And after the Governor's staff reviewed it and the Comptroller's Office looked at it, they felt it needed some technical legal corrections to change the term ''paying agent'' to ''trustee'' and they also wanted to add an immediate effective date. There is no opposition to this legislation, and I move that we accept the Governor's amendatory veto.
