Senate Amendment No. 4 to House Bill 2251 is a product of much negotiations and conversaeion regarding the Comptroller's Office and the Illinois Senate. And 6 STATE OP ILLINOIS 89TH GENERAL ASSEMBLX REGULAR SESSION SENATE TRANSCRIPT 80eh Legislative Day February 29# 1996 what it does - it does several things - one, it creates a special fund in the State Treasury ko be named the Comptroller's Administrative Fund; secondly, eliminates the Comptroller's Merit Advisory Board, which never meets anyhow; three, establishes a statutory definition of reappropriation; nunber four, it reduces the lapse period; number five, it creates a Debt Collectlon Board. And I think most of you have received this explanation on your desks, but 1111 be happy to answer any questions.
