Thank you, Madam President . By way of brief discussion, I happened to have voted Present in committee today basically because of unanswered questions , in my opinion , between testimony that has been given in this Chamber between the Legislative Audit Commission who had questioned certain contracting p rocedures of the Department, questions answered in Executive Appointments by the Inspector General cf the Department of Public A id as to certain contracting p rocedures , and the inab ility of the Directo r to answer questlons as to procedures in contracting in what I felt was a open way . Without getting into the issue of any pending cases, felt that was ve ry simple to determ ine whether o r no t signatures are required on contracts and how do we p ro tect ourselves the future - the future - from po tenttal abuses of our systen by employees who may become tainted by vendo rs who come to them . Fo r example r in a t least one case where the Department felt there was sufficient enough question to stop any future activitles on a contract , there appea rs in the public record to be instances where some nineteen additional contracts representing over a half a m illion dolla rs of no-bid contracts were g iven to that same vendor after a po int ln tlme when testimony had been given to the Aud lt Commission that that contracto r was no longer to be receiving any business from the State, that there was enouqh question about that contracto r as to stop any furthe r activities . Why, then, is there a procedure tha t allows nineteen more contracts to be 1et over the next flfteen months in a no-bid manner, and not jeopardize the taxpayers of Illinois? felt there were insufficient answers to those kind of questions. We have leglslation pending that we believe can be used to solve these kind of p roblems in the futu re , and that should be cur goa l: to protect the taxpayers . From these hearings We could learn what procedures were bad so we know What to stop . The fact that we 12 STATE OF ILL INOIS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 37th Lqgisla tive Day April 24 # 1997 could not get answers to tha t gives me moment to pause . If we knew enough to know that we shculdn 't be doing business , then why were we giving future contracts, particularly non-bid ones, for a long period of time after the fact? I'm not adequately assured that we have anskers . And I understand the restrictions on certa in peop le Eo talk to a legislaEive comm ittee because of a federal case that 's pending , but I personally believe that -- that thtngs that are in the public reco rd o r conments tha t were publicly made at -- at comm ittees that are inconsistent should , in fact, be answered to the Senate and that ve be informed on what p rocedures we can have to red-flag things. If we find in the future some contractor who has been indicted or -- orr and/or convicted or and/or pleads guilty for some malfeasanee and -- or bribery to some State officlalr we should have a procedure that autcmatically jumps up and says: ''Hey, no more contracts.'' Instead of that, we - - we spent another half a m illion of monies , no-bid contracts , nineteen of 'em , fourteen months . Scmething 's Wrong . And I think we 're entitled to answers, and I would suggest a Present vote untll we can get 'em . PRESIDING OFFICER: (SENATOR GEO-KARIS) ' Any further discussion on this issue? Senator Severns. The fact of the matter is , his respo nses , or lack of responses mo re specifically , before the Legisla tive Audit Commission were to tally unaccep table glven the positicn that he holds. He sat there and tried to allow us to assume that he holds no responstbility over any of the decisions that takes place that Depa rtment . That enouqh should warrant h1s remova l from that position . But I think , also , he 's decided that he 's not going to accept any of the blame . realize that some matters cannot be discussed , and I appreciate the distinction . But the fact his responses were tota lly unaceeptable , and I don 't think that it's in the interest of this Chamber o r cur State to eonfirm his nomination .
