Yes . Well , we gave it to this group to make su re that the arnory -- we gave it to them . They needed it. It 's a good group . was terrific . It passed out. And tbe reversion that we put on there , -- if serves me right, that We sa id that as long as fo r they kept using it for educational purposes or Whatever purpose we put on the b ill -- because it made sense . We're not just going to give the armory just to some group to do w ith whatever they wanted to . They may change their charter; they maybe -- decide to move somewhere . We put this on there to make sure that when we gave away State land or State property, that it would be used for a purpose . Now for some reason I 'm not qoing to questton thetr board of governors - they Wanted to go out and get some money , get a mortgage on it . I 'm sure they dre going to use it for great purposes. But obviouslyy when you go out and get a mortgage, the mortgage -- the person giving the mortgage is goin: to say z ''Well, Wait a second , if you don 't pay , can 't go out and sell you r property to :et my money back .'' So by taking this out, we dre going to allow this mortgage holder, case they don 't meet their mortgage r to go out and this mortgage company may wind up owning this armory if this rehabilitatlon -- people don 't pay their mortgage . And if they don 't meet their mortgage payment, it could wind up being owned by First Natlonal Bank of Springfleld or someone , and they could go sell to someone to turn it into a bar o r restau rant , and I don 't think that 's What we want to do .

The concerns we dve had for many, many years wieh this facility is trying to find someone Who's Willing to take a building that has no parking , that is old , that, from most standpoints p has a negative value . Because What are you going to use an old armory for that 's in the middle of a -- a city w1th no parking? The school has taken this, Worklng in conjunction with the art museum, which is right next doo r. A First Responder Would be allowed to operate an automatic defib rillator and a Firse Responder would be a person who has successfully comp leted a course of instruction in emergency first response .as prescribed by the Department of Public Health and who first provtdes a response service prio r to the a rrival of an ambulance or a EMS vehicle . What we understand is that this could have a impact of saving -- the survival rate of about twenty-five percent, due to the fact that it would be people who would be on Ehe scene of a situation at an earlier rate. Senate B ill 368 basically provides that failure to report a change of job situation is punishable as contempt of court. Senate Bill 396 p rovkdes that the standard and add itional exemptions allowed for ind ivlduals on the Illinois lncome tax return would be subject to annual adjustments equal to the percentage of increase in the previous year 's Consumer Price Index for All Urban Consumers for a11 items. The adjustments Wculd begin with tax years ending on or after December 3l, 1998. Under current law ; individual income tax payers may clain the follow ing exemptions : a thousand-dollar personal exemp tion, a thousand-dollar dependent exemption , a thousand-dollar exemption fo r the elderly age sixty-five or older, and a thousand-dollar blindness exemption for the taxpayers or spouse. That thousand-dollar figure was set back twenty-seven years ago when Illino ls first enacted its income tax . That amount has been eroded over the years by inflation. In fact, I understand that the exemp tion to have kept pace w ith inflation would have to be about fo rty-five hundred dolla rs to equal its value back when the income tax was first intrcduced in Illinois . This bill Would p rovide modest tax relief for the taxpaying citizens of this State, go ing forward in that there would be no further erosion in the value af their personal income tax exemption because of inflation . When the bill was orig inally introduced it called for car rental companies to keep a photocopy of the d river's license or the photo identification of a person when they rent a car. When the car rental companies objected to that, we looked at the Statute and amended it such that they a re no longer in opposition, because what we did was to change it and just clarify what is probably the p ractlce among most of the car rental companies right now , and that is to keep a copy of the actual d river 's license number. And -- and we clarified that they -- they would have a record of the d river 's license number. If law enforeement people ever wanted to find out who rented a car, they could obtain that information from the Secretary of State 's O ffice , and I 'n also told that in a feW years, the Secretary of State 's Office w1l1 have ,. on the ir computers, actual photographs of people that are -- found on thelr -- on their driver 's licenses . So with that amendment, there 's no opposltion, and be happy to answer any questions and ask for a favorable vote .
