contained in another Senate bill Senate Bill 583 - Which -- I don 't know where that bill is. But anywayy this particular billr as far as I know, there's na opposition to this. It simply cleans up language dealing with the vaccines and -- and so on with licensed veterinarians under the Illinois Brucellosis Act, and I would ask for its passage. Let me relterate agaln, think that it ls a -- somethlng that we have neglected. We. have thirteen-billion-dollar liability to the pension systems. It's unfortunate that we had the anortization schedule, that passed out of here about three years ago that we've been unable to meet. Had we been on that amortization schedule, we would not be in the posture that we are in. Apparently it's unfortunate that we're not golng to be able to have money to bring that amortization schedule up to the current level, and I guess this is the only thing that's left, and that is to study how wepre apparently goinq to get a stable revenue source, I assume, to funding the pension systems so that that thirteen billion dollars in arrears can, in fact, be brought up to date. And guess if -- if Chicago wants five riverboats, guess if we have five pension systems, maybe we ought to take a look at the task force maybe studylng that too.

Theydre -- they have what they call the ''dirty dozen''. And I hate to say it, but Illinois ranks the fourth worst of the fifty states, so I'd ask for your favorable conslderation.
