Thank you, Madam President. intend to vote for these appointees, as I did in the committee meetlng this morning; howevery I think it's important that the entire Senate take note of the fact that Governor Edgar is appointing people to institutions - to governing bodies - that he proposed to eliminate through legislation earlier this year. And while the individuals here, I think, are good individuals, the questlon that needs to be poised <sic> to the Governor is whether or not he is filling these appointments for perfunctory reasons or because he recognizes the merits of the debate that those of us who have opposed the abolition of the Board of Regents' and the Board of Governors' institutions, because he recognizes their validity and the function that they ought to continue to play. So I pose this question, and I hope that at some future point down the road, the Governor wl11 enlighten us further as to what he intends to do in the future. Thank you, Madam President.

But there has been changesr and what this bill now addresses it does not address a homeowner that perhaps goes to a Radio Shack and buys a splitter, or whatever those things are called, to have another cable line in his home. It goes after those individuals who are making a profit on pirating, basically, cable services throughout the State. Sor as one who voted against this bll1 the first time because I had those same concerns about the homeowner getting charged with a Class felony, I now stand in support of House Bill 1331 and encourage its adoption.

I submitted a -- a resolution - Resolution 73 - that deals with minorlty participation in the casino riverboat gambling in Chicagor and I know that this has been sent to Executive Committee - I -- I Was told today - but I I just trying to find out When we will have the opportunity to hear this matter, because it's -- the riverboats are sailing down the river here, and so far there's nothlng been said or no opportunity -- there has been no opportunity for us to discuss minority participation in -- in the area of ownership, as well as contracting jobs on this matter. So I'm just asking the Chair: When will this important piece of legislation be heard? Because we need it to be heard before the riverboat deal is cut, so that everybody can participate - not only the local lnvestor, but also the mlnorlty community.

Madam President, guess it's just a general inquiry. We are not going to come in Friday. Most of the work of the Senate has been done. We 're going to leave the the Senate at ease to - - to take any Messages frcm the House, and if anybody is going to file any more conference committee reports. And it would be the intent of the Chair not to be in Friday at all, so you can al1 go home this afternoon. We are going to have a Republican Caucus as soon as we stand at ease, and hopefully we Will be back on the -- on the 23rd and 24th. If not -- if there are no rooms available, we dll be back on the 27th.

My best guess is -- the Hotel-Motel Association has said that they have blocked off rooms. They haven't sold a1l those rooms. My best guess isr there will be rooms available for the Members.
