If I could have your attention for one minute, we have a special treat today. We have the State Champion Basketball Team from Pleasant Plains, Illinois, which happens to be Senator Bomke's district. So I will turn the Chair over to Senator Bomke to introduce these sensational basketball players. Senator Bomke.
Thank you, President Philip. It is my pleasure to introduce to you, today, the State Middle School Basketball Champions from Pleasant Plains, the Pleasant Plains Cardinals {sic} (Redbirds). They are the first State Champion in the school's history with a record of 27 and 0. As an indication and evidence of the kind of program Pleasant Plains has, the high school is playing in the Super Sectional this evening, and I hope to be back here in a couple of weeks with those boys. These young men, not only did they win the State Championship with a record of 27 and 0, of course they won their conference. They won the county tournament, the Regional, the Sectional and the State Championship. And they beat such teams as to -- to win the State Championship, as Chicago Heights, which is in Senator Halvorson's area. And I can understand why the Senator would not be here this morning. The likes of Stanford/Olympia in Senator Madigan's district. And I saw Senator Madigan a few moments ago. And to win the State Championship game, it was against Decatur/Mound in Senator Severns' district. And I'm particularly proud of these young men, because this is where I went to school. And we have Blake Strong, the Assistant Coach, down here. The ballplayers: Dustin Bensko, Steven Bigley, Andrew Cochran, Brandon Dennis, Jess Durako, Gibbs Glisson, Heath Hendren -- now that may be a familiar name to some of you, if you have seen Carter Hendren gloating in the last month, you know it -- may know why; this is his son -- Bo Jennings, Tyler Kastner, Luke Kennedy, Marcus McGlasson, Adam Suchy and Ryan Sunley. I don't know if the coaches -- thank you. Athletic Director or Coach, would you like to say something?
I wasn't really planning on it. But it's been a great experience for these boys and for the community, and we really do appreciate the opportunity to come here and to be introduced by Senator Bomke. I want to thank Carter Hendren for helping us get this thing rolling. We just -- we just appreciate the chance of being here, and we want to thank you.
Now, I'm pretty confident, in four years, you're going to see these boys back here, probably before then with a State Championship. I suspect you have one on the JV. Do they play for a State Championship? They do not. Okay. It'd have to be varsity. So they'll be back here in four years. And thank you.

March 11, 1997 Yes. Thank you, Madam President. Senate Bill 69, as it says on the Calendar, amends the School Code relating to leases of personal property by school districts. Currently the school districts outside the City of Chicago have the opportunity to levy a tax of up to .05 percent without a referendum to lease personal property. What we're doing is expanding that definition of personal property to include technology and technology hardware, software and the equipment that would be to go with that. It creates a burial expense benefit of up to ten thousand dollars for State police officers killed in the line of duty, and it amends the State Finance Act providing that this benefit is paid out of money appropriated for the personal services of the State Police. The the State Police reports that three officers have been killed in the line of duty over the past five years. The the there is a death benefit for by the State of Illinois and there's no but there is no provision for specific burial expenses. I know of no opposition, and I seek your support.

Thank you, Madam President. March 11, 1997 Senate Bill 326 {sic} (236) amends the Medical Patient Rights Act to make Illinois law consistent with the recently adopted federal regulations. These regulations prescribe narrow conditions under which the informed consent of a patient who is in emergency life-threatening conditions may be waived to allow the use of potential lifesaving experimental therapies. Again, this legislation is intended to give emergency room physicians a tool -- additional tool in saving lives. I appreciate the support we've had on both sides of the aisle on this. I know of no objections. I'll be happy to answer any questions.

March 11, 1997 Thank you, Madam President. Senate Bill 371 changes the time for which a lien can be placed on property in a special service area. Under current law, the Section in the Property Tax Code governing boundaries of a special service area states that an ordinance establishing a special service area must be recorded within sixty days. One recorded beyond that point is not valid. This bill adds that no lien shall be established against any real property in a special service area nor shall a special service area create a valid tax before the ordinance is filed. I ask for your favorable support.

Last year we passed legislation that would recover all joint agreements. The intention was to cover the NSSED agreement -- joint agreement in Cook County, and this legislation corrects that. Way back in the old days when we had personal property tax, the Department of Aeronautics would send to the various county clerks a notice of who had an airplane so they could be charged personal property tax. Obviously, we haven't had personal property tax for - I'm not sure how many years - over twenty years. So it's absolutely unnecessary. So all this does is remove that provision in the Statute.
